About this opportunity
The 5th Contracting Squadron, Minot Air Force Base is soliciting proposals to establish a Multiple Award Construction Contract (MACC) Indefinite Delivery Indefinite Quantity (IDIQ) vehicle, with proposals due October 8, 2026 at 2:00 PM Central Time. The procurement is a 100% small business set-aside with a total aggregate ceiling of $500 million across a ten-year lifecycle (five-year base plus one five-year option period).
Place of performance is Minot Air Force Base, North Dakota. The MACC will support design-bid-build and design-build construction projects serving the 5th Bomb Wing, 91st Missile Wing, and multiple tenant units across the base's 8.5-square-mile missile field, including work in non-restricted areas, Weapon Storage Areas, Missile Storage Areas, and airfield/flightline environments. NAICS code 236220 applies with a $45 million small business size standard.
The Government intends to award approximately ten IDIQ contracts with a guaranteed minimum of $500 per awardee (satisfied by post-award conference attendance). No seed project is included; task orders will range from $500 to $25 million, with each successful offeror receiving at least one task order. Awards will be made on a competitive basis through Fair Opportunity Proposal Requests (FOPRs) issued to all eligible holders for task orders exceeding the micro-purchase threshold.
Proposals are evaluated on two factors: Technical (Project Management Approach), rated Acceptable or Unacceptable, addressing administrative capabilities, key personnel, safety planning, quality control, as-built documentation, equipment training, and warranty processes; and Past Performance, assessed on recency (five years), relevancy (projects valued at $1 million or above in similar construction scope and complexity), and quality of performance using a five-point confidence scale. Technical proposals receiving an Unacceptable rating render the entire proposal ineligible. Price is not evaluated at the MACC level but will be assessed at individual task order levels.
Technical proposals are limited to 20 pages all-inclusive with 10-point minimum font and one-inch margins, submitted electronically to 5CONS.PKA-C.MACC@us.af.mil. Past performance submissions are limited to nine pages maximum (three pages per project, up to three projects). Offerors must submit a redacted technical proposal, completed Financial Responsibility Authorization, and acknowledgment of all solicitation amendments. Performance bonds are required within ten calendar days of award. Work must commence within thirty calendar days of award and be completed within 3,650 calendar days. Davis-Bacon Act prevailing wage rates apply to all construction work.
Contractor personnel requirements include a Program/Project Manager with minimum five years' experience, a Quality Control Manager with a bachelor's degree and five years' QCM experience, a Project Superintendent with three years' experience, and a Site Safety and Health Officer meeting EM 385-1-1 standards. Design-Build work requires a licensed architect (North Dakota) with five years' experience and licensed professional engineers for applicable disciplines. Restricted-area access requires Entry Authorization Lists with citizenship verification and security background checks (10–30 calendar days processing). Flightline work requires daily check-in with Base Operations Dispatcher and radio communication within 100 feet of runways. All work must comply with Minot AFB operating restrictions, including standard working hours (7:30 a.m. to 4:00 p.m., Monday–Friday), and no-smoking policies.
The solicitation has been amended three times since initial posting on August 19. Amendment 001 (September 24) extended the deadline from September 28 to October 8 and posted Questions and Answers. Amendment 002 (September 28) corrected Attachment 4, Section L, and updated Attachments 1, 2, and 5 to current versions. Amendment 003 (October 2) added Attachment 10 (Past Performance Portfolio template) and clarified that Government will evaluate past performance without contractor submission; offerors with no identified relevant past performance receive a Neutral rating rather than a negative evaluation. Contracting officers are Nikole Braddy and Keri Meis (701-723-6935, nikole.braddy@us.af.mil).
