Missile Defense Agency (MDA) Technical, Engineering, Advisory, & Management Support (TEAMS)
Sources Sought Notice February 5, 2019
This Request for Information (RFI) consists of two distinct parts. Part 1 is a sources sought to determine small business capability to provide Advisory and Assistance Services (A&AS) for the Missile Defense Agency. Only small businesses should respond to Part 1. Part 2 is a request for information with the purpose of soliciting suggestions from industry regarding the acquisition strategy for the TEAMS Next follow-on procurements. All interested businesses should respond to Part 2. Responses to both Parts 1 and 2 of this RFI must be submitted no later than March 8, 2019. Results of this RFI will be briefed at a future TEAMS Next Industry Day event.
Part 1: Small Business Capability Assessment (Only Small Businesses Should Respond)
The Missile Defense Agency is seeking information from small businesses with expertise in Advisory and Assistance Services to support functional and program organizations delivering ballistic missile defense capability for the United States and its allies. This is a sources sought to determine small business capability to provide the required services; therefore, only small businesses should respond. To be a small business for the purposes of this announcement your business should meet the size standards for the various NAICS listed below in Table 1.0. Suggestions from industry regarding how competition may best be achieved, to include any recommended changes to the proposed North American Industry Classification System (NAICS) codes, are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with applicable procurement regulations.
Table 1.0 below lists the functional capability areas, sub areas (individual contracts), NAICS, associated size standards, potential locations, and FTE range for the current TEAMS contracts. The NAICS determination will be made at the time of the final Request for Proposal (s) (RFP). The Government anticipates no restrictions regarding industry teaming arrangements; however, a decision will be provided in the final RFPs.

Interested small business concerns are asked to provide capability statements at the Functional Capability Area level (i.e., Test) and /or at the sub-area level (i.e., Test Provisioning). Small businesses providing capability statements at the Functional Capability Area level should demonstrate capability to perform all sub-areas contained within the Functional Capability Area. Small businesses who are only interested in a sub-area can respond to an individual sub-area only.
Interested small business concerns must be capable of performing requirements for which they declare capability as the prime contractor, Agency or enterprise-wide, i.e., at all required locations. Enterprise-wide includes, but is not limited to the geographic locations of a) National Capital Region (NCR)/Ft.
Belvoir, Virginia; b) Huntsville, Alabama; c) Dahlgren, Virginia; d) Colorado Springs, Colorado; e) Ft.
Greely, Alaska; f) Vandenberg AFB, California; g) Albuquerque, New Mexico; h) Los Angeles AFB, California, etc., and other CONUS and OCONUS locations. If teaming with another small business is proposed to cover a function area or subarea, both the prime contractor and any small business teammates must be capable of covering at least 50% of the requirement in all of the listed areas for a particular functional area or subarea and the prime contractor must demonstrate capability to manage both large and small business subcontractors.
Small businesses with capabilities to perform these requirements should complete the Attachment 1 Sources Sought form by indicating the Functional Capability Area and sub-area(s) for which they are submitting capability statements. Responses should include capability information for any proposed teammates as well for the areas or subareas in which they are proposed to participate. The completed form must be submitted with the respondent’s capability statements based on the instructions in Attachment 2 (Part 1 Instructions). Responses to this notification will assist in development of a strategy regarding how capability areas will be structured and which portions of our requirements will be set-aside for small businesses.
A summary of each Functional Capability Area/sub-area is provided in Attachment 3 (Requirements Summary). In addition to the summary, detailed examples of potential requirements in each sub-area are available via the “Explicit Access” section of this notice. Please note that these documents are examples of potential requirements and are provided only for the purpose of assisting interested small business concerns in better understanding the potential requirements in order to respond to this sources sought notice. To request access to an Explicit Access document in FBO:
1. Log in to your Vendor/Citizen account
2. Search “CS-2019-0002”
3. Click the “Packages” sub-tab on the notice
4. Verify your MPIN, if required
5. Select the “Request Explicit Access” button
6. When you have submitted your request for Explicit Access, you will see a message stating that your Explicit Access Request is Pending Review/Approval.
7. You will receive an email notification when the PCO makes a determination regarding your request.
8. Once the PCO grants your Explicit Access Request, you will see a note stating that you are on the Authorized Party List for this solicitation. You may now download/view the documents.
This request should not be construed as a solicitation announcement, invitation for bid (IFB), request for quotation (RFQ) or a request for proposal (RFP). Any response will be treated only as information for the Government to consider. Companies choosing to respond will not be entitled to payment for direct or indirect costs that are incurred in responding to this Sources Sought notice. No funds have been authorized, appropriated or received for this effort. Any information supplied may be used by the Missile Defense Agency (MDA) in developing its acquisition strategy, statement of work (SOW) /performance work statement (PWS) and / or statement of objectives (SOO). Interested parties are responsible for adequately marking their response should it contain proprietary information.
Part 2: Request for Input on TEAMS Next Acquisition Strategy (All Businesses Should Respond)
The Missile Defense Agency is soliciting suggestions or recommendations from industry, both large and small businesses, on new or innovative ways to conduct this acquisition. MDA is specifically soliciting input on the following topics:
- Suggestions on how requirements should be structured or consolidated to promote cost savings and efficiencies
- The use of GSA’s OASIS contract or other Best in Class contracts for future TEAMS requirements
- The Agency’s use of performance-based contracting approaches for TEAMS requirements
- Suggestions regarding RFP requirements/processes/evaluation factors that would improve the
Government’s ability to select the best contractor for the job
- Suggestions regarding innovative contracting approaches for professional services contracting
- Best practices and unique contracting approaches employed by other agencies for the procurement of
Advisory and Assistance Services (please include a point of contact at the agency if available)
- Organization Conflict of Interest (OCI) approaches. Based on the number of significant OCI issues the Agency has been forced to deal with in recent years, the Agency is considering implementing a more restrictive OCI Policy versus the current mitigation approach. One such approach under consideration is a “Pick and Stick” methodology (contractors restricted to performing a single requirement). Please provide your perspective on the impacts of a more restrictive OCI policy
Suggestions submitted for Part 2 of this RFI should be submitted separately from the small business capability statements (Part 1) and should be sent via email to TEAMS-Next@mda.mil. Contractor format is acceptable.
Proprietary information is not sought by MDA. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response. Respondents are responsible for adequately marking proprietary material in their response. There is no page limit for this RFI; however, material submitted should be targeted towards the requirements of this acquisition.
Marketing materials and brochures are not requested and provide little value to this effort. The Government may use third party, non-Government support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided.
Appropriate non-disclosure agreements will be executed between the third party, non-Government support personnel and the Government. A submission of a response to this notice constitutes the Respondent's acknowledgment and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government support personnel.
