About this file
This is a Sources Sought Notice for market research purposes issued by the Phoenix Area Indian Health Service (IHS) for managed teleradiology services. The IHS is assessing market availability and capability among Indian Small Business Economic Enterprises (ISBEE), Indian Economic Enterprises (IEE), other small businesses, and large businesses to provide fully managed, non-personal services teleradiology for Phoenix Indian Medical Center (PIMC) and potentially up to three additional Phoenix Area IHS service units. The anticipated contract period is five years (base plus four option years) with estimated annual volume of 51,000 to 63,000 medical imaging studies.
The contractor must provide a turnkey managed teleradiology platform that is explicitly not a radiologist staffing or locum tenens arrangement. Key service requirements include interpretation of multiple imaging modalities (Plain Film, CT, Ultrasound, Mammography, DEXA, and potential MRI); 24/7/365 coverage with routine, urgent, and STAT turnaround compliance; verbal notification of critical findings; quality assurance and peer review programs; Mammography Quality Standards Act (MQSA) support with a Lead Interpreting Physician; HL7 interface capability and PACS integration; and compliance with HIPAA, CMS, The Joint Commission (TJC), FDA, ACR, and MQSA standards. Interested firms must demonstrate experience interpreting at least 40,000 exams annually, robust IT infrastructure (with government preference for non-cloud solutions), comprehensive radiologist credentialing processes, professional liability coverage, and past performance on comparable federal, tribal, VA, DoD, or hospital system contracts. The tentative NAICS code is 621512 (Diagnostic Imaging Centers) with a $19.0M size standard. Responses should not exceed 15 pages and are due by the date posted in SAM, submitted electronically to Dekovan Cook at Dekovan.Cook@ihs.gov with subject line "Phoenix Area Teleradiology Sources Sought SS-26-PHX-015." This notice is for planning purposes only and does not constitute a solicitation or government commitment to award a contract.
