NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)

STATEMENT OF WORK (SOW) FOR HUMIDIFICATION SYSTEM AND CONDENSATE DRAIN

LINE MODIFICATIONS

1.0 GENERAL

1.1 BACKGROUND

The National Weather Service (NWS) Eastern Region has a requirement for heating, ventilation and air conditioning (HVAC) modifications at the National Weather Service Forecast Office located in Upton, NY.

Humidification atmospheric steam lines serving air handling units, AHU-1 and AHU-2 are not installed to manufacturer specifications; steam distributors serving air handling units, AHU-1 and AHU-2 require replacement; water filtration to the humidification supply line does not exist; and cleanout fittings to the AHU’s condensate drain lines are not accessible.

1.2 SCOPE

The scope of service includes the following modifications: (1) replace the humidification atmospheric steam lines serving air handling units, AHU-1 and AHU-2; (2) replace steam distributors serving air handling units, AHU-1 and AHU-2; (3) add water filtration to the humidification supply line; and (4) add cleanout fittings to the air handlers’ condensate drain lines.

Note: humidification atmospheric steam lines are to be installed within tolerance of manufacturer’s specifications.

1.3 OBJECTIVE

The objective is to restore the humidification service lines for the Condair Nortec humidification system to manufacturer’s specifications and improve water quality and preventative maintenance capabilities.

1.4 APPLICABLE DOCUMENTS

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK ONE: HUMIDIFICATION SERVICE LINE MODIFICATION AND STEAM

DISTRIBUTORS REPLACEMENT

The Contractor shall modify the humidifier service lines as follows:

1. Perform system power down lockout/tagout (LOTO) procedures on equipment.

2. Mechanically disconnect the service lines and remove insulation running from the steam valves for the humidifier on both of the AHU atmospheric steam lines.

3. Replace the existing atmospheric steam lines and drain lines. Current site conditions: 1 1/2”

MED-L copper pipe is installed with too many 90O elbows and radiuses that are out of tolerance with Condair Nortec specifications, along with an incorrect pitch. The 1/4” copper drain line P-trap bends are also out of tolerance.

4. Install new atmospheric steam line using 1 3/4” MED-L copper pipe and Condair Nortec Steam Hose, P/N 1328820 – 1-3/4 in (45 mm) and condensate drain line using Condair Nortec condensate hose P/N 1328840 – 3/8” diameter. Reference ATTACHMENT 6 Atmospheric Steam Line Installation Guide (orientation and geometry of installation, condensate trap installation).

5. Route new atmospheric steam lines following the shortest path. Bend radiuses in the steam line route shall minimally conform to Condair Nortec specifications, utilize 45 O copper fittings, long radius elbows, and/or Condair Nortec Steam Hose.

6. Atmospheric steam lines must be installed a minimum of 12” vertically from the humidifier before continuing onto the steam line route.

7. The condensate drain line from the steam distributor must have a constant minimum downslope of 1”/48” (1.2°).

8. All condensate p-traps must be a minimum 12” below the condensate outlet on the steam line. The condensate p-traps must have a minimum height of 6”.

9. Use 1/4” copper pipe or 3/8” Condair Nortec condensate hose appropriate for application.

10. Replace two (2) existing copper steam distributors (one in each unit’s HVAC discharge ductwork) using Condair Nortec 255-3729 Steam Distributor BSD 18in. Attach the new steam distributors to the new atmospheric steam lines. Confirm installation is secure and pitch angle follows the recommended installation guide. Reference ATTACHMENT 7 Steam Distribution Installation Guide.

11. Install 1” pipe insulation as needed to all exposed joints and couplings.

12. Restore power to equipment and prepare systems for startup procedures.

13. Perform system startup procedures, inspect system for leaks.

14. Monitor system for multiple on/off cycles between AHU-1 and AHU-2 to ensure the humidification is operational.

15. Verify proper system operation as initially designed.

16. Provide a written report on system status with any other deficiencies found during this repair service.

17. Clean up the worksite and review all work performed with the LPOC or Government site manager.

2.2 TASK TWO: ADD WATER FILTRATION TO THE HUMIDIFICATION SUPPLY LINE

The Contractor shall install a new two (2) filter manifold system as follows:

1. Perform system power down lockout/tagout (LOTO) procedures on equipment.

2. Locate and turn off the water supply to the mezzanine (above the 1st floor corridor drop ceiling or elsewhere).

3. Remove the water supply gate valve in the mezzanine and the copper line to the humidifier.

Install new copper pipe, fittings, and a two (2) filter manifold system upstream of the water supply line to the Condair Nortec humidifier (part# 3M HF60-S, or equivalent). Filter location shall be in an accessible space.

