LTRaC MAC 1 Draft-RFP Q&As Live Training Ranges and Combat Training Centers (LTRaC) Multiple Award Contract (MAC) 1 Industry Questions/Government Answers related to the DRAFT Request For Proposal (RFP) W900KK-25-R-0001
| Question | ||||||
| Number | Topic | Subject | Question / Comment | Question / Comment Reference (SOW, L&M, Page #s, etc.) | Government Responses | |
| 1 | General | BATL | Does the Government anticipate any further design and/or drawing edits prior to release of RFP for MAC 1? | General | Yes. The drawings will be updated on the LT2 portal just prior to release of the final RFP. Then prior to the issuance of the 1st Delivery Orders, minor updates will be made. As the 1st Delivery Orders will only be for ranges with SITs and SATs, there should be no changes that will impact the housing of either device. This should enable offerors to get that long lead item ready for production. Additionally, updates to the TDP are expected to be minor changes. | |
| 2 | 3.1.1. Program Schedule | Program Schedule | Please clarify if this requirement is for individual Delivery Orders | SOW | Each awardee shall provide an IMP/IMS that includes all awarded Delivery Orders that are still active. | |
| 3 | 3.1.4. | Pre-installation Site Visits | Please clarify what is meant by "contracted RF solution". RF solution was assumed to be a Government designed item, not contractor designed. | SOW | The Government intends to provide the RF solution on the wireless ranges. However, as required by the Delivery Order, the LTRaC MAC 1 Contractor will work with the RF vendor to ensure adequate communication devices are installed on/throughout the range for functionality of all target devices. | |
| 4 | 3.1.4. | Pre-installation Site Visits | Is the expectation that complete coverage on the range is possible. Is there consideration for instances where line of sight is not achievable? | SOW | The Government will take line of sight into consideration, but the expectation is to have complete coverage. This RF coverage is intended to be provided bya Contractor through the LTRaC MAC 2 contract, unless otherwise stated in the LTRaC MAC 1 Delivery Order. | |
| 5 | 3.4.4. and Appendix I 5.1.3 | Baseline Testing (BT) and Ancillary range devices | Please define what level of testing is required, and please provide existing test procedures to accomplish the task(s). | Appendix I | Please refer to the draft RFP document titled HW_RF_WiFi Ranges_Baseline_Test_Procedure_Draft. | |
| 6 | 3.4.4. | Baseline Testing (BT) | For the "repeat" of the BT, what/who will determine what may have caused degradation of infrastructure or ancillary devices. | SOW | The Government will access the baseline test(s) performed prior to the final baseline test (or repeat test), and address the situation accordingly. | |
| 7 | 3.2.1 | BATL Target Mechanisms | Are all drawings for target mechanisms provided complete and final? | SOW | No, see answer 1 above. | |
| 8 | 3.2.1.1 | BATL TDP Deviations | Will there be a line item on individual Delivery Orders to provide compensation for changes, testing, and verification? | SOW | Any deviations to the BATL TDP items will be part of the Delivery Order. Any updates that the Government makes to the drawings will be published as part of the Delivery Order and will be explicitly identified. No lines for compensation of changes / testing or verification are planned. The Offeror will need to bid those elements into their overall price. These areas will be addressed by the Government in the Delivery Order and should therefore allow the Offeror to propose accordingly. | |
| 9 | 3.2.2 | Range Control System (RCS) | Will the Government please define "Handheld Computers (HHCs). | SOW | A laptop used to perform direct and/or indirect target mechanism functionality on a range. The details for this device are called out in the FASIT ATO. | |
| 10 | 3.2.3 | Other Equipment | Will requirements for batteries and battery chargers be defined per Delivery Order? | SOW | Yes | |
| 11 | 3.2.3 | Other Equipment | Radios. Please provide clarification around the requirement for contractor provided/defined radios. | SOW | See answer 3 above. Further detail will be forthcoming when available. | |
| 12 | 3.2.7 | Corrosion Resistance | BATL equipment is Government design, and is assumed to be treated with corrosion resistant material when built to Government TDP. | SOW | SOW Section 3.2.7 has been updated. | |
