About this file
This document is the Baseline Test (BT) Procedures for Hardwired & RF/Wi-Fi Data Ranges, which is Appendix I of a larger government contract opportunity. The purpose of the baseline testing is to evaluate the performance and characteristics of the target range's operational state prior to installation of the Basic Army Target Lifter (BATL) equipment. The baseline testing will serve as a reference point to identify any irregularities on the range that have not been documented in the Delivery Order. The testing procedures cover evaluating IT equipment and network, thermal long-range field cameras, ancillary range devices, and the overall range infrastructure. The contractor shall document all results of the baseline test per the Contract Data Requirements List (CDRL) A0002. This baseline testing is part of the Live Training, Ranges, and Combat Training Centers (LTRaC) Multiple Award Contract (MAC) 1 solicitation, which is a pre-solicitation notice providing the draft Request for Proposal (DRFP) for industry review and feedback.

APPENDIX I
Baseline Test (BT) Procedures for Hardwired & RF/Wi-Fi Data Ranges
1.1 Purpose:
Baseline testing shall be used to evaluate the performance and characteristics of a range’s operational state prior to installation of Basic Army Target Lifter (BATL) equipment. The outcome shall become a point of reference for subsequent tests, allowing comparisons to be made to detect any deviations, improvements, or potential issues in performance or behavior.
2.1 Objective:
Baseline testing shall serve as a reference point by identify any irregularities on the range that have not been documented in the MAC 1 Delivery Order (DO).
3.1 Test Environment:
Baseline testing shall be done during the contractor site visit to ensure full access to the range equipment.
4.1 Test Tools/Equipment:
Target lifters, computers, cameras, and/or ancillary devices shall be located on the range; as applicable to the range. The contractor shall be responsible for their own tools and test equipment necessary to perform the baseline test procedures above and beyond the range’s equipment to be tested.
5.1 Baseline Test Procedures:
5.1.1 Information Technology (IT) equipment and network. This test will measure the range equipment’s full operational status regarding communication and power.
5.1.1.1 Target Lifters are present on the range.
· The contractor shall have range personnel run a qualification scenario from the existing range computer; ensuring the expose/conceal functionality as well as movement on tracks; as applicable.
· The contractor shall visually inspect each target lifter to ensure all targets are responsive. Responsiveness is assurance of network (communication) and power functionality.
· For lifters that are unresponsive, the contractor shall perform the following to determine fault:
· Ensure the target lifter is in the on position
· Ensure the target lifter is associated with the range network by checking the status indicator on the existing range computer.
· Perform data and power tests at the emplacement.
5.1.1.2 Target Lifters are not present on the range.
· For Hardwired Ranges -The contractor shall test all power and data lines on each lane (or cluster) to ensure power and data connectivity.
· For RF/Wi-Fi Ranges – The contractor shall test all power (if hardwired power) and data on the range. For data, the contractor shall use their proposed RF/Wi-Fi devices to determine if line-of-sight or distance between emplacements will interfere with t RF/Wi-Fi communications.
5.1.2 Thermal long range field cameras. When cameras are present, this test will measure the field camera integration and operational status.
· The contractor shall note the quantity and type of camera located on the range.
· The contractor shall note the condition of the camera by checking for damages to the camera or wiring.
· The contractor shall confirm functionality of the camera system mechanical controls: Pan, Tilt, Zoom, Focus, and video display.
5.1.3 Ancillary range devices. The contractor shall test ensure that the range has adequate infrastructure for the use of any ancillary equipment called for in the Delivery Order (DO). Ancillary equipment includes but is not limited to: Battle Effects Simulators (BES), thermal blankets, Ethernet switches, media cards, modems, solar panels, trickle chargers, MAT/MIT track, radios, and target silhouettes.
5.1.4 Range Infrastructure. The contractor shall visually inspect the range(s) for any deviations from the MAC 1 delivery order to include, but not limited to:
· Emplacement conditions, size, style
· CJB/TDP/MTDP conditions
· Power and Data entry points
· Data Breakout Boxes (DBB)
· Range access point for proper maneuvering around the range
· Line of Sight Issues
· Surface Danger Zones
· Condition of range tower; if present
6.1 Document Findings. The contractor shall record all results of the baseline test per CDRL A0002.
