About this file
This is a Buying Guide for the Minot Air Force Base (MAFB) Multiple Award Construction Contract (MACC), designated FA4528-27-D-XXXX, effective August 13, 2026. The MACC is a Multiple Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicle administered by the 5th Contracting Squadron (5 CONS) with the 5th Civil Engineer Squadron (5 CES) as the requiring activity. The contract has a total estimated ceiling of $500,000,000 with a 10-year ordering period consisting of a five-year base period and one five-year option period. Each awardee receives a minimum guarantee of $500.00. The MACC supports design-bid-build and design-build construction projects and employs Firm-Fixed-Price (FFP) task orders for individual requirements.
All MACC holders are provided fair opportunity to compete for task orders exceeding the micro-purchase threshold through issuance of Fair Opportunity Proposal Requests (FOPR). The Contracting Officer determines source selection methodology based on complexity and risk, with price always being an evaluation factor. Task Order Periods of Performance are established independently based on project complexity, magnitude, location, and timing. The CO may restrict contractors from competing if they have five or more active task orders, are significantly behind schedule, have unfavorable Contractor Performance Assessment Report System (CPARS) ratings, or demonstrate other performance concerns. The guide establishes off-ramp procedures for contractor removal due to failure to participate, marginal or unsatisfactory performance, loss of small business status, or mutual agreement, and on-ramp procedures to maintain competition by adding new contractors through vendor pool selection or new solicitation when needed. Appendices provide templates for FOPR issuance, technical proposal format, and price proposal format.

Multiple Award Construction Contract (MACC) Buying Guide
For use with the FA4528-27-D-XXXX MACC
Date: 13 August 2026
1.0 Introduction
1.1 Purpose of this Guide
This Buying Guide establishes the official, standardized procedures for the solicitation, award, and administration of Firm-Fixed-Price (FFP) task orders under the Minot Air Force Base
(MAFB) Multiple Award Construction Contract (MACC). It is the primary reference for
Government personnel and MACC awardees.
1.2 Overview of the MACC
The MACC is a Multiple Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicle established to provide a rapid, flexible, and competitive source for a broad range of design-bid-build and design-build construction projects.
• Contracting Office: 5th Contracting Squadron (5 CONS)
• Requiring Activity: 5th Civil Engineer Squadron (5 CES)
• Total Estimated Ceiling: $500,000,000.00
• Total Ordering Period: 10 years (a five-year base period and one five-year option period).
• Minimum Guarantee: Each awardee receives a minimum guarantee of $500.00.
3.0 Fair Opportunity Process
3.1 Fair Opportunity Policy
In accordance with RFO 16.507-2, all MACC holders will be provided a fair opportunity to be considered for each task order exceeding the micro-purchase threshold.
3.2 Task Order Competition
For each requirement, the Contracting Officer (CO) will issue a Fair Opportunity Proposal
Request (FOPR) to all eligible MACC awardees. The FOPR will clearly state the specific basis for award for that individual task order. The source selection methodology will be determined by the CO based on the complexity and risk of the requirement. The Government reserves the right to use any combination of evaluation factors. Price will always be an evaluation factor. The specific evaluation factors and their relative importance will be detailed in each FOPR.
4.0 Task Order Period of Performance (PoP)
Period of Performance (PoP) is defined as the amount of calendar days required per Task Order
(TO). This PoP is independent of the overall IDIQ Ordering Period. PoPs are expressed as a specific number of calendar days allotted for the full completion of the TO, and established based on the complexity, magnitude, location, and time of year of the TO.
5.0 Performance Management
5.1 Restriction from Competition
To mitigate performance risk, the CO may restrict a MACC holder from competing on an individual FOPR if, at the time of issuance, the contractor has five or more active task orders, is significantly behind schedule on an active task order, has a recent unfavorable CPARS rating, or other lack of confidence.
