About this file
This document is a set of three sample Delivery Order Proposals (DOPs) for three separate federal contract opportunities related to outfitting live-fire training ranges.
The DOPs provide detailed requirements for the installation of automated targetry devices, communication equipment, power infrastructure, and other ancillary hardware at ranges located at Camp Rilea, OR (Rilea ARF Range 14), Joint Base Lewis-McChord, WA (JBLM ARF Range 12), and Yakima Training Center, WA (Yakima MPTR Range 86). The requirements cover specifications for stationary and moving infantry and armor targets, cabling, power, data communication, and environmental considerations. Key deliverables include installation, training, spare parts, and acceptance testing. The proposals include pricing, delivery timelines, and quality assurance requirements. These DOPs appear to be related to a broader Live Training, Ranges, and Combat Training Centers (LTRaC) Multiple Award Contract (MAC) acquisition by the Department of the Army Materiel Command Contracting Command Orlando (ACC-ORL).

| STATEMENT OF WORK: | |
| 1. | Installation: Camp Rilea, OR |
| 2. | Range Type: 16 Lane Modified Record Fire (MRF) Range, Range 14 |
| 3. | Range Description: Contractor shall supply all targetry devices, hardware, installation, training, and travel for an operational Automated Record Fire (ARF) Range at Camp Rilea, OR IAW the Performance Specification (PS) and Section C requirements, and the requirements of this Delivery Order Proposal (DO). |
| 4. | Range Design Specifications. The emplacements are Hardwired (HW) for both power and data. Camp Rilea will remove existing target mechanisms (TMs) but will leave cables and brackets in place. The contractor shall remove any existing cables and hardware attached to the emplacement that the contractor does not plan to use per Section 3.2.7.1 of the PS. Contractor provided brackets shall meet SIT mechanism adjustability requirements per Section 3.1.3 of the PS. See attached pictures. |
SIT Emplacements: All SIT emplacements are concrete and are 56" x 48" (W x L). Emplacements at the 50m position have a 20” high front wall, emplacements at the 100m and 150m positions have an 18 ½” high front wall, and emplacements beyond the 150m position have a 16 ½” high front wall. All SIT emplacements have Cable Junction Boxes (CJBs) that contain power and data.
75m and 175m Emplacements: The contractor shall not install SIT TMs in the 75m and 175m emplacements. The contractor shall install all required power and data equipment in the existing 75m and 175m Cable Junction Boxes to ensure connectivity with the rest of the range.
Removed Components: The contractor is responsible for turning over all removed components to the range POC.
5. Power: The range has 220/110 VAC power available; however, only 220VAC is available at the emplacements because of missing neutral wire. As 110VAC power is not available at the emplacements, the thermals shall be powered through the auxiliary power port of the SIT. Each SIT shall not exceed the 700 VA limit while raising a target or lowering a target.
Cable Junction Boxes (CJBs): The contractor shall replace existing Cable Junction Boxes (CJBs) and their mounting rails with new contractor provided CJBs and mounting rails. New CJBs shall be 20" x 16" x 6" and be NEMA 4 rated. The contractor shall provide new L14-20R receptacles on the contractor provided CJBs. The contractor shall install circuit breakers rated for no greater than 20 amps in the circuit serving the L14-20R outlets inside the CJBs. The contractor shall bond the cable shield conductor to ground in all emplacements and in the panel board serving power to all the targets. Emplacements at the 75m and 175m positions shall not receive new CJBs or L14-20Rs.
SDA/TJB: No Signal Distribution Assembly (SDA) exists inside the tower. A Tower Junction Box exists at the base of the tower. The contractor shall install a NEMA 5-15R for the VDSL modems in the TJB as needed. The dimensions of the TJB are 30" x 36" with a depth of 8".
L14-20R and plugs: Weatherproof, in-use wet location covers shall be provided with Ethylene propylene rubber gaskets around the face of the receptacles. The receptacles shall accept a male plug with a diameter of 1.8" - 1.95". The contractor shall provide male L14-20 Plugs (P) with diameter of 1.8"-1.95" for all TMs, which shall prevent the entrance of moisture and dirt when connected to the associated receptacles.
6. Data Communication: The range is HW for data with twisted pair wires. The contractor shall interface with the existing 19 AWG twisted pair data wiring terminated in Cable Junction Boxes (CJB) for all emplacements. The contractor shall install a cable interface per Section 3.2.11.3.2 of the PS on the side of each CJB facing the TM. All targetry devices shall be Internet Protocol (IP) addressable via Ethernet, and shall communicate directly to TRACR II software. The contractor shall provide all new data components in the TJB.
VDSL Modems: The contractor shall provide very high bit digital subscriber line (VDSL) modems that support auto-speed configuration for line ports. The modem shall provide bandwidth of up to 100Mbps symmetric over line ports. The modem shall be configurable for local and remote modes. The modem shall support packet sizes up to 1,536 bytes. The modem shall provide wide-range dual power input (DC12V ~ 48V). The modem shall provide reverse polarity protection. The modem shall be Ingress Protection (IP) 30 compliant. The contractor shall install the tower VDSL modems within the TJB. VDSL modems shall not be daisy chained together in the tower, but each shall be routed to one Ethernet switching/multiplexing device and from the Ethernet device to the computer. The modems shall be installed so that each is not subjected to heat affects from another modem and other equipment installed in the same box. In order to minimize overheating of modems, the modems shall be installed so that maximum air space within the box and maximum separation between units is accomplished. The power supplies for the VDSL modems shall be set at 24V or greater.
| 7. | Site Specific Environmental Requirements: N/A |
| 8. | DSL Surge Protection: The contractor shall use the SP that is internal to the DSL modem and ground IAW manufacturer specifications. |
Power Surge Protection: The contractor shall install power line surge protection into the CJBs per Section 3.2.11.3.5 of the PS.
| 9. | Targetry Device and Ancillary Equipment Variations: See below. | |
| 1. | Thermal Interfaces (AC): All requirements of Section 3.3.2 of the PS for thermal requirements apply for each emplacement. | |

SIT Emplacements: There are 60 SIT emplacements, grouped in clusters (8 groups of 7, and 1 group of 4). SIT emplacements are concrete with dimensions of 54" wide by 48" deep and with a 30" high front wall.
SAT Emplacements: There are 24 SAT emplacements. SAT emplacements are concrete and are 14' wide by 12' deep and have a wall height of 53". All SAT emplacements have concrete floors for the SATs.
MAT Emplacements: There are 4 MAT emplacements. All MAT emplacements have bunkers and have tracks that are straight. All MATs have tracks that measure 350m in length, including the distance into the bunkers. All MATs have gravel track beds and 60” high concrete walls. The installation will remove the existing MAT tracks but leave timbers and gravel bed in place. CJBs containing power and data for the MATs are located inside the bunkers. The installation plans to continue to use the bunkers with the new MATs.