| 13 | 3.2.7 | Corrosion Resistance | Contractor ancillary equipment may not need to be treated with corrosion resistant material, the items may be corrosion resistant just by nature of material chosen to fabricate the items. Will the Government please clarify the statement. | SOW | SOW Section 3.2.7 has been updated. | |
| 14 | 3.3.2 | Equipment Removal | Does the Government intend to accomplish this task as part of the installation, or will this be a separate task on Delivery Orders? | SOW | The requirements will be defined in each delivery order. | |
| 15 | 3.3.3.1 | Power | Please define power generation. | SOW | The requirements will be defined in each delivery order. Added "as specified in DO" at the end of the DC powered requirements section 3.3.3.1. | |

| 17 | 3.3.4.2 | Grounding | Will the Government reimburse Contractor's replacement of broken or missing ground cables? | SOW | Grounding requirements will be detailed in the Delivery Order. Any missing/broken ground rods/cables noticed at the awardee site survey that were not in the Delivery Order should be brought to the Government's attention. The PCO will make a determination on reimbursement. | |
| 18 | 3.4.1 | FAT | Please clarify the statement that the FAT shall include: "a. Environmental and functional testing, b. Environmental includes immersion, low temperature, and vibration testing." | |||
| It is assumed that the Government would conduct Environmental tests on the finalized design before release of the base contract, and that contractors issued Delivery Orders would build to the Government owned TDP, which would in turn meet the requirements stated, with no need to repeat testing | SOW | Environmental tests will be conducted to test that requirements were met during manufacturing/production by the LTRaC MAC 1 awardee. |
The Government's intent is to have the awardee ship the devices to a specified location and then the Government will have the environmental tests conducted. The Contractor will be afforded the opportunity to attend these environmental tests to witness the process.
| 19 | 3.4.1 | FAT | Please clarify the statement that "Environmental testing will be conducted in Orlando…... The contractor shall ship….. | |||
| Again, it is assumed that Environmental testing was already conducted by the Government, and contractors are building according to the Government owned TDP, which would in turn meet the requirements stated, with no need to repeat testing. | SOW | See answer 18. | ||||
| 20 | 3.4.3 | PQT | Please clarify why an immersion test is required for SIT and SAT on PQT. | |||
| Please provide test procedures and results from Government conduct of test. | SOW | Immersion test is required at PQT For the Government to continuously check the manufacturing processes meet the requirements of the BATL TDP. The immersion test in the PQT is simply to immerse the unit in a tank of water vs the MIL-STD 810 immersion test that is conducted during FAT. | ||||
| 21 | 3.4.5.1 | Cycle / Scenario Testing | Please clarify statement of ". . .failure if there are any reported false "hits" on the target device." | |||
| False hits cannot be attributed solely to contractor actions. | SOW | Contractors will be allowed to make adjustments/corrections as necessary, and the Government will take into consideration other factors that may contribute to false hits. A false hit is defined as the lifter reporting to TRACR that a "hit" occurred when nothing impacted the lifter. | ||||
| 22 | 3.4.5.2 | Scenario Testing | Please clarify statement of "Scenario Testing shall be considered failed if there are any or reported out-of-comms/target failure conditions". | |||
| False hits and out of comms cannot be solely attributed to contractors actions. | SOW | Contractors will be allowed to make adjustments/corrections as necessary, and the Government will take into consideration other factors that may contribute to false hits. A false hit is defined as the lifter reporting to TRACR that a "hit" occurred when nothing impacted the lifter. | ||||

Will that contractor be present during GAT to ensure no RCS issues arise? Will installations of RCS be coordinated with BATL installation? | The installation of the RCS will be coordinated by the Government with the installation of the BATL equipment. The Government will take into consideration having an onsite RCS representative and/or a hotline available for questions/concerns.
