About this opportunity
The Indian Health Service Phoenix Area contracting office, within HHS, is soliciting quotations for nonpersonal hospitalist physician services on behalf of Phoenix Indian Medical Center (PIMC) and participating Phoenix Area ordering activities, with quotations due November 10, 2026 at 1500 ET. The procurement is a Buy Indian set-aside limited to eligible Indian Small Business Economic Enterprises (ISBEEs) under 25 U.S.C. 47, and the Government intends to establish one or more blanket purchase agreements (BPAs) through comparative evaluation. Questions are due five calendar days before the response date.
Performance is in Phoenix, Arizona, with PIMC as principal ordering activity. The pricing schedule covers seven ordering activities: PIMC (6,240 estimated annual hours), Whiteriver Service Unit (4,152 hours), and Chinle, Hopi, Elko, Fort Duchesne, and Yuma (2,080 hours each). The ordering period runs January 1, 2027 through December 31, 2031. Estimated hours serve only price evaluation and acquisition planning. BPA establishment guarantees no minimum hours, calls, or funding, and each funded requirement is authorized through a BPA Call. Amendment 0001 revised Attachment B to reflect the 4,152 WRSU hours. The Q&A confirms that quoters submit one fully burdened hourly rate per ordering activity for the entire ordering period, with no separate annual rates or automatic rate adjustments.
Physicians must complete residencies in Internal Medicine or Family Medicine, hold active unrestricted state medical licenses, maintain current BLS and ACLS certifications, and hold board certification or board eligibility. Two or more years of hospital medicine experience is preferred, and recent residency graduates may be considered. No physician provides patient care until credentialing, privileging, security, and facility authorization are complete. Rates must be fully burdened, with no premiums for nights, weekends, holidays, or overtime. Offerors must represent Indian Economic Enterprise status (Attachment G) at offer submission, at award, and throughout performance, and must promptly notify the Contracting Officer of eligibility changes. Successful offerors must register in SAM.
Evaluation is comparative under three factors in descending importance: Technical Capability, Relevant Experience and Past Performance, and Price. The Government applies no numerical scoring, adjectival ratings, or competitive range. Staged evaluation begins with completeness and eligibility screening. The technical volume is limited to 12 pages excluding CVs and includes three representative hospitalist CVs. The past performance volume is limited to 6 pages and up to three examples. The administrative and eligibility file and the price volume are not page-limited.
NAICS is 621111 and PSC is Q509. Contracting Officer Jeremy D. Steel leads the acquisition, and Dekovan Cook is the information contact at 602-364-5018.
