About this file

This is a draft salient characteristics document that specifies the technical requirements for a 15-ton commercial direct expansion (DX) split HVAC system replacement at Building 4983, JBSA Lackland, for the 502nd Civil Engineer Squadron of the Department of the Air Force Air Education and Training Command.

The system must consist of an AHRI-certified matched pair comprising an air-cooled condensing unit and air handling unit with a nominal cooling capacity of 180,000 BTU/hr, operating on 208/230V, 3-phase, 60Hz power. The refrigerant must be modern and EPA-compliant (R-410A or R-454B), with R-22 explicitly prohibited. The condensing unit requires scroll compressor technology with internal thermal overload protection, microchannel or copper tube/aluminum fin corrosion-resistant coils, factory-installed louvered panels or hail guards, and capability to operate efficiently at ambient temperatures up to 115 degrees Fahrenheit. The air handling unit must feature galvanized steel cabinet construction with adequate insulation, a belt-driven or direct-drive motor capable of meeting existing ductwork static pressure and CFM requirements, a direct expansion evaporator coil equipped with thermal or electronic expansion valve, and a factory-installed filter rack accommodating standard 2-inch pleated filters with minimum MERV 8 rating. The system must achieve or exceed current Department of Energy minimum SEER/IEER efficiency ratings for commercial 15-ton equipment and include a factory-installed or field-provided direct digital control (DDC) package with open architecture allowing full monitoring, setpoint adjustment, and scheduling without requiring proprietary software gateways or recurring brand-specific software licenses.

SALIENT CHARACTERISTICS

Requirement: 15-Ton Commercial DX Split System (Condensing Unit and Air Handling Unit)

System-Wide Compatibility Requirements

· System Certification: The proposed condensing unit and air handling unit must be an AHRI-certified (Air-Conditioning, Heating, and Refrigeration Institute) matched set to ensure seamless operation as a single engineered unit.

· Nominal Capacity: The system must provide a nominal cooling capacity of 15 Tons (approximately 180,000 BTU/hr).

· Refrigerant Type: The system must utilize a modern, EPA-compliant, low-GWP refrigerant (e.g., R-410A or R-454B). The use of R-22 or transitional "drop-in" replacements is strictly prohibited.

· Power Supply: The equipment must operate on the facility's existing electrical service, which is 208/230V, 3-Phase, 60Hz.

· Energy Efficiency: The system must meet or exceed current Department of Energy (DOE) minimum SEER/IEER efficiency ratings for commercial 15-ton equipment.

Air-Cooled Condensing Unit (Outdoor Unit) Requirements

· Compressor Design: The unit must utilize scroll compressor technology equipped with internal thermal overload protection and high/low-pressure safety switches.

· Condenser Coils: Coils must be of microchannel or copper tube/aluminum fin construction and treated for corrosion resistance.

· Physical Protection: The unit must be equipped with factory-installed louvered panels or hail guards to protect the condenser coils from physical damage.

· Ambient Operation: The unit must be rated to operate efficiently in high ambient summer temperatures up to 115 degrees Fahrenheit.

Air Handling Unit (Indoor Unit) Requirements

· Cabinet Construction: The cabinet must be constructed of galvanized steel and be adequately insulated (double-wall or insulated single-wall) to prevent external condensation during operation.

· Blower Motor: The unit must feature a motor (belt-driven or direct-drive) capable of meeting or exceeding the existing ductwork's static pressure and CFM (Cubic Feet per Minute) requirements.

· Coil Type: The unit must feature a Direct Expansion (DX) evaporator coil equipped with a thermal expansion valve (TXV) or electronic expansion valve (EEV).

· Filtration: The unit must include a factory-installed filter rack capable of accommodating standard 2-inch pleated filters, with a minimum rating of MERV 8.

Controls and Automation Requirements

· DDC Integration: The system must include a factory-installed or field-provided Direct Digital Control (DDC) package.

· Open Architecture: The control system must allow full monitoring, setpoint adjustment, and scheduling by the 502nd Civil Engineer Squadron without requiring proprietary software gateways or recurring, brand-specific software licenses