| 83 | Section J Attachment 1 SOW | 3.4.1 - First Article Testing | SOW indicates 5 SITs, 2 SATs, 1 MIT and 1 MAT shall be produced for FAT. Devices are not required until a Delivery Orders is awarded that requires them. Are these devices allowed to be integrated into the Delivery Orders, or will they be separate devices that will not be integrated into the range? If not, will they have a separate price for production? | Those quantities indicate the total number that must undergo FAT, but can be completed as a Delivery Order is awarded to include those target mechanisms. The target mechanisms that go through FAT are to be those from the Delivery Order production line that will be installed on a range. | |
| 84 | Section J Attachment 1 SOW | 3.4.1 - First Article Testing | SOW indicates further in the paragraph that FAT testing will require shipment of 2 SITs, 1 SAT to Orlando for environmental testing. Are these devices on top of the devices listed in the first part of the paragraph (See question 13). Will they be allowed to be integrated into the range after testing? If not, will they be separately priced? | Those quantities required are from the required quantity of 5 SITs and 2 SATs for FAT and will be from the production line of a Delivery Order that will be installed on a range | |
| 85 | Section J Attachment 1 SOW | 3.4.1 First Article Testing | Will LRIP vendors be required to re-submit FAT on devices? If not, how will the government ensure they do not have a competitive advantage on initial task orders? LRIP vendors were allowed to include pricing to perform environmental testing, will LTRAC MAC1 vendors be given the same opportunity? | All LTRaC MAC 1 awardees will go through FAT. | |
| 86 | General | Non-Recurring Costs | Will the Government allow for Non-recurring costs for vendors that were not part of LRIP to cover initial tooling, testing, fixtures and other ramp-up related costs? How will the government ensure that LRIP vendors do not have a competitive advantage over other vendors awarded MAC 1 contracts? | This will be addressed on each individual Delivery Order. | |
| 87 | General | Final TDP | Will the final TDP include suppliers of custom high initial cost items? i.e. SIT/SAT housing castings, printed circuit boards? | No, the suppliers for these custom items will not be provided. | |
| 88 | Section J Attachment 1 SOW | 3.4.3 Product Qualification Testing | Please clarify the SIT and SAT immersion test. SOW indicates contractor provided test tank, 6 inch depth of submersion and unit 10 Deg C above water temp. How long to immerse? Does the water temp./product temp have to remain 10 Deg delta? The device will immediately begin to approach the water temp, how are we to maintain the temp delta? | The contractor shall keep the SIT / SAT immersed for 1 hour, then remove the unit from the tank, open the unit, and assist the Government inspecting the unit for water intrusion. The submerging temperature is to be 10 degrees C higher than the water temperature. | |
| 89 | Section J Attachment 1 SOW | 3.4.3 Product Qualification Testing | SOW indicates the contractor shall conduct PQT based on government randomly selected units. Will a government rep be present for all production runs during the course of MAC1? | The Contractor shall coordinate PQT with the local DCMA office. | |
| 92 | Section J Attachment 1 SOW | 3.5.5 Sustainment Partnership | Will the separate contract awarded outside MAC1 be awarded to a contractor on MAC1? Will it be competitively bid? Will this contractor be responsible for warranty issues? It also states this contractor will be providing test chambers for FAT systems? Is this a conflict of interest or a competitive advantage to a particular vendor? | Undetermined at this time if an awardee in LTRaC MAC 1 can also be the Contractor described in this section. | |
| 91 | Section J Attachment 1 SOW | 3.5.5 Sustainment Partnership | If a separate vendor will be providing sustainment, will contractors be required to maintain an inventory of spare parts for Delivery Orders installed as required under previous contracts? | That is at the discretion of the Contractor. However, there will be requirements on Delivery Order for LTRaC MAC 1 Contractors to provide spare parts to the range(s). | |

