About this file
This is a Request for Quote (RFQ) for a Blanket Purchase Agreement (BPA) for leasing temporary HVAC units at Fort Bliss, Texas. The solicitation is set aside for Women-Owned Small Business (WOSB) and is issued by the U.S. Army Contracting Command at Fort Bliss. The BPA will cover the lease of temporary cooling units ranging from 3 to 80 tons, with two primary line items: an installation and removal fee, and a daily rental fee.
Key requirements include delivering and installing cooling units in accordance with performance guidelines, providing routine maintenance, and responding to service calls within 4 hours. The units must be compatible with facility power (208V/480V, 3-Phase) and continuously operate without interruption. Back-up cooling units must be available if primary units fail. The period of performance is from September 15, 2025, to September 14, 2030. Offerors must submit their quotes via email by 1:00 PM MDT on September 12, 2025, including details such as company information, inventory of HVAC cooling systems, market pricing, and past performance. The government intends to establish a BPA with multiple companies based on competitive pricing and technical ability.
