The scope of work includes constructing the downstream monoliths for the Kentucky Lock located in Grand Rivers, KY. The pre-proposal site visit will include a video conference on May 4, 2021 and an organized site visit on May 6, 2021.
Offerors must register to attend the site visit by submitting attendee names and company information to the listed USACE points of contact by April 30, 2021. U.S. citizens and foreign nationals must complete the appropriate security access form and provide identification documents to the contract specialist by May 5, 2021 in order to attend. The solicitation is expected to be released on or around April 16, 2021 and work should begin approximately 30 days after contract award.

1.3 PAYMENT ITEMS
Payment items for the work of this contract are listed in the BID SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular payment item, are included in the listed payment item most closely associated with the work involved. The payment made for each payment item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, data management, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.3.1 Base
1.3.1.1 Mobilization and Demobilization - Batch Plant (Contract Clause 252.236-7004)
1.3.1.1.1 Payment
a. The Government will pay all costs for the mobilization and demobilization of all of the Contractor's plant and equipment in relation to the concrete batch plant at the single job price for this item.

1. 60 percent of the single job price will be paid upon completion of the Contractor's mobilization at the work site.
2. The remaining 40 percent will be paid upon completion of demobilization.
b. The Payment item for MOBILIZATION AND DEMOBILIZATION - BATCH PLANT shall be inclusive of the Concrete Batch Plant and for all incidentals related thereto including earthworks, seeding and other work related to the plants.
c. The Contracting Officer may require the Contractor to furnish cost data to justify this portion of the bid if the Contracting Officer believes that the percentages in paragraphs (1.) (a.) and (b.) of this section do not bear a reasonable relation to the cost of the work in this contract.
1. Failure to justify such price to the satisfaction of the Contracting Officer will result in payment, as determined by the Contracting Officer, of -
(i) Actual mobilization costs at completion of mobilization;
(ii) Actual demobilization costs at completion of demobilization;
and
(iii) The remainder of this item in the final payment under this contract.
2. The Contracting Officer's determination of the actual costs in paragraph (3.)(a.) of this section is not subject to appeal.
1.3.1.1.2 Unit of Measurement

1.3.1.5 Premiums for Performance and Payment Bonds
1.3.1.5.1 Payment
The Government will pay for premiums for Performance and Payment Bonds in accordance with Contract Clause 52.232-5 PAYMENTS UNDER FIXED-PRICE CONSTRUCTION CONTRACTS. The premiums for performance and payment bonds shall be included in the contract single job price for PREMIUMS FOR PERFORMANCE AND PAYMENT BONDS. The payment made under this provision
SECTION 01 22 00 Page 16 shall not exceed the amount included for PREMIUMS FOR PERFORMANCE AND PAYMENT BONDS, which payment shall take into consideration any discounts or rebates to the Contractor from the Surety. The Contractor is advised that the pay item PREMIUMS FOR PERFORMANCE AND PAYMENT BONDS is only for the cost of bonds. Other costs should be allocated to the appropriate payment items.
1.3.1.5.2 Unit of Measurement

1.3.1.6 Maintenance and Protection of Traffic
1.3.1.6.1 Payment
Payment will be made for all costs associated with or incidental to maintenance and protection of traffic under Section 01 50 00 TEMPORARY AND PERMANENT CONSTRUCTION FACILITIES AND CONTROLS, including, but not limited to, maintaining all traffic control devices at the start of construction activities, maintaining all control devices during construction, and removing such control devices after completion of construction. Payment shall include, but not be limited to, all traffic barriers, temporary road signage, road surveys and repairs, flagmen, and incidental traffic controls throughout the duration of the contract.
1.3.1.6.2 Unit of Measurement

1.3.1.7 Maintain Testing Lab and COE Field Offices (Section 01 50 00)

Measurement for payment for MAINTAIN TESTING LAB AND COE FIELD OFFICES will be made based on the number of months the laboratory and field offices are maintained in accordance with the specifications.

