About this file
This document is a Request for Information (RFI) for contract 6973GH-25-R-00083 in Lynch, Kentucky, primarily focused on a tower renovation project involving camera replacements, painting, and lead abatement. The project requires full lead abatement and complete tower repainting, with specific requirements including a lead survey, containment measures, and adherence to FAA and OSHA regulations. Key technical details include replacing 5 cameras with high-resolution license plate capture capabilities, minimum 30-day video retention, and ensuring all hardware is painted to match tower bands.
Critical project specifications include lead paint removal, with loose flaking areas mandating abatement and solid areas potentially eligible for encapsulation. The contractor is responsible for removing and reinstalling obstructions during painting, and must provide comprehensive documentation including a lead abatement plan, air monitoring protocols, and waste disposal documentation. Additional requirements cover utility locating, erosion control, performance and payment bonding, and submitting detailed documentation for cameras, recording devices, and coating systems. The tower, built in 1965, has an existing orange lead-based paint that requires careful handling and removal.

1) Is the radome getting painted? Is there a hazard to workers from the radar in the radome? If so do we need to request that it be shut down when working on the radome? The radome is not to be painted. Workers are safe working below the radome. If workers need to perform a task beyond the safety limit, we will request a shutdown.
2) We painted a similar tower in Ft Wayne, IN. Is the PPG KL600 Primer and KL4404 the paint that is required? We are not specifying a specific paint and primer. The paint and primer submitted for approval must align with the FAA standards. See the attached documents for guidance
3) The solicitation says that new conduit, wiring, weatherproof enclosures are in the bid schedule, but specification on what needs replaced is vague. Is it assumed that all wiring, conduit and weatherproof enclosures be replaced on all equipment, damaged, or just Camera related items? This pertains to the camera system. The existing equipment that needs to be replaced is listed with model numbers. If existing wiring, conduit, and enclosures are compatible with the latest models and in good condition, then they can remain. If not, they need to be replaced.
4) How do we determine what bolts and members need replaced and what quantity? You may request a pre-bid walkthrough.
5) Can lift be used form inside the perimeter fence? Yes, you may use a lift from inside the fence.
6) Is lead containment needed for the surface preparation process as Kentucky law for lead abatement is only for residential, but OSHA would require the tower to be contained? Yes, lead containment is required.
7) Can the site be visited this week from outside the perimeter? The road, after a certain point, leading up to the site is a private road but there is nothing restricting entry. A visit outside the fence, at your own risk, should be possible anytime.
8) Work Moratoriums - Please provide specific FAA moratorium dates/hours that apply to this Project. There is no outage planned or anticipated for this project. The site is located off airport so moratoriums shouldn’t effect this project.
9) Staging / Laydown - Please confirm location of acceptable staging areas. The NW corner of the site should have plenty of space for staging.
10) Record Drawings Currency- The solicitation provides tower drawings dated 1996.
Please confirm if these are the latest record drawings or if updated drawings will be issued. The drawings provided are the latest drawings relevant to this project.
11) Building Repaint Scope - The 2024 survey recommends only spot repairs where paint is peeling, and the SOW states to scrape/prime/repaint peeling areas. Please confirm the scope is limited to spot repairs and does not require a full building repaint if full building repaint is required who will be responsible for temporary removal and reinstallation of obstructions ie. coduits, boxes, antennas, cameras, or other pentrations that may obstruct paint work. The scope is correct. Spot painting the peeling areas is all that is required. If any obstructions need to be removed to do so, CTR will be responsible for that.
12) Roofing / Envelope Repairs - Specifications reference roofing/demolition provisions, but the SOW does not. Please confirm no reroofing or major envelope replacement is required. No work is required outside of the SOW. Ignore specs sections that do not pertain to the SOW.
13) Tower Repaint - Scope Reconciliation - The 2024 survey noted only limited rust and recommended spot prep/paint, while the SOW requires full lead abatement and complete repaint. Please confirm whether the governing requirement is full abatement/repaint or spot repair as needed. If full Tower repaint is required who will be responsible for temporary removal and reinstallation of obstructions ie. coduits, boxes, antennas, cameras, or other pentrations that may obstruct paint work. Full abatement and repaint is required. The CTR is responsible to remove, protect, and reinstall any obstructions.
14) Coating System Details - Please provide detailed coating requirements and confirm if surface prep standard (SSPC/NACE) will apply. Primer/intermediate/finish products, and obstruction marking pattern. See attachments for guidance on paint.
15) Lead Abatement Requirements - Please confirm if a licensed abatement subcontractor is required, what containment class applies, TCLP testing requirements, monitoring frequency, and approved disposal facilities under KY EPA rules.
Regulations:
• 29 CFR 1910.1025, 1926.62 (the latter specifically for construction).
• State of Kentucky – Environmental Lead Program - Cabinet for Health and Family Services
• Lead Based Paint | My FAA o See the “Guidance” documents which include a Lead Abatement Template and a Lead Sampling Template; BOTH of which would need to be used as templates to fully flesh out documents.
• Lead workers are required to have training beyond awareness; see the State of Kentucky link above for definitions and roles. Lead work would require both Workers and a Supervisor, and whatever other provisions the State requires.
