The U.S. Army Corps of Engineers Nashville District intends to issue a Request for Proposal for the construction of the downstream monoliths for the Kentucky Lock project in Grand Rivers, Kentucky. The scope of work includes constructing 50 downstream monoliths, excavating rock, preparing foundations, fabricating and delivering miter gates and embedded components, placing approximately 134,000 cubic yards of concrete, installing an instrumentation system, and managing the project. USACE Nashville District intends to issue a Request for Proposal (RFP) solicitation for this requirement.  This is a Solicitation Notice.  The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. 

PROJECT DESCRIPTION: The Nashville District of the US Army Corps of Engineers intends to issue a Request for Proposal (RFP), W912P520R0004, for a firm-fixed price construction contract to construct the Downstream Monoliths for the Kentucky Lock, Grand Rivers, KY. No solicitation document exists at this time. The scope of work will be attached with the solicitation announcement. The solicitation is expected to be released on or around 16 April 2021. The intended start date for this project is approximately thirty (30) days after contract award.

The estimated performance period for this contract is 2,008 days after Notice to Proceed.

Pre-Proposal Site Visit

A Pre-Bid Video Conference Presentation and an organized Site Visit has been scheduled during this solicitation period. Offerors should inspect the job site prior to submitting a proposal. Offerors should take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve Offerors from the responsibility for properly estimating the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understanding or representations concerning conditions made by any of its officers, agents or employees, unless included in the solicitation, the specifications or related documents.

Due to COVID-19, this project will have a Pre-Bid Site Visit with a video conference presentation which is scheduled on May 4, 2021 at 9:00 AM Local Time (CST).

In addition to the below information, also provide your firm’s name, CAGE and/or Unique Entity Identifier (UEI) number (formerly known as DUNS), and name and position title of primary point-of-contact and their telephone number and email address. To register, individuals interested in attending the site visit must submit all planned attendees Full Name(s) and Company Name(s) to USACE POCs Eugenia Corder and Stephen Hutchens by email to Eugenia.J.Corder@usace.army.mil and Stephen.P.Hutchens@usace.army.mil no later than 3:00 PM Central time on April 30, 2021. U.S. CITIZENS: The bidder shall submit a Nashville District Corps of Engineers U.S. Citizen Pre-Bid and/or Site Visit Request Form to the LRN Point of Contact, Contract Specialist Eugenia J. Corder, no later than five (5) calendar days prior to the site visit. If submitting the document in less than five (5) calendar days, the bidder may not receive approval for participation. The LRN POC will notify the individual(s) if the request is approved or denied.