4. Include one (1) new full port quarter turn ball valve for the water supply upstream of the manifold system and two (2) new full port quarter turn ball valves for water filter maintenance/change out. Complete copper line feed from the manifold to the humidifier.

5. Turn water service on and observe the system for leaks.

6. Perform humidification system startup procedures, check for leaks, observe filling of humidification canisters and inspect system operating pressures and temperatures.

7. Clean up the worksite and review all work performed with the LPOC or Government site manager.

2.3 TASK THREE: ADD CLEAN OUT FITTINGS TO THE AHU CONDENSATE LINES

The Contractor shall install new copper fittings to the condensate lines to allow for periodic line snaking and vacuuming of lines during preventative maintenance as follows:

1. Locate cleanouts in an accessible area. Current site conditions: 1” copper condensate lines that run to the back side of the AHUs makes access to the drains difficult to service.

2. Install new 1” entry 45 O clean out fittings and new 1” full port copper ball valves to allow for periodic vacuuming and snaking of the drain lines in order to remove algae blockage and prevent condensate water build up into the evaporator pan and air ducts.

3. Clean up the worksite and review all work performed with the LPOC or Government site manager.

3.0 CONTRACTOR PERSONNEL

3.1 QUALIFIED PERSONNEL

The Contractor shall provide qualified personnel to perform all requirements specified in this SOW.

All service personnel shall be factory trained and knowledgeable of equipment installation specifications.

3.2 PROJECT MANAGER

The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this SOW. The Project Manager shall be a single point of contact for the Technical Point of Contact (TPOC).

3.3 EMPLOYEE IDENTIFICATION

Contractor employees visiting Government facilities shall wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, the employee’s name, and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractor employees when their status is not readily apparent and shall display all identification and visitor badges in plain view above the waist at all times.

3.4 EMPLOYEE CONDUCT

Contractor’s employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, etc.)

when visiting or working at Government facilities. The Project Manager shall ensure Contractor employees understand and abide by Department of Commerce (DOC) established rules, regulations and policies concerning safety and security.

3.5 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS

The Government may, at its sole discretion (in coordination with the CO where practical), direct the Contractor to remove any Contractor employee from DOC facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The CO will provide the Contractor with a written explanation to support any request to remove an employee.

4.0 OTHER APPLICABLE CONDITIONS

4.1 PERIOD OF PERFORMANCE

The period of performance for this contract shall not exceed sixty (60) calendar days from the date of award.

4.2 PLACE OF PERFORMANCE

The primary place of performance will be the Department of Commerce at:

National Weather Service Forecast Office (OKX) 175 Brookhaven Avenue, NWS-1 Upton, NY 11973

4.3 HOURS OF OPERATION

Contractor employees shall generally perform all work between the hours of 8:00 AM and 5:00 PM local time, Monday through Friday (except Federal holidays).

6.0 GOVERNMENT FURNISHED RESOURCES

The Government will provide the Contractor with access to the job site as necessary for performance of the work.

7.0 CONTRACTOR FURNISHED PROPERTY

The Contractor shall furnish all materials, equipment, and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in this

SOW.

8.0 GOVERNMENT ACCEPTANCE PERIOD

The TPOC will review deliverables prior to acceptance and provide the Contractor with notification via electronic mail that provides documented reasons for non-acceptance.

8.1 The TPOC will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing of the specific reasons for rejection.

8.2 The TPOC will have three (3) business days to review deliverables and make comments.

The Contractor shall have seven (7) business days to make corrections and redeliver.

9.0 DELIVERABLES

The Project Manager shall provide a weekly service report to the TPOC via electronic mail. This report shall include a summary of all Contractor work performed including start-up test data, photographic documentation, warranty information, and any Contractor concerns or recommendations.