• Lead work would require:
o A lead abatement plan (a basic template is attached) which details:
Worker protection Worker certification, including lead training (mandatory), respiratory protection (mandatory), medical surveillance (mandatory), and any other project-specific training required https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.chfs.ky.gov%2Fagencies%2Fdph%2Fdphps%2Fpsb%2FPages%2Flead.aspx&data=05%7C02%7CAbdullah.I-CTR.Abdullah%40faa.gov%7Cf2adfcaf039a44f9b5b608ddfc5eb9d7%7C2b69d099dc61447b84c8001733d8be3a%7C0%7C0%7C638944206069046179%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=5NVBYsUGR0W7%2BgoTLZKxpvX45YNlAE5hTp35ETvKLUE%3D&reserved=0 https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fmy.faa.gov%2Forg%2Flinebusiness%2Fato%2Foperations%2Ffacilities_engineering%2Feosh_services%2Flead_bas_paint&data=05%7C02%7CAbdullah.I-CTR.Abdullah%40faa.gov%7Cf2adfcaf039a44f9b5b608ddfc5eb9d7%7C2b69d099dc61447b84c8001733d8be3a%7C0%7C0%7C638944206069072746%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=%2Bl9TaK26T7ZXcyfW8Dx%2Fy8sVnVxCPs7iIpP%2FGC9dKyI%3D&reserved=0
General site health and safety Site emergency action plan Materials and supplies Lead work/abatement plan (how you plan to do the work) Engineering controls (such as tenting, negative air, etc.)
Environmental protection (how you plan to keep the lead dust and debris contained, including ground protection, tenting, etc.)
Air monitoring (project, personal, and clearance sampling) and potential wipe sampling Clean-up at site (we have been audited by the EPA In the past for paint chips left outdoors at sites on the ground), and Waste storage and labeling / transport / disposal, as well as TCLP of the waste stream to determine if it goes to a regular or EPA landfill, and a bill of lading from the receiving landfill back to the FAA within 15 business days.
o The air monitoring plan would need to be put together and conducted by a third-party air firm NOT hired by the abatement contractor but hired by the FAA.
o Even though the work is being conducted outside, we would require project sampling and final clearance sampling inside the occupied portions of the site as a safety measure.
16) Rusted Member Replacement - The survey noted rust on mezzanine guardrails.
Please clarify whether replacement of steel members is excluded, or if contractor must replace corroded members found in the field. Light rust is to be grinded down and heavily corroded members are to be replaced.
17) RF Exposure/ Outages - Please confirm FM's process for coordinating RF shutdowns/reductions, required notice, and point of contact. Since there is no official outage expected, please try to provide 2 weeks notice for an outage request.
18) Hardware Finish - Please confirm if new galvanized hardware should remain galvanized or be painted to match tower bands. All hardware shall be painted to match.
19) Cabling/ Power I Topology- Please confirm acceptable reuse of existing conduits/cables, network type (IP/PoE vs. analog), grounding/surge protection requirements, and whether a UPS is required. CONFIRMED
20) Recorder I Storage - Please specify required storage retention period, frame rates, resolution, number of authorized users, remote access policy, and equipment location/environmental requirements. Minimum 30 DAY RETENTION. RETURN ALL EXISTING EQUIPMENT TO BE REMOVED TO THE SITE. Choose the best quality for the options that are available.
21) Coverage Requirements - The site survey references 5 cameras. Please confirm that 5 is the final camera count and provide performance acceptance criteria (e.g., license plate capture, pixels on target), and if existing locations are acceptable. 5 CAMERAS PLACED IN
EXISTING LOCATIONS. Please confirm License Plate Reader (LPR) capture pixels on target. Yes high enough pixels to capture license plate.
22) Utility Locating - Specifications require GPR utility locating prior to excavation, but the SOW is silent. We assume the CCTV cabling penetrates above grade through the building, Do any of the CCTV cables run below grade to the Tower? Or is the intent to replace the Cabling from the Service provider to the Facility if the CCTV Cabling is required. Please confirm where this would apply if no excavation work is required. NO UTILITY LOCATING REQUIRED.
ALL CAMERAS ARE LOCATED ON THE BUILDING.
23) Erosion Control -Please confirm erosion control requirements and where this is required.
NO EROSION CONTROL REQUIRED FOR CAMERA REPLACEMENTS.
24) Submittal Register - Please provide a consolidated submittal register for all required submittals (coatings, abatement plan, CCTV equipment, schedule, etc.). PROVIDE
SUBMITTALS FOR CAMERAS AND RECORDING DEVICE.
25) Scope Exclusions - Please confirm that major structural steel replacement, HVAC work, sitewide grounding upgrades, or full building repaint are excluded unless specifically directed by FAA. SOW action items are the only work expected to be completed by the CTR
26) Can the lead abatement use pressure washing to remove lead paint with mesh on the ground without containment curtain? EPA and OSHA requires containment for lead abatement.
27) Can we encapsulate the lead paint area on tower? The loose flaking lead paint areas must be abated. Any lead paint areas that are solid and undisturbed can be encapsulated per manufacturer spec.
****ANSWER CORRECTED
28) When was the tower built? 1965
29) Has the tower been tested for lead paint? When? And report of the findings? We need to know where the lead paint is located for removal. The tower has been tested for lead. I am unaware of when it was done, and cannot locate the report. I was informed that the lead paint is orange in color and is currently the only paint on the tower. A lead survey to profile the existing paint will be added to the contractor’s scope of work.
30) If paint with lead isn’t flaking or failing can we clean those areas and paint them per industry standard? See answer #27
31) Will bonding be needed at time of award or next spring with NTP? Per the solicitation clauses 3.4.1-4 Performance Bond Requirements (JAN 2017) & 3.4.1-5 Payment Bond Requirements (JAN 2018), such bonds will be required.
