About this opportunity

The Missile Defense Agency seeks to award multiple Technical, Engineering, Advisory, and Management Support contracts to provide a range of services including systems engineering, modeling and simulation, element design and integration, cybersecurity, testing and evaluation. Responses were requested by February 2019 to a sources sought notice to develop requirements for the follow-on TEAMS Next contracts. Evaluation will consider technical approach, past performance, and price. Draft performance work statements and additional attachments related to requirements are available through the Federal Business Opportunities website.

The agency intends to set aside a portion of the TEAMS Next effort for small businesses with a focus on small disadvantaged, women-owned, HUBZone, service-disabled-veteran owned, and veteran-owned small businesses. The work involves research, development, test and evaluation efforts under NAICS codes 541715 and PSC codes R425 and R408. Incumbent contractors include TEAMS and IRES providers. Anticipated individual contract values range from $20-100M over a 5-year period through multiple contract awards by 2023 to provide ongoing support across MDA programs and directorates.

The purpose of this notice is to provide industry with the "Draft TEAMS-Next Organizational Conflicts of Interest (OCI) Policy" (attached) for feedback.  Comments/Questions should be submitted using the "Draft T-N OCI Policy Govt Comment Matrix" (attached) to the TEAMS-Next mailbox (TEAMS-Next@mda.mil) NLT COB Tuesday, 30 June 2020.  The POC for the TEAMS-Next OCI policy is Amanda (Summer) Behel.

As previously announced, until such time as a comprehensive policy is approved, OCI will be addressed in each individual RFP on a case-by-case basis.

The purpose of this notice is to provide industry with an updated TEAMS-Next procurement schedule (attached).  Due to the impacts of COVID-19 on both Government (in terms of preparing concurrent solicitations) and industry (in terms of preparing timely and often concurrent proposals), the Missile Defense Agency is rebaselining the TEAMS-Next schedule for release of competitive Requests for Proposals (RFPs).  The Government intends to issue a Draft RFP at least 30 days prior to each scheduled RFP release date.

Additionally, the Government will also be posting the Draft TEAMS-Next Organizational Conflict of Interest (OCI) policy (for industry feedback) in the near future.  Until such time as a comprehensive policy is approved, OCI will be addressed in each individual RFP on a case-by-case basis.

Henceforth, Joshua Kachelman will replace Jesse Kirstein as the lead PCO associated with TEAMS-Next industry coordination.  Please continue monitoring this beta.sam.gov posting for further TEAMS-Next updates.

1) Slides have been posted to inform industry of the latest developments related to contracts, NAICS codes, size standards, set asides, anticipated schedules, and the Organizations Conflicts of Interest.  See posting entitled "Update #2".

2) MDA intends to conduct TEAMS Next Industry Day #3 from December 3-5, 2019 in Huntsville, AL. We anticipate a general session on December 3rd, with brief one-on-one meeting opportunities on December 4th and 5th. This update is to inform industry that Industry Day #2 charts have been posted to FBO. 

In addition, the following information on "Similarly Situated Entities" is also provided by the MDA Small Business Office to assist companies with partnering considerations for potential small business set-asides:  

DOD Class Deviation 2019-O0003 to Federal Acquisition Regulation (FAR) Clause 52.219-14, Limitations on Subcontracting for small businesses.  DOD contracting officers are required to use the Class Deviation instead of the existing clause at FAR 52.219-14 when issuing solicitations and awarding contracts or task or delivery orders under Far Part 19 to small businesses, including 8(a) program participants, HUBZone small businesses, SDVOSB concerns, EDWOSB concerns, and WOSB concerns.

 "Similarly situated entity," as used in this clause, means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award; and is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform.

An example of a similarly situated entity is a first-tier subcontractor that is a HUBZone small business concern for a HUBZone set-aside or sole-source award under the HUBZone program.

Calculation of the amount that can be subcontracted:
In the case of contracts for services (except construction), a small business shall not pay more than 50 percent of the amount paid to it by the government to firms that are not similarly situated.

This update is to inform industry that after the initial round of registrations for the TEAMS-Next Industry Day #2 General Session on June 18th, 77 seats remain available. As a result, MDA is relaxing the 2 seat limit per company (now no limit) and offering the remaining seats on a first come, first serve basis.

Please email your request to TEAMS-Next@mda.mil, subject line "Updated Industry Day Participation" and include your company name, the complete list of individuals attending, and their contact information.
Registration will close when all remaining seats have been requested.

If you plan to send additional attendees, please send an updated list with all planned participants. You DO NOT need to resubmit your original list if you do not plan to send additional attendees.
