About this opportunity

The Federal Aviation Administration (FAA) is soliciting proposals for the comprehensive refurbishment of an Air Route Surveillance Radar (ARSR) steel tower and building exterior at the QRI ARSR facility in Lynch, Kentucky. The project encompasses two primary components: renovation work including lead paint abatement, surface preparation, steel repair, and repainting with FAA-approved aviation orange and white lead-free paint, plus complete replacement of the CCTV security system including cameras, mounting brackets, digital video recorder, and associated equipment. Contractors must provide all labor, materials, equipment, transportation, insurance, permits, and supervision necessary to complete the work described in the scope of work and attachments. The FAA will evaluate proposals using a Lowest Price Technically Acceptable basis, focusing on technical factors including a narrative describing the contractor's approach and a detailed work plan demonstrating understanding of project requirements. Questions regarding the project must be submitted in writing to Jason Fox at Jason.A.Fox@faa.gov by September 10, 2025, and proposals are due by October 17, 2025, at 5:00 PM CT following multiple deadline extensions through Amendment 5.

This procurement is designated as a Total Small Business set-aside with an estimated contract value between $250,000 and $500,000, and the solicitation does not identify any current incumbents or contractors. The work involves refurbishing a 70-foot steel tower structure that was built in 1965 and contains lead-based paint requiring careful abatement procedures in compliance with OSHA and EPA regulations. Contract performance must begin within 15 calendar days of the notice to proceed, with project completion required within a 50-60 calendar day construction timeline starting in summer 2025. The place of performance is specifically at the QRI ARSR facility located in Black Mountain, Lynch, Kentucky, approximately 50 miles northwest of Kingsport, Tennessee. Contractors must be registered in the System for Award Management (SAM) database and comply with the FAA's Acquisition Management System (AMS) in place of the Federal Acquisition Regulation (FAR).