5.2 On-Ramp and Off-Ramp Procedures
To ensure the MACC maintains a robust, highly qualified, and competitive pool of contractors capable of executing the MAFB mission, the CO will utilize continuous On-Ramp and Off-Ramp procedures throughout the life of the contract. If MAFB chooses to On-Ramp during the life of this contract, a vendor(s) will be randomly selected from the pool to be on-ramped. If there is not a vendor pool, the existing L&M Instructions and Evaluation criteria used to solicit this requirement will be utilized.
5.2.1 Off-Ramp Procedures (Removal from the MACC Pool)
The Government reserves the unilateral right to "off-ramp" (remove) a contractor from the
MACC pool at any time during the contract period of performance. In accordance with RFO
16.504-4, off-ramping may be executed via a Termination for Convenience or Termination for
Cause of the base IDIQ contract.
A contractor may be off-ramped for the following reasons:
• Failure to Participate: The contractor repeatedly fails to submit an acceptable responsive proposal to the Government. The contractor must provide valid written justification to the CO for all FOPRs that the vendor doesn’t submit a proposal prior to proposal deadlines. The CO has unilateral discretion to off-ramp the contractor based on failure to participate or without valid written justification.
• Marginal or Unsatisfactory Performance: The contractor receives a final rating of
"Marginal" or "Unsatisfactory" on any evaluation factor in a Contractor Performance
Assessment Report System (CPARS) under this MACC or another contract where the vendor, as the prime, receives a final rating of “Marginal” or “Unsatisfactory”.
• Loss of Small Business Status: The contractor is no longer eligible for the Small
Business set-aside size standard.
• Mutual Agreement: The contractor may formally request to be removed from the
MACC pool, and the Government may determine that granting the request is in its best interest.
5.2.2 On-Ramp Procedures (Adding to the MACC and/or Active Awardees)
In accordance with RFO 16.504-4(a) the Government reserves the right to "on ramp" (add) new contractors to the MACC at any time, at the sole discretion of the CO. The purpose of on-ramping is to maintain a current, competitive and innovative pool of vendors and may on ramp to restore or increase competition if the number of active MACC holders falls below a level deemed sufficient by the Government. The Contracting Officer will periodically assess the
MACC pool’s capacity, Task Order participation rates, and overall performance. If competition levels fall or mission requirements expand, an on-ramp open season may be initiated at the
Contracting Officer’s discretion via a notice on the Governmentwide Point of Entry (GPE).
Existing MACC awardees in good standing or in the established vendor pool will not be required to resubmit proposals or re-compete to maintain their position in the pool or as an awardee during an on-ramp open season.
The on-ramp process will be conducted as follows:
• Determination of Need: The CO will make a written determination that the current
MACC is inadequate to meet anticipated mission requirements or ensure adequate price competition.
• Vendor Pool: If a pool of vendors is established during the origin of this MACC, the established vendor pool will be utilized to replenish off-ramped vendors. If the pool of vendors has the same confidence assessment rating at time of evaluation, the Government will hold a public selection via TEAMS or other electronic settings to randomly select the next vendor to be on-ramped. The Government will assess responsibility in accordance with RFO 9.104-1 and eligibility requirements before on ramping. In the event the vendor randomly selected no longer meets the responsibility or eligibility requirements, or voluntarily chooses to not be on-ramped, the Government will randomly select the next vendor in the pool.
• Solicitation: If there is not a pool of vendors to on-ramp from, then the Government may issue a new solicitation on Government-Wide Point of Entry (GPE) to replenish the vendor pool. This solicitation will utilize the same evaluation factors, sub-factors, and basis for award as defined in the original MACC solicitation’s Sections L & M.
• Evaluation: New offerors will be evaluated against the criteria established in the original solicitation and must meet or exceed the original standards required for award.
• Award and Terms: Newly on-ramped contractors will receive a base IDIQ contract with a period of performance that aligns with the remaining ordering period of the current
MACC awards (i.e., their contract will expire on the same date as the original awardees).
They will not receive a new, full 10-year term and overarching IDIQ ceiling and terms will be the same as the initial awardees.
