Request for Proposal with Amendment 0001
The 766th Specialized Contracting Squadron (766 SCONS) at Joint Base Pearl Harbor Hickam is soliciting a competitive 8(a) set-aside, Firm Fixed Price with Firm Fixed Price Not To Exceed CLINs contract to provide the seamless and effective operation of the Air Force Maui Optical and Supercomputing (AMOS) sites for the Air Force Research Laboratories (AFRL), Detachment 15 (Det 15) on Maui Island, Hawaii. The follow-on contract base operations support (BOS) services provides facilities and infrastructure support.
This contract will have a 2-month phase in followed by 10-month full performance base year period of performance, and four 1-year options for a total contract performance period of 5 years. The 6-month extension of service clause shall also be included and will be evaluated at the time of award.
The Government has included the Not to Exceed (NTE) amounts for the FFP NTE CLINs and like option year CLINs. Offerors shall not change these NTE amounts. The Government shall use NTE amounts for FFP NTE CLINs at the time of award. Offerors shall not be required to provide any pricing in their proposal for these subject CLINs. The NTE amounts on the Pricing Schedule, RFP Attachment 2 for the following CLINs: 0006-0008, 1006-1008, 2006-2008, 3006-3008, 4006-4008.
The solicitation is available in electronic format only. No hard copies will be provided. It is the offeror's responsibility to check the website for all amendments and documents to this solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award.
IMPORTANT: Refer to the solicitation for specific address and marking information regarding submission of proposals. Closing date and time: 3 November 2016, 0800AM Hawaii Standard Time (HST). All Past Performance information must be submitted by 25 October 2016. Past Performance proposals received after 25 October 2016 will not be considered or evaluated.
A two (2)-day pre-proposal conference/site visit will be conducted at the AMOS sites, Maui, HI on
17 - 18 October 2016 for the purpose of answering questions regarding this solicitation. The meeting time on 17 Oct 2016 (Day 1) will be at 0900 AM (HST). The meeting time for the second session (Day 2) will be announced during the first day. Although not mandatory, attendance is highly encouraged. Complete and submit the registration form for each attendee (limit two (2) representatives per contractor) to the POCs listed below prior to 10 October 2016. This information must be provided in advance in order to ensure access to the installation/conference site for the attendees.
The SOLE POINTS OF CONTACT for solicitation questions/concerns regarding the Maui BOS acquisition are Second Lieutenant Courtney Dearth courtney.dearth.1@us.af.mil AND Captain Conner VanFossen conner.vanfossen.4@us.af.mil. Offerors are requested to submit questions concerning this solicitation in writing to the POC noted no later than 1000AM (HST), 20 October 2016. Information provided at the pre-proposal conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply.

Maui BOS Synopsis
The 766th Specialized Contracting Squadron (766 SCONS) at Joint Base Pearl Harbor Hickam is conducting an acquisition for a follow-on base operations support (BOS) service contract. This preliminary announcement serves as a notice of proposed contract action regarding the BOS services for the Air Force Maui Optical and Supercomputing (AMOS) sites for the Air Force Research Laboratories (AFRL), Detachment 15 (Det 15) at Maui Island, Hawaii.
A formal Request for Proposal will be issued on or about 10 June 2016 on the Federal Business Opportunities website at http://www.fedbizopps.gov. Paper copies will not be available. Once the solicitation is posted, interested offerors are responsible to monitor and review this site frequently for any updates/amendments to and all documents. A Pre-Proposal Conference/Site Visit at Maui's AMOS sites will be scheduled on or about 16 days after release of the RFP; actual dates will be specified in the solicitation.
A sources sought notice was previously posted on 20 October 2015 and a Draft Performance Work Statement (PWS) on 13 January 2016 under solicitation number FA5215-16-R-0002. The BOS contractor shall provide all management personnel, equipment and services necessary to operate the facilities, including administration management and customer support, facility and infrastructure repair, maintenance and support, operations (physical plant operations), grounds maintenance, refuse collection and disposal, limited architect/engineer services (planning, design and construction management), security system maintenance, and logistics support (material control) for the AFRL, Det 15 and mission partners working on site. The contractor shall perform BOS services in accordance with the requirements and responsibilities in the PWS. (Note: The description contained within this synopsis is a summary of the required services and is not intended to be all-inclusive.) The performance period for this service will be a 2-month phase in base year from 1 July 2017 through 30 June 2018 and four 1-year option periods from 1 July 2018 through 30 June 2022. All labor, vehicles, equipment, tools, materials, supervision and other furnished property and services except as specified in the contract as Government Furnished Property/Services, shall be provided by the contractor. A single firm-fixed price (FFP) contract is contemplated. All final RFP documents associated with this requirement will be provided in the formal RFP.
This acquisition will be a competitive 8(a) set-aside. The applicable North American Industry Classification System (NAICS) code is 561210, Facility Support Services, with a small business size standard of $38,500,000.
NOTE: All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. Registration may take several weeks to complete, so immediate attention to ensure eligibility is recommended. For registration, go to the SAM website https://www.sam.gov and follow the instructions.