| 100 | Section J Attachment 1 SOW | 3.4 Testing | Clarify the difference between site visit and baseline test. If a baseline test is done before a new RCS with TRACR II is installed, how can a contractor be ensured that the new range (running on TRACR II) will work as it did with a legacy product? Should the BT be done after the new RCS is installed to ensure the range is operable with TRACR II? | At a site visit the Contractor will be looking at/testing the location to ensure the range suffices for installation of the BATL equipment and any/all ancillary items as described in the Delivery Order. At this site visit, the Contractor will not only perform a site inspection, but will go in-depth to perform the baseline tests on the existing equipment and ancillary items to determine the current functionality of the entirety of the range and equipment in order to provide a comparison for BATL acceptance testing. A TRACR II test will be performed after the installation of the system to ensure existing range/equipment functionality, and the Government will perform an additional baseline test prior to equipment removal from the range. | |
| 101 | Section J Attachment 1 SOW | 3.1.3 - Start of Work/Post award meetings | Is this requirement after the first Delivery Order per contractor, or does it apply to any Delivery Order during the duration of LTRAC? This meeting seems a bit redundant per Delivery Order as indicated. | This requirement is after the first Delivery Order only (per Contractor). Weekly IPTs will be held thereafter. | |
| 102 | Section J Attachment 1 SOW | 3.1.3 Start of Work/Post Award | Indicates within 30 days of award, we are to send a compute to the government to install TRACR II. What is this for? Is it a laptop or Desktop PC? Will this just be for training, or to be used to set up Delivery Order Ranges? If so, can we provide more than one computer? | This is a laptop computer that the Contractor will keep to not only learn TRACR II, but to use during installation of ranges for Contractor testing, as necessary. Contractors may chose to send in more than 1 computer. | |

Notice will be given if/when the requirement changes.
| 110 | Section J Attachment 1 SOW | 3.4.5.1 Cycle/Scenario testing | Will GAT's require 50 cycles on all BATL targets? MAT devices will take hours to conduct 50 cycles per device. Is that the governments intent? | No, GATs will require 1 hour of cycles per the Table in the Performance Specifications Document. | |
| 111 | Section J Attachment 1 SOW | 3.4.5.1 Cycle/Scenario testing | "Cycle testing shall be considered a fail if there are reported false hits" Will contractors be allowed to make adjustments/corrections during the GAT, or is a "Fail" mean a failed GAT and it will have to be re-scheduled? Please clarify "Failed" and "corrective actions" | Contractors will be allowed to make adjustments/corrections. The SOW Section 3/4/5/1 and its subsections have been updated accordingly. | |
| 112 | Section J Attachment 1 SOW | 3.5.9 ID Plate | If the range doesn't have a tower, the data plate is to be applied to the HHC. The HHC will be provided by others - it may already have a ID plate by whomever provided it. I suggest finding an alternative location besides the HHC. | The SOW Section 3.5.9 has been updated accordingly. | |
| 113 | Section J Attachment 1 SOW | 3.6.1.4 TRACR Updates | Contractor shall immediately comply… If a Delivery Order is ongoing, or being installed and devices firmware are not updated to TRACR updates, who will be responsible for testing | The Government will only push out updates that have been tested. Changes will not be made to ongoing Delivery Orders unless the Government requests a Modification to the Delivery Order. Any updates will be provided either prior to issuance of a Delivery Order or as part of the RFP. | |
| 114 | Section J Attachment 1 SOW | 3.1.2 Supply Chain | If BATL device components have long lead times that exceed the Delivery Order timeline, will contractors be penalized for late deliveries for hardware not designed/specified by the contractor? | During the Delivery Order proposal stage, any device component that the Contractor(s) knowingly exceeds the Delivery Order timeline should be relayed to the Government prior to the proposal deadline. The Contractor should also notify the Government immediately upon any indication of supply chain issues that occur after a Delivery Order award. Failure to communicate supply chain issues and missing obligation dates may result in penalties. | |
