Environmental Management
Organizational Chart
Provide sound, timely, and cost-effective environmental compliance and stewardship support to MDA using processes that are integrated into MDA’s planning and decision-making activities.
• FDO
Director of Operations, Plans, and Environment; Facilities and Deployments
• FDOE (Lead Stakeholder) Environmental Management Division Chief
• To provide comprehensive and sustainable environmental management, planning, compliance, sustainability and related technical support to the MDA including such support to the acquisition, development, testing, deployment and fielding of an integrated Ballistic Missile Defense System (BMDS) and other new or emerging missions assigned to the agency.
• The requirement supports the MDA, the Global BMDS and other assigned missions including weapons systems acquisition, development, testing, deployment, and fielding at geographically dispersed locations worldwide. Environmental support extends to facilities and infrastructure acquisition, management and sustainment at any and all MDA locations including deployment and test facilities. The requirements in this contract include, but are not limited to, support in the following areas:
- Environmental analysis, planning, strategies, estimates, regulatory requirements, and recommendations to assist in managing facilities, military construction, and environmental initiatives.
- Development of Energy Conservation and sustainability program and reporting.
- Development, implementation, sustainment (includes energy, water, and waste reduction) and execution of BMDS and MDA environmental management activities.
- Environmental compliance, planning, and regulatory requirements for siting and geotechnical efforts.
- Environmental policy, test support, planning, analysis, and compliance both in the Continental United States (CONUS) and overseas.
• Work locations:
- Huntsville, AL
- Washington, D.C. (1 billet)
• Preview of potential new scope for TEAMS-Next that was not included in TEAMS
- Provide more surge/reach-back to support EISs/EAs
• The ability to supplement the base team – with additional contractors on short notice – familiar with MDA processes, procedures – having CAC and security clearances – to provide surge capability to support new or unplanned EISs or EAs.
- CIS EIS – complexities in preparing a NEPA document on compressed schedule – 24 mths in normal 3.5 yr process. Coordinating with multiple state/federal and DoD entities, i.e., Four states, four different installations (4 cooperating agencies), two EPA regions, three US. Fish & Wildlife Services, two USACE Districts. Politically sensitive project.
Continually changing scope and requirements. Significant impacts to water resources and wetlands. Extensive cultural resources consultations (NHPA) depending on site selected.
- FGA EA – compressed schedule – completion in 8 mths in normal 18 mths process.
- HDR-H EIS – many of the same complexities as CIS – High priority, agency focus.
Compressed schedule – 2 yr in 3.5 yr process. 4 cooperating agencies; 3 islands; added regulatory requirements - unusual requirements – Hawaii Environmental Policy Act compliance. Extensive NHPA consultations required. Extensive community engagements requirements. ESA Section 7 Formal Consultation
• Other challenges – extensive distance from home base; building technical credibility with cooperating agencies (land owners) and regulatory agencies – usually requires much more work to prove our word; changing requirements/scope without adjusting schedules; fluctuating work loads – requires ability to focus on different projects depending on the current pressing need.
