About this opportunity
The U.S. Army Contracting Command-Orlando (ACC-ORL) is seeking to establish the Live Training, Ranges, and Combat Training Centers (LTRaC) Multiple Award Contract (MAC) 1 to provide and install live-fire training systems for military ranges worldwide. The contract will utilize the government-provided Basic Army Target Lifter (BATL) Technical Data Package, allowing for minor contractor modifications to meet military needs. The systems will include presentation devices such as Stationary Infantry Targets (SIT), Stationary Armor Targets (SAT), Moving Infantry Targets (MIT), and Moving Armor Targets (MAT), along with communication devices, commercial targets, ancillary hardware, and IT hardware with range control software. Potential offerors are currently invited to provide feedback on the Draft Request for Proposal (DRFP), with comments due by 2:00 PM EST on November 18, 2024. The government will evaluate comments and incorporate relevant feedback into the final RFP, with the ultimate goal of supporting training conducted both day and night under all weather conditions.
The contract is designated as a Total Small Business Set-Aside, with an estimated total contract value of $359,827,053 over an 8-year ordering period (5-year base with 3-year option). The scope includes approximately 30-40 range efforts per year, with pricing to be negotiated at the order level and potentially including Firm Fixed Price, Cost Reimbursement, or Time and Materials contract types. The contract will support live-fire training areas including portable/deployable ranges, home station ranges, U.S. Army Combat Training Centers, and other services' live-fire ranges. Delivery orders will be issued across multiple locations, with anticipated work in fiscal years 2025 and 2026. The government will use a comprehensive evaluation approach that includes assessment of technical capabilities, past performance, and potential programmatic risks associated with the performance of the work.
