About this opportunity
The Indian Health Service (IHS) Billings Area Fort Peck Service Unit, through the Department of Health and Human Services Office of the Assistant Secretary for Administration, seeks capability statements by November 4, 2026, at 12:00 p.m. EST for a DataRay laboratory and nursing labeling system and printer server equipment upgrade. The Sources Sought notice is restricted to Buy Indian set-aside respondents, and only Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE) designated under the applicable NAICS code should respond. DataRay is identified as the sole source provider of the only compatible upgrade to the IHS Resource and Patient Management System (RPMS). The notice does not obligate the Government to issue a solicitation.
Work is performed at Verne E. Gibbs Health Center in Poplar, Montana, and Chief Redstone Health Clinic in Wolf Point, Montana. The upgrade follows security updates reaching end-of-life in 2026 and covers additional DataRay thermal label printers for nursing, proprietary lab-package software, and Data Innovations middleware compatibility. The scope is a one-time equipment purchase followed by ongoing support and maintenance under DataRay's existing midterm service agreement. Maintenance includes technical support, software updates, replacement parts, labor, and equipment, and excludes training, consulting, and implementation. The period of performance is a base year from November 30, 2026, through November 29, 2027, plus four option years through November 29, 2031.
Respondents must submit an IEE Representation Form, SAM registration status, and UEI number. Eligibility must be maintained at offer submission, at award, and throughout performance. Capability statements are limited to 10 pages, excluding past performance, and must include a cover page with company information and existing federal contract vehicles, an executive summary, technical areas, past performance, and optional information. Submit responses by email to christopher.brown2@hhs.gov with the subject line "FPSU Laboratory & Nursing DataRay Labeling System/Printer Server Equipment Upgrade - Your Company Name." The NAICS code is 334111, and the PSC is 6625. No award value is stated.
