About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks quotes for janitorial services at Richmond National Cemetery and four satellite cemeteries under Solicitation 36C78627Q0023, with questions due November 16, 2026 and quotes due November 23, 2026, both at 4:00 p.m. EST. The procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). NAICS is 561720, Janitorial Services, and PSC is S201.
Performance spans five cemeteries in the Richmond, Virginia area: Richmond, City Point, Fort Harrison, Glendale, and Seven Pines National Cemeteries. The listed place of performance address is 8620 Varina Rd, Richmond, VA 23231. Quoters must hold active SAM.gov and SBA Small Business Search registrations at quote submission and at award.
Required services include daily cleaning of eight public restrooms and emptying of five exterior trash receptacles, Monday through Friday, 7:30 a.m. to 4:00 p.m.; daily cleaning of the Fort Harrison Historic Lodge employee restroom and common areas; semi-annual deep cleaning of the lodge; and monthly washing of exterior trash receptacles.
The period of performance is a 12-month base year beginning January 1, 2027, with four optional one-year extensions. The contract is Firm Fixed Price. Pricing must be submitted on the included Price Schedule with separate CLINs for each cemetery location and service type, FOB Destination and all-inclusive of labor, materials, equipment, and supplies. Labor rates are governed by SCA Wage Determination 2015-4313 Rev. 35.
Award will be made to the responsible quoter submitting the lowest-priced technically acceptable quote, contingent on price reasonableness and funding availability. Technical submissions require a detailed work plan addressing annual cleaning schedules, a staffing plan with contingencies, background check and training procedures, and proof of relevant commercial janitorial experience within the past five years on contracts of similar size, scope, and complexity. Questions and quotes go to sarah.poole1@va.gov and Joselito.Roman@va.gov.