1.3.1.8 Diversion and Care of Water (Section 01 57 24)
1.3.1.8.1 Payment
Payment for diversion and care of water under Section 01 57 24 DIVISION AND CARE OF WATER including the maintenance and operation (including pumping) of cofferdams; regulation of flow; diversion and care of water during construction; and all other work necessary to perform the construction work in areas free from water will be made at the contract unit price per month for DIVERSION AND CARE OF WATER. 1.3.1.13 Core Drilling in Rock (HQ)
1.3.1.13.1 Payment
Payment will be made for costs including equipment, labor, materials and incidentals associated with Core Drilling in Rock, as specified in Section 02 32 00 SUBSURFACE DRILLING, SAMPLING, AND TESTING. Payment for Core Drilling in Rock will be made at the contract unit price per linear feet (LF) for "Core Drilling".
1.3.1.13.2 Measurement
Core Drilling, Vertical Holes will be measured for payment to the nearest foot, based upon the linear feet of hole actually drilled in accordance with the specifications or as directed by the Contracting Officer.
Measurements less than 0.5 of a foot shall be rounded down, and measurements of 0.5 of a foot or greater shall be rounded up.
1.3.1.13.3 Unit of Measurement
Unit of Measurement: Linear Feet (LF).
1.3.1.14 Drilling in Soil
1.3.1.14.1 Payment
Payment will be made for costs associated with Drilling in Soil shall include costs for drilling and for furnishing and setting casing.
1.3.1.14.2 Measurement
Drilling and casing of holes in soil will be measured for payment on the basis of the linear feet of holes drilled from surface grade at the time of drilling to a depth as specified to seat the casing into rock. No additional payment will be made for installing casing more than two feet into bedrock, unless the additional casing was installed at the direction of the Contracting Officer. No additional payment will be made for casings and/or fittings that extend above surface grade. The cost of drill rig setup is incidental to this task. Linear footage shall be rounded to the nearest foot. Fractions less than 0.5-feet shall be rounded down, and fractions 0.5-feet.

1.3.1.15 Optical Televiewer Logging
1.3.1.15.1 Payment

1.3.1.15.2 Measurement
Televiewer Surveys for exploratory holes will be measured for payment on the basis of the linear feet of holes actually surveyed with televiewer, measured along the axis of the hole, as shown or as directed by the Contracting Officer. Televiewer survey shall be paid to the nearest half (1/2) foot. Fractions less than half (0.5)-feet shall be rounded down, and fractions half (0.5)-feet or greater shall be rounded up.
1.3.1.15.3 Unit of Measurement
Unit of Measurement: Linear Feet (LF).
1.3.1.16 Soil Index Testing
1.3.1.16.1 Payment
Soil index testing will consist of the suite of tests that includes water content, Atterburg limits, sieve analysis and hydrometer analysis. Payment will be made for costs associated with Soil Index Testing including:

1.3.1.20 Reinforcing Steel - Material
1.3.1.20.1 Payment
a. Payment will be made for costs associated with materials including taxes and delivery costs for furnished mill reinforcement steel bars and storing deformed steel bars for concrete reinforcement, which includes steel in laps as indicated on the drawings or required by the Contracting Officer. Payment will include all materials for mechanical couplers and welding for butt splices, welding to attach reinforcing cage to embedded structural steel, and all mechanical couplers and threaded ends as necessary to attach reinforcing steel to

b. No separate payment will be made for the additional steel in laps which are authorized for the convenience of the Contractor or for removing and disposing of plugs or bolts from previously placed rebar couplers. No separate payment will be made for accessories or anchors. Payment for these items shall be included in the contract unit price for the items of work to which these items are incidental.
1.3.1.20.2 Measurement
The measured lengths of deformed steel bars for concrete reinforcement will be converted to weights for the size of bars listed by the use of the nominal weights per lineal foot specified in ASTM A615/A615M .

Payment will include all mechanical couplers and welding for butt splices, welding to attach reinforcing cage to embedded structural steel, and all mechanical couplers and threaded ends as necessary to attach reinforcing steel to previously cast concrete items. 03 20 02 STEEL BARS AND WELDED WIRE FABRIC FOR CONCRETE REINFORCEMENT
FOR CIVIL WORKS. Payment shall include the cost of all testing, including but not limited to, butt splices, tension tests, radiographic examination and rework. No payment will be made for reinforcing steel, as such, that is placed in structure for which payment is made per linear foot or single job.
b. No separate payment will be made for the additional steel in laps which are authorized for the convenience of the Contractor or for removing and disposing of plugs or bolts from previously placed rebar couplers. No separate payment will be made for accessories, or anchors. Payment for these items shall be included in the contract unit price for the items of work to which these items are incidental.
1.3.1.21.2 Measurement
The measured lengths of deformed steel bars for concrete reinforcement will be converted to weights for the size of bars listed by the use of the nominal weights per linear foot specified in ASTM A615/A615M .

