About this file
This document is a Request for Information (RFI) for leasing temporary HVAC units through a Blanket Purchase Agreement (BPA). The government seeks to establish a BPA with multiple vendors for temporary HVAC cooling units ranging from 3-80 Ton, with the ability to respond to at least ten buildings during summer months. Key details include site-specific requirements where vendors will conduct site visits to determine building layout, power needs, and installation specifics. The anticipated lease duration will typically be longer than 30 days, with surge cooling requirements during spring and summer months.
Pricing will be structured with daily fees for HVAC units and separate fees for installation and removal, following the Contract Line Item Number (CLIN) structure in the solicitation. Vendors are required to provide their own inventory list of HVAC cooling units and price estimates for various unit sizes. The government expects to award the BPA to multiple vendors based on technical capability, competitive pricing, and past performance, with no set limit on the number of companies that can be included. This is a new initiative with no current incumbent contractor, and site visits will be conducted for every call to ensure precise matching of HVAC unit requirements.

1. Can the Government provide historical usage data or anticipated annual demand by unit size (e.g., 3–10 ton, 20–40 ton, 60–80 ton) to help offerors align inventory and pricing strategies? Most likely 10-80 Ton sized units will be requested, with the ability to respond to a minimum of ten buildings during summer months.
2. Does the Government have site-specific preferences for certain types of equipment (e.g., trailer-mounted chillers for larger facilities, portable ACs for modular buildings), or will any compliant unit type be considered equally acceptable? No, facility dependent and upon space availability. Will complete a site visit prior to vendor estimate.
3. For locations requiring external power, does the Government anticipate providing generators as Government-furnished equipment, or should contractors plan to propose optional generator support solutions within their pricing? No, contractors will have two options to use existing power sources; building supplied power or contractor provided generators. This is site specific, which will be surveyed upon issuance of the Call where a site visit will inform planning prior to the contractor’s quote.
4. Can the Government provide anticipated lease durations for BPA calls (e.g., on average of a few days for emergencies versus several weeks or months for seasonal support) to allow contractors to propose more accurate daily and long-term pricing? Typically, the requirement duration will be longer than 30 days (months) with surge cooling requirements during the spring and summer months.

Yes, due to the nature of this BPA, site visits will be conducted for every call to determine building layout, size, design, power, and ancillary material requirements. An opportunity to ask site specific questions will also be provided.
