MACC Specifications Summary

This document is a Multiple Award Construction Contract (MACC) Indefinite Delivery Indefinite Quantity (IDIQ) specification for Minot Air Force Base, North Dakota, establishing technical and administrative requirements for a broad range of construction projects. The MACC covers maintenance, repair, replacement, minor construction design, and build projects across Minot AFB's 8.5-square-mile missile field, including work in non-restricted areas, Weapon Storage Areas (WSA), Missile Storage Areas (MSA), and Airfield/Flightline locations. Work encompasses general construction categories including demolition, paving (concrete and asphalt), concrete work, site and earth work, abatement, mechanical, electrical, plumbing, communications, HVAC, painting, roofing, masonry, structural, fire protection, millwork, security, and specialty contracting. Contract execution will be under design-bid-build and design-build methodologies with individual task orders defining specific project scope. The specifications require a 100% small business set-aside with a NAICS code of 236220 and size standard of $45,000,000, operating as an IDIQ with an initial five-year ordering period plus one five-year optional period, with a total aggregate maximum of $500,000,000 and guaranteed minimum of $500.

The specifications establish comprehensive administrative, scheduling, security, and operational requirements. Contractors must comply with Minot AFB work restrictions including regular working hours (7:30 a.m. to 4:00 p.m., Monday-Friday), base access procedures, equipment identification, and no-smoking policies. Restricted Area access requires Entry Authorization Lists (EALs), citizenship verification, security background checks (approximately 30 calendar days processing), and continuous Government escort. Flightline work requires daily check-in with Base Operations Dispatcher and radio communication within 100 feet of runways. Project scheduling must follow Critical Path Method (CPM) with Precedence Diagram Method (PDM) using Standard Data Exchange Format (SDEF) coding; activity durations cannot exceed 20 workdays or 30 calendar days. Contractor must designate a qualified project scheduler and submit preliminary schedules within 15 days of Notice to Proceed, initial schedules within 42 days, and monthly updates. Additional mandatory requirements include a preconstruction conference within 35 days of award, partnering sessions, Red Zone meetings beginning at 75% completion, mobilization within 60 days, monthly progress photographs, AF Form 103 utility clearance requests with 72-hour notification prior to excavation, and coordination with privatized utility providers (Montana-Dakota Utilities for gas, Base Utilities for water/sewer, Verendrye Electric for electrical services).

The MACC will be utilized to execute a broad range of maintenance, repair, replacement, minor construction design, and/or build projects on real property at Minot AFB, North Dakota to include the 8.5K square mile missile field in the areas surrounding Minot AFB. This includes minor and major work in the non-restricted areas of Minot AFB, minor and major work within the Weapon Storage Area (WSA) and Missile Storage Area (MSA), and minor and major work on the Airfield/Flightline. Each project will be further defined in individual task orders (TO). The Contractor may be required to provide for multiple projects at one time.

Work under this contract will consist of a multitude of projects to be performed in the general construction category, which will include, but is not limited to, the following: maintenance, repair, replacement, alteration, studies and reports, designs (internal and professional), demolition, paving (concrete and asphalt), cast-in-place concrete and pre-cast concrete, site work, earth work, abatement, mechanical, electrical, plumbing, communications, heating/air conditioning, painting, roofing, masonry, structural, fire protection, millwork, security, and other specialty and general contracting work.

The work performed for each project shall be in accordance with contract documents issued within this award, in addition to all documents issued within a subsequent project award. Where conflicts, ambiguities, or unclarities are found within individual technical documents of a contract and those documents provided within the MACC IDIQ contract the more stringent criteria shall apply as default and an RFI shall be submitted by the Contractor requesting clarification and direction. The Government may approve the use of less stringent criteria on an individual project and/or RFI basis.

1.2.2 Location

The work is located at the Minot Air Force Base (MAFB), approximately as indicated. The exact location will be shown by the Air Force Project Manager (hereby referred to as the Project Manager).

SECTION 01 11 00 Page 1

Prior to the notice-to-proceed, when work is in a secure location, the contractor shall provide the Contracting Officer (CO) with Entry Authorization List (EAL) template filled out requesting contractor personnel, vehicles and equipment access to the project site. The EAL Template will be provided to the Contractor by the Government for each individual project that requires such documentation for access approval.

Each person listed on the EAL will undergo a security background check.

Once the CO has received the complete and accurate form from the contractor, the EAL takes approximately 30 calendar days to process. The contractor is responsible for managing the approval of the EAL and tracking approved EAL timelines, to include notifying the CO sufficiently in advance when the EAL will expire so a new EAL can be processed. If the contractor desires to add personnel, vehicles or equipment to the EAL at any time after approval, all of the previous authorized entries (personnel, vehicles and equipment) on that EAL require reprocessing. The existing EAL will remain in effect until the new updated EAL is approved and posted, and will supersede the previous EAL.

1.4.8 EAL Personnel, Vehicle and Equipment List

The EAL template will be provided by the government for each individual project requiring such documentation. The contractor shall submit to the CO the EAL showing the full name (exactly as it appears on the identification).

The contractor shall also inlcude the year, make/model, license number and state licensed, and color of vehicles utilized for on-site work, in the Vehicle Authorization List, table of the EAL.

In addition, the contractor shall inlcude a description, make, model and serial number of equipment utilized for on-site work, in the Equipment Authorization List, table of the EAL.

For EALs, only the Controlled Picture ID number is required and this ID shall be one of the IDs used at the ECP (SSAN and DOB are not required for EAL ID, but are required for base entry).

SECTION 01 14 00 Page 7

1.4.9 Entry Control Point Access

Upon arrival to the Entry Control Point public parking areas on the outside of the security fence, the contractor personnel shall wait for their assigned Government escort. Contractor personnel must remain outside of the security fence and in or near their vehicle or at the shelter area located outside of the security fence area until the arrival of the Government escort.

Upon arrival, all contractor personnel will provide the Government escort with form(s) of identification as listed above stating the employee's full name and a control ID number (i.e. driver's license number, passport number, social security number). These two forms of identification shall be the same two forms of ID used to generate the EAL.

The Government escorts will then process the contractor personnel through the ECP. Processing will include a search of each individual along with their hand-carried equipment and vehicle, verification of identification, and a briefing.

The contractor's workforce and suppliers will also be searched and have their identification verified when leaving a Restricted Area.

If contractor personnel are not listed on the EAL, or those who are listed cannot provide proper identification, they will not be permitted on the site. If the contractor doesn't have proper identification, or if the contractor has provided inaccurate EAL information, they will not be permitted on the site. Delays caused by lack of proper EAL information or proper identification shall be at no cost to the Government.

The Controlled Picture ID on the EAL shall be used at the Restriceted Area

ECP.

No transmitting devices and no devices that can take pictures are allowed inside Restricted Areas unless they are approved and on an EAL.

1.4.10 Government Escort

During all times within a restricted area, the contractor personnel will be accompanied and continuously monitored by escorts. Failure to remain within the area being monitored is a serious breach of security and safety regulations. The contractor shall take all necessary action to ensure compliance. The Contracting Officer (CO) reserves the right to deny entry to/or take action with any contractor personnel who refuse to conform to security and/or safety regulations. Delays resulting from such entry denial shall not result in any cost to the Government (monetarily or in schedule delay).

1.4.11 Free Zone

The Government may choose to establish a "Free Zone" for the project site.
