About this file

This is a Request for Information (RFI) issued by the Department of the Air Force 502D Air Base Wing at Joint Base San Antonio Lackland, Texas, dated May 7, 2026, to identify capable small businesses for an HVAC system replacement project. The Government seeks information from firms interested in replacing a legacy 15-ton R-22 refrigerant split system in Building 4983 with a new, code-compliant 15-ton direct expansion system equipped with modern Direct Digital Controls and BACnet-compatible building automation capabilities. The existing system consists of a Rheem Air-Cooled Condensing Unit (Model RAWE-180CAZ, Serial No. 6698F010904536) and a RUUD Air Handling Unit (Model RHCE-150ZK, Serial No. 114G029900259) that must be decommissioned and removed. The contract will be awarded as Firm Fixed Price to a small business under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19 million.

Interested contractors must submit completed RFI questionnaires, capability statements limited to five pages, and any technical questions or concerns no later than Tuesday, May 12, 2026, to Contract Specialist Ulysses Solis (Ulysses.solis@us.af.mil) and Contracting Officer Emily Rodriguez (emily.rodriguez.8@us.af.mil). The RFI questionnaire requires responses addressing company licensing and certifications, small business status and socio-economic concerns, GSA FSS Schedule availability, and detailed technical responses covering load calculations and sizing methodology, equipment footprint compatibility with existing concrete pads, ductwork integration requirements, BACnet integration using BTL-Certified native controllers, commissioning and performance verification methods, and confirmation that new refrigerant piping will be used with no reuse of legacy line sets. This is a voluntary market survey for acquisition planning purposes; no evaluation letters or contract results will be provided to respondents. All proprietary information must be clearly identified and will not be disseminated in Government documents.

5. Additional Questions to Consider in Response to this RFI:

Technical Approach & Systems Integration

a) Load Calculation & Sizing: The DRAFT SOW requires the new system to be "sized to meet building load requirements." Please describe your methodology for performing the building load calculation to confirm if the existing 15-ton capacity is accurate or if a different size is optimal for energy efficiency and performance.

Response:

b) Equipment Footprint & Installation: Based on the requirement to install a new, modern system, do you anticipate that the new Air-Cooled Condensing Unit (ACCU) will fit on the existing concrete equipment pad? If modifications are needed, please describe them.

c) Ductwork Integration: The DRAFT SOW requires the removal of "ductwork if determined incompatible." Based on your experience with similar retrofits, what specific conditions would lead you to determine the existing ductwork is incompatible with a new Air Handling Unit (AHU)?

Section 2: Controls & Automation

a) BACnet Integration & Open Systems: The DRAFT SOW requires a BACnet-compatible DDC interface. Please confirm your proposed solution uses a BTL-Certified, native BACnet controller that allows for full integration into a base-wide EMCS without requiring proprietary gateways or brand-specific software licenses for monitoring and control.

b) Commissioning & Verification: The DRAFT SOW requires a commissioning report and performance verification. What key performance indicators (KPIs) and testing methods would you use during commissioning to verify that the new 15-ton system is operating at peak efficiency as a "complete, operational, commissioned HVAC system"?

Section 3: Compliance

a) Refrigerant Line Set: The DRAFT SOW mandates "New refrigerant piping." Please confirm you understand this requirement and that no portion of the legacy line set will be flushed or reused.
