1.0 DESCRIPTION OF SERVICES / SCOPE OF WORK
The contractor shall provide all personnel, labor, equipment, tools, materials, supervision, and quality control necessary to perform the replacement of the HVAC system in Building 4983 at JBSA Lackland. The 502d Civil Engineer Squadron requires the decommissioning and removal of the existing obsolete split system, which operates on phased-out R-22 refrigerant. The existing equipment consists of a 15-ton Rheem Air-Cooled Condensing Unit (Model No. RAWE-180CAZ, Serial No. 6698F010904536) and a corresponding RUUD Air Handling Unit (Model No. RHCE-150ZK, Serial No. 114G029900259). This project will remove the obsolete equipment and install a new, fully functional, code-compliant HVAC system equipped with modern Direct Digital Controls (DDC) and BACnet-compatible building automation capabilities.
The contractor shall deliver a complete, operational, commissioned HVAC system in accordance with the provided Salient Characteristics.
2.0 GENERAL REQUIREMENTS
2.1 All work shall be performed in accordance with this SOW, standard commercial practices, manufacturer specifications, and all applicable federal, state, and local building and mechanical codes.
2.2 The contractor shall coordinate all site access, equipment staging, and system downtime with the facility manager and the 502d CES to minimize disruption to the mission.
3.0 DEMOLITION AND REMOVAL
3.1 Lockout/Tagout: Prior to any demolition or disconnection, the contractor shall perform proper lockout/tagout (LOTO) procedures on all associated electrical and mechanical systems in direct coordination with the designated Government Point of Contact.
3.2 Equipment Removal: The contractor shall safely disconnect, dismantle, and remove the existing 15-ton Rheem Air-Cooled Condensing Unit, the RUUD Air Handling Unit, legacy copper refrigerant piping, and all associated mechanical and electrical components.
3.3 Controls & Ductwork Demolition: The contractor shall completely remove the existing Honeywell controller and all associated control wiring. Furthermore, the contractor shall remove any existing ductwork if determined to be incompatible with the new system.
3.4 Disposal: All demolished equipment, wiring, and refuse shall become the property of the contractor and must be removed from JBSA Lackland and properly disposed of in accordance with all applicable environmental regulations.
4.0 EXECUTION AND INSTALLATION
4.1 Equipment Selection: The new system shall utilize a modern, low-GWP (Global Warming Potential) refrigerant (e.g., R-410A or R-454B) compliant with current EPA regulations.
4.2 Equipment Footprint & Ductwork Integration: The contractor shall remove existing ductwork if determined incompatible with the new Air Handling Unit (AHU). The contractor shall fabricate and install all necessary sheet metal transitions, plenums, and connections to ensure proper integration with the existing ductwork without restricting airflow or static pressure.
4.3 System Sizing & Refrigerant Piping: The new system shall be sized to meet building load requirements to ensure optimal efficiency and performance (nominally 15 tons). The contractor must provide and install completely new copper refrigerant piping (line set).
Flushing or reusing the legacy R-22 line set is strictly prohibited.
4.4 Controls & Automation (DDC): The new system must be equipped with modern Direct Digital Controls (DDC). The system must utilize a native BACnet-compatible DDC interface (BTL-Certified) to allow for seamless integration with the base-wide Energy Management Control System (EMCS), without requiring proprietary gateways or recurring brand-specific software licenses.
4.5 Commissioning & Verification: The contractor shall provide a complete, operational, commissioned HVAC system. Upon completion of installation, the contractor shall perform a full system start-up and submit a formal commissioning report to the government. This report must verify the system meets all operational, airflow, and load requirements per the manufacturer’s specifications.
