About this opportunity
The Department of Veterans Affairs National Cemetery Administration is seeking contractors to provide on-site inscription services for government-owned headstones, markers, and niche covers at seven national cemeteries using air blast abrasion with non-hazardous aggregate. The procurement will result in seven separate contract awards, each covering one cemetery including Cape Canaveral, Fort Rosecrans, Jacksonville, Miramar, Ohio Western Reserve, Riverside, and Sacramento Valley National Cemeteries. Contractors must establish on-site inscription facilities within 25 calendar days of award, complete initial orders within 30 calendar days, and maintain strict quality control standards while providing all necessary labor and equipment. The government will evaluate quotes based on technical approach, past performance, and price, with the intention to make awards without discussions. The final response deadline is July 25, 2025 at 2:00 p.m. CST, and contractors must acknowledge all amendments to remain eligible for award.
This procurement is designated as a 100% small business set-aside under NAICS code 561990 with a business size standard of $16.5 million. Current incumbent contractors include P&G Memorials LLC holding four contracts valued between $682,675 and $1,636,055, Gulf Coast Wilbert Inc. with two contracts totaling approximately $2.15 million, and Pinter Memorials Inc. with one contract valued at $1,438,464. The base contract period runs from October 1, 2025 through September 30, 2026, with four optional one-year extensions possible through September 30, 2030. Estimated quantities vary significantly by cemetery and marker type, ranging from 15 to 6,500 units per line item across different categories of memorial markers and headstones. Performance will take place at the respective national cemetery locations in Florida, California, Ohio, and San Diego, with contractors required to provide comprehensive technical proposals including physical sample inscriptions on various stone types.
