MAUI BOS
Preproposal Conference / Site Visit
October 17th – 18th, 2016 Due to the anticipated number of participants, no more than two (2) representatives per company are allowed to attend the conference and facilities tour. All attendees must be pre-registered by providing the information requested below for security purposes. The Government reserves the right to deny admittance to any representatives who are not pre-registered or exceed the limitation of participants. In order to attend the facilities tour, attendees must be prepared to present two forms of government issued identification (i.e.
passport, driver’s license, birth certificate, etc). All attendees will be issued a badge upon arrival.
Event Location: Meet at 550 Lipoa Parkway, Kihei, Maui 96753. See attached directions.
The meeting time on Day 1 will be at 0900 AM (HST). The meet time for Day 2 will be announced during the first day.
A signed copy of the attached PROCEDURES & GUIDANCE must be provided for each representative registering to attend the conference.

PROCEDURES & GUIDANCE FOR
Preproposal Conference / Site Visit
October 17th – 18th, 2016
1. Contractor representatives are not allowed to request individual meetings with Government personnel associated with the
Maui BOS acquisition. Individual tours will not be provided for representatives unable to attend the scheduled days.
2. On the facilities tour, Contractor representatives must remain in authorized areas and with the Government escort at all times.
Contractors are discouraged from any interaction that might impede performance by Government or contractor personnel currently working in any areas being visited.
3. Questions/comments will be submitted on the attached form. Submittal of questions/comments does not guarantee a response or necessarily indicate an amendment or extension to the solicitation. However, any questions/comments deemed relevant by the Contracting Officer or customer’s technical team member will be addressed and posted for public viewing to the
FedBizOpps website.
4. Government personnel are discouraged from interacting with potential bidders outside of the scheduled briefings and tours.
Contractors are warned that any questions or discussions that may be considered as an attempt to gain source selection sensitive information may result in a request to leave the conference proceedings.
5. Contractors are highly encouraged to review the solicitation documents prior to attending the conference. Because copies of the solicitation documents will NOT be provided at the conference, it is recommended that potential bidders bring hard-copies of any relevant documents.
6. You will be touring secured facilities. DO NOT bring any of the following: phones, cameras, recording devices, thumb drives, music players, video recorders, or any other electronic devices. If you should forget, these devices will be collected and held by a government representative for safe keeping, and returned to you at the end of the tours for each day.
7. There will be an extensive amount of walking and exertion on the second day. It is important that all attendees be able to walk for long distances, climb stairs and ladders, breathe in a reduced oxygen environment (10,000ft elevation), and ride up a very windy road.
8. All participants must wear long pants, t-shirts or long sleeve shirts, and enclosed shoes; style may be casual as we will be touring a working facility. It is highly recommended that all participants wear sunglasses and sunscreen as the sun is much more powerful at the higher elevations. It is also recommended that all participants bring a long sleeve jacket, possibly a rain jacket, as the weather is subject to change and we could experience sun, clouds, rain, sleet, hail, and high winds.
Temperatures typically range between 35 - 75 degrees at the top of the mountain. A safety briefing will be given on the first day, and again at the top of the mountain to ensure all participants are aware of the necessary precautions in our unique environment.

You are provided this form to submit any questions you may have that arise during the facilities tour. Your tour guides are not allowed to deviate from the prepared script or to answer any questions in order to ensure fair representation of all vendors.
As stated in the solicitation, offerors are requested to submit questions concerning the solicitation IN WRITING to the POCs noted in the solicitation no later than 1000AM (HST), 20 October 2016. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply.
Questions/comments deemed relevant by the Contracting Officer or customer’s technical team member will be addressed and posted for public viewing to the FedBizOpps website.

LOCATION AND DIRECTIONS
First day meet at:
550 Lipoa Parkway
Kihei, HI 96753
Directions from the airport:
1. Leaving the Kahului Airport, you will be on the two-lane Keolani
Place (Highway 380).
2. Stay in the left lane for about 0.8 mile, until you reach a stop light.
3. Go straight through this stop light.
4. This puts you onto Dairy Road (still Highway 380). Remain in the left lane.
5. Keep going for about 0.9 of a mile through 4 additional stop lights.
6. Eventually you will pass a Home Depot and then a large church on your left (First Assembly of God).
7. Turn left at the church (major intersection) onto Puunene Avenue, heading toward the sugar mill.
8. At the sugar mill (0.6 mile), the road swings right, becoming
Mokulele Highway (Highway 311).
9. Remain on Mokulele for about 6 miles. You will pass through 3 stop lights - continue straight.
10. At the fourth stop light on Mokulele you will have reached the city of Kihei, continue straight onto Piilani Highway (Highway 31) (major intersection).
11. You will go through 3 additional stop lights on Piilani. At the fourth light (about 2.8 miles), just after passing a Safeway supermarket on your right, turn left onto Lipoa Parkway.
12. Drive up Lipoa Parkway about 0.4 mile – 550 Lipoa will be on your right.
13. Turn right and park in the parking lot.
AGENDA
First Day:
For the first day, an introductory briefing will be given in 550 Lipoa in the
Presentation Center Conference Room. To reach the conference room, enter the first set of doors at the center of the building. Turn right down the first hallway. The conference room will be the first door on the right.
Follow the signs posted.
The afternoon will include tours of the sea-level facilities.
Second Day:
The second day will be dedicated to the tour of the facilities on Haleakala.
All attendees will meet in the gravel parking lot in front of MSSC (summit of Mt. Haleakala).
Please note that the drive to Haleakala is 1.5 - 2 hours depending on traffic.
