About this opportunity
The Phoenix Area Indian Health Service is issuing a Sources Sought Notice to conduct market research for fully managed, non-personal services teleradiology services at Phoenix Indian Medical Center (PIMC) and potentially up to three additional Phoenix Area IHS service units in Arizona, Nevada, and Utah. The Indian Health Service, a civilian agency under the Department of Health and Human Services, is seeking to identify capable service providers among Indian Small Business Economic Enterprises (ISBEE), Indian Economic Enterprises (IEE), other small businesses, and large businesses. Key contract requirements include interpretation of multiple imaging modalities (plain film, CT, ultrasound, mammography, DEXA, and potential MRI) on a 24/7/365 basis with tiered turnaround times: routine exams within 24 hours at 95 percent compliance, urgent exams within 4 hours, STAT exams within 60 minutes, and critical results with verbal notification within 30 minutes. Contractors must employ U.S.-based, Board Certified or Board Eligible radiologists with unrestricted state licenses, maintain at least $2 million per claim and $6 million annual aggregate professional liability insurance, achieve a 99 percent clinically significant accuracy rate, and comply with HIPAA, CMS, The Joint Commission, FDA, ACR, and Mammography Quality Standards Act requirements. Responses to this Sources Sought Notice were due on March 6, 2026, and interested firms should not exceed 15 pages in their submissions, which were to be submitted electronically to Dekovan Cook at Dekovan.Cook@ihs.gov.
This opportunity carries a Buy Indian Act set-aside designation, with preference for Indian Economic Enterprises and Indian Small Business Economic Enterprises. The contract is structured as a five-year commitment consisting of a base period plus four optional one-year renewal periods through 2030, with an estimated annual volume of 51,000 medical imaging studies in the base year increasing to 63,000 by option year four, translating to approximately 255,000 to 315,000 total exams over the contract period. While no specific incumbents are identified in the notice, the estimated contract value is approximately $19.0 million based on the tentative size standard for NAICS code 621512 (Diagnostic Imaging Centers), though actual award amounts will depend on the government's determination of the appropriate acquisition strategy following market research responses. Contractors must demonstrate experience interpreting at least 40,000 exams annually, robust IT infrastructure with capability to interface with PACS systems and establish HL7 bidirectional interfaces, comprehensive radiologist credentialing processes including National Practitioners Data Bank documentation, and past performance on comparable federal, tribal, VA, DoD, or hospital system contracts. The contract encompasses all aspects of managed teleradiology delivery, including quality assurance programming, MQSA mammography accreditation support, lead interpreting physician services, and medical physicist surveys, with PIMC retaining all third-party billing responsibilities.
