About this file
This document is a site survey report for the QRI ARSR (Air Route Surveillance Radar) facility located in Lynch, Kentucky, near Kingsport, Tennessee. The survey, conducted on August 7, 2024, by Thomas Ferguson and Abdullah Abdullah, focused on assessing the facility's exterior condition and identifying maintenance needs. The key findings reveal that while the building's exterior paint is generally intact with only a few small peeling areas, the steel tower has some rust spots and contains lead-based paint in certain areas.
The report recommends three primary actions: (1) scrape, sand, prime, and repaint areas with peeling exterior paint, (2) grind and wire brush rusted steel areas and replace rusted clamps, nuts, and bolts with new galvanized equivalents, and (3) remove all lead paint from the steel tower, apply a rust inhibitor, and repaint with FAA-approved aviation orange and white lead-free, weather-resistant paint. The survey included detailed photographic documentation of the site, tower structure, paint condition, and specific areas of rust and paint degradation.

Findings:
Based on my site survey, I found the following items in need of repair/refurbishing/replacement:
The exterior of the building was repainted about 7 years ago and is still in very good condition.
There are a few small areas where paint is peeling but largely the exterior paint is in tact. The tower is in good condition there aren’t many rust spots or signs of rust at all on the steel or nuts/bolts, though there were a few areas where rust is present.
Recommendations:
1. Scrape/sand, prime, and repaint areas where exterior paint is peeling.
2. Grind/wire brush rusted steel areas and swap rusted clamps, nuts, and bolts with new galvanized equivalents.
3. Abate all lead paint from the steel tower then prime with rust inhibitor, and paint with FAA approved aviation orange and white lead free weather resistant paint.
