About this opportunity
Immigration and Customs Enforcement seeks teleradiology services for its Health Service Corps at detention and processing facilities nationwide, with proposals due November 6 at 12:00 PM Central Time following Amendment A0005. This procurement is a total small business set-aside, restricted to entities meeting the $19 million size standard under NAICS 621512 (Diagnostic Imaging Centers).
Place of performance spans eleven IHSC facilities in Louisiana, Texas, Arizona, Florida, and Washington: Alexandria Staging Facility, El Paso Processing Center, Eloy Detention Center, Florence Service Processing Center, Houston Contract Detention Center, Jena-LaSalle ICE Processing Center, Krome Service Processing Center, Montgomery Processing Center, Pearsall South Texas ICE Processing Center, Port Isabel Service Processing Center, and Tacoma Northwest ICE Processing Center, with administrative oversight at Los Fresnos, Texas.
The contract is an Indefinite Delivery Indefinite Quantity structure with Firm Fixed Price pricing: one 12-month base period plus four 12-month option periods, with task orders anticipated annually. The minimum obligation is $500,000 during the period of performance; the maximum is calculated as 115% of total proposed value for base and all option periods combined. Contractors must price 100,000 chest X-ray services annually and 5,000 other radiological services, plus registration fees for all eleven facilities, using the mandatory CLIN pricing template without deviation.
Technical requirements include FedRAMP-authorized cloud provider and offering, FIPS 140-2 or NSA Type 1/2 encryption for data transmissions, permanent and mobile digital X-ray equipment, integration with government PACS and electronic health records systems without proprietary viewing software, and digital imaging plates meeting minimum specifications: 3543 cm size, maximum 200 mm pixel pitch, at least 3.75 megapixels, 10-bit minimum depth, 2.5 line pairs per mm spatial resolution, and capability to produce chest X-rays at source-to-detector distance of at least 70 inches. Contractors must obtain IT security accreditation within six months of award per DHS Sensitive System Policy 4300A, implement Personal Identity Verification credentials for facility access, maintain medical liability insurance of $1 million per incident and $3 million aggregate per specialty, and comply with supply chain risk management standards for ICT products, FedRAMP requirements for cloud services, and comprehensive AI governance if AI systems are deployed.
Evaluation uses a two-step process: Factor 1 (Product Offering) is go/no-go; Factors 2–4 (Technical Capability, Past Performance and Experience, and Price) are evaluated in descending order of importance. Proposals are limited to five volumes with specified page limits: Proposal Summary, Product Offering (8 pages), Technical Capability (10 pages), Past Performance and Experience (16 pages), and Price. Questions are due June 22 at 12:00 PM CT. The contracting officer is Genna Braden, 214-905-8309, Genna.Braden@ice.dhs.gov. Amendment A0005, effective October 7, attaches previously omitted SF-30s for Amendments A0003 and A0004.
