About this opportunity
The Department of the Air Force Air Education and Training Command (502d Civil Engineer Squadron) is soliciting small businesses to replace a legacy 15-ton R-22 split HVAC system at Building 4983, JBSA Lackland, Texas, with response to the sources sought notice due by May 12, 2026. This is a small business set-aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors).
The work requires complete decommissioning and removal of an existing Rheem Air-Cooled Condensing Unit (Model RAWE-180CAZ) and RUUD Air Handling Unit (Model RHCE-150ZK), followed by installation of a new 15-ton, code-compliant direct expansion split system. The replacement equipment must operate on modern, EPA-compliant refrigerant (R-410A or R-454B, with R-22 explicitly prohibited), incorporate Direct Digital Controls with native BACnet-compatible building automation, and achieve or exceed current Department of Energy minimum SEER/IEER efficiency ratings for commercial 15-ton equipment. The condensing unit must feature scroll compressor technology with internal thermal overload protection and microchannel or copper tube/aluminum fin coils. All work shall comply with manufacturer specifications, applicable federal, state, and local building codes, EPA Section 608 refrigerant handling guidelines, and OSHA requirements, with proper lockout/tagout procedures and safe R-22 recovery and disposal.
The contract will be awarded as Firm Fixed Price. Contract Specialist Ulysses Solis (Ulysses.solis@us.af.mil) and Contracting Officer Emily Rodriguez (emily.rodriguez.8@us.af.mil) are the designated points of contact. Respondents must submit completed RFI questionnaires and capability statements (limited to five pages) addressing load calculation methodology, equipment footprint compatibility, ductwork integration, BACnet integration with BTL-Certified native controllers, commissioning verification protocols, and confirmation of new refrigerant line set installation.