| 115 | CLIN Structure | Revising CLIN Structure for Billing and Testing | The current CLIN Structure of the example Delivery Orders (one for the whole range, one for travel, one for spares) could potentially cause difficulties for billing at the completion of the Site visit/Baseline Test and NET, which is separate from GAT, as well as the potential acceptance of some target types requiring separate test events. Is the Government considering revising the CLIN Structure (MAC and/or Delivery Orders) to address these issues? | Appendix D, Appendix E | The Government will take this into consideration. |
| 116 | Past Performance Evaluation | Multiple Delivery Orders in One Reference | Can a single past performance contract reference include multiple Delivery Orders, or must each delivery order be listed as a separate reference? | RFP Section L.3.2.1 e, RFP Section M 3.2, Attachment 5 | A single past performance contract reference include multiple Delivery Orders with similar scope. |
| 117 | Baseline Test | Support for Non-Targetry Ancillary Equipment | What level of Government/O&M support can be expected for the baseline test, particularly concerning non-targetry ancillary equipment? | SOW 3.4.4 | Government representatives will be on site during the baseline tests to provide assistance as needed. |
| 118 | PQT Requirements | 5% Submersion per Lot | The PQT requirements drive a 5% submersion for each lot, which seems excessive. Is the Government considering revisiting this requirement to reduce the burden on contractors? | SOW 3.4.3 | The Government will take this into consideration. |
| 119 | PQT Requirements | PQT | Is the PQT a Government-witnessed Test event, or a contractor test? | SOW 3.4.3 | The PQT is a Government witnessed Test event performed by both Government and contractor. |
| 120 | Automated Test Tool | Interface Compliance Verification Tool Availability | The Government mentions a Government-provided automated test tool for interface compliance verification. Is this tool, and/or associated documentation, available for review by the contractors? | SOW 3.4.3 | Yes. See SOW Section 3.1.3. The tool will be provided on the computer that the awardees of the MAC are to provide to the Government. |
| 121 | Submission | Workflow diagram Expectation | Can Government describe the specific expectations for the Workflow diagram, and/or can the Government provide a sample. | Draft RFP - L3.1.1 | The expectations are available in Section L.3.1.1 and M.3.1.1. |
A workflow diagram shows pictorially how the work happens.
| 122 | Submission | Technical Volume Page Count | Does the requested workflow diagram covering all four ranges specified in Table L.2 count towards the 10-page limit of the technical proposal, listed in Table L.1? | Draft RFP - L3, L3.1.1 | Yes. |
| 123 | Submission | Workflow diagram Expectation | Is an Integrated Master Schedule (IMS) acceptable to fulfill the requirements of the workflow diagram? | Draft RFP - L3.1.1, SOW 3.1.1 | The Offeror shall describe their approach for producing and fielding live-fire range instrumentation based on the Army’s BATL TDP for the locations, types, quantities, and delivery requirements listed in Table L.2 |
| 124 | Submission | Workflow diagram Expectation | If an Integrated Master Schedule (IMS) is acceptable, does a Microsoft Project file format fulfill the requirements for Office 365 file compatibility, and/or would it need to be submitted as a flat PDF output? | Draft RFP - L3.1.1, SOW 3.1.1 | A Microsoft Project file format is not acceptable. The technical volume has a 10 page limitation to include the Workflow diagram and must be readable by MS Office 365 products (Word, Excel or PowerPoint). |
| 125 | Submission | Workflow diagram Expectation | Is the "single competitive Delivery Order encompassing the four ranges" represented by "Table L.2 - Sample Ranges, Schedule, and Equipment for Proposal" assumed to be the first Delivery Order, requiring FAT for each target type? Or is it assumed to be a Delivery Order later in the contract? | Draft RFP - L3.1.1, SOW 3.4.1 | Awarded Day 1 listed in the table is referencing the potential first Delivery Order of the contract. |
FAT requirements are defined in the SOW as to when they are conducted. Every Contractor's first awarded Delivery Order will go through FAT.
126 Submission Workflow diagram Expectation Will the Government specify the radio solution required for the RF ranges in Table L.2, since this will impact workflow.
