About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking to establish a multiple-award Blanket Purchase Agreement (BPA) for the lease of temporary HVAC cooling units ranging from 3 to 80 tons. The procurement covers comprehensive services including delivery, installation, maintenance, and removal of portable cooling units to ensure continuous climate control during HVAC outages or peak seasonal demands. Offerors must demonstrate technical capability through submission of company details, inventory lists, market pricing, past performance records, and confirmation of SAM.gov registration. The government intends to evaluate proposals based on competitive pricing and technical ability, planning to award without exchanges though reserving the right to conduct discussions if necessary. Critical deadlines include September 5, 2025, at 1:00 PM MDT for submission of questions via email, and September 12, 2025, at 1:00 PM MDT for electronic submission of complete quotation packages to the designated contracting personnel.

This solicitation is set aside for Total Small Business with no incumbent contractor identified as this represents a new government initiative. The BPA will have a five-year ordering period from September 15, 2025, through September 9, 2030, with five one-year option periods available. Performance locations include Fort Bliss, Texas, White Sands Missile Range, Dona Ana Range Complex, and McGregor Range, with the contractor required to respond to service calls within four hours and maintain 95% equipment uptime. The government expects contractors to have sufficient inventory to support at least ten buildings during peak summer months, with typical lease durations exceeding 30 days. Key performance standards include maintaining desired temperature ranges, providing backup units for equipment failures, and limiting service interruptions to less than 24 hours while ensuring compatibility with facility power systems of 208V/480V, 3-Phase configurations.