1.3.1.22 Cement, Type II (MH), Low Alkali
1.3.1.22.1 Payment
Payment will be made for costs associated with furnishing of all Cement, Type II (MH), Low Alkali, including taxes and delivery costs, used in the work.
1.3.1.22.2 Measurement
The quantity of Cement, Type II (MH), Low Alkali meeting the requirements of Section 03 30 01 CONCRETE: MATERIALS, to be paid for will be the number of tons of Cement, Type II (MH), Low Alkali used unless specifically excepted, wasted, or used for the convenience of the Contractor. The quantity to be paid for will be determined by multiplying the actual (within a tolerance of plus or minus one (1) percent from the mix design weight) batch weight, in pounds, of Cement, Type II (MH), Low Alkali in each type of concrete used by the number of batches of concrete types placed within the pay lines of the structure, and dividing by 2,000.

Unit of measurement: Tons.
1.3.1.23 Class F Fly Ash
1.3.1.23.1 Payment
Payment will be made for costs associated with furnishing of all fly ash, including taxes and delivery costs, used in the work.
1.3.1.23.2 Measurement
The quantity of fly ash meeting the requirements of Section 03 30 01 CONCRETE: MATERIALS, to be paid for will be the number of tons of fly ash used unless specifically excepted, wasted, or used for the convenience of the Contractor. The quantity to be paid for will be determined by multiplying the actual (within a tolerance of plus or minus one (1) percent from the mix design weight) batch weight, in pounds, of fly ash in each type of concrete used by the number of batches of concrete types placed within the pay lines of the structure, and dividing by 2,000.
1.3.1.23.3 Unit of Measurement
Unit of measurement: Tons.
1.3.1.24 Structural Concrete (Four (4) ksi)
1.3.1.24.1 Payment
a. Payment will be made to include all labor, equipment, materials and supplies for completing the structural concrete (four (4) ksi) work as shown or specified. The structural concrete shall meet the requirements of Section 03 70 00 CONCRETE: MASS AND STRUCTURAL. These costs will include the furnishing and delivery of all materials for the concrete, including aggregates, mineral and chemical admixtures.
However, these costs will not include Portland cement and fly ash (except as otherwise noted).

b. Payment shall also include, but not be limited to, concrete production, formwork, installation of miscellaneous metals and wall armor, finishing, consolidating, curing, joint sealants, joint materials and any miscellaneous metals and embedded parts that are not specified to be paid separately.
c. Payments for Portland cement, fly ash, reinforcing steel will be made under separate payment items.
d. No payment will be made for concrete, as such, that is placed in structures of which payment is made per linear foot or single job. No separate compensation associated with concrete materials testing, as part of the Contractor's Quality Assurance, will be made and these costs shall be incidental to the various concrete placement payment items.
1.3.1.24.2 Measurement
a. Pay lines for concrete structures are the neat lines of the structures as shown on the drawings. Measurement of concrete shall be on the basis of the actual volume of concrete within the pay lines of the structures as indicated on the drawings. Measurement of concrete placed against the sides of any excavation without the use of intervening forms shall be made only within the pay lines of the structure, and within the tolerances specified.
b. No measurement will be made of concrete placed outside the tolerances specified for the excavation unless otherwise approved by the Contracting Officer. No deductions shall be made for rounded or beveled edges, space occupied by metal work, electrical conduits or reinforcing steel, nor voids or embedded items that are either less than five (5) cubic feet in volume or one (1) square foot in cross section.
1.3.1.24.3 Unit of Measurement
Unit of measurement: Cubic Yard (CY).
1.3.1.25 Mass Concrete (Three (3) ksi)
1.3.1.25.1 Payment
a. Payment will be made to include all labor, equipment, materials and supplies for completing the mass concrete (three (3) ksi) work as shown or specified. The mass concrete shall meet the requirements of Section 03 70 00 CONCRETE: MASS AND STRUCTURAL. These costs will include the furnishing and delivery of all materials for the concrete, including aggregates, mineral and chemical admixtures. However, these costs will not include Portland cement and fly ash (except as otherwise noted).
b. Payment shall also include, but not be limited to, concrete production, formwork, installation of miscellaneous metals and wall armor, finishing, consolidating, curing, joint sealants, joint materials and any miscellaneous metals and embedded parts that are not specified to be paid separately.
c. Payments for Portland cement, fly ash, and reinforcing steel will be made separately.

The second stage and miscellaneous concrete shall meet all the requirements of Section 03 80 00 CONCRETE: SECOND STAGE. However, these costs shall include furnishing and delivery of all materials for the concrete, including aggregates, mineral and chemical admixtures.
b. Payment shall also include, but not be limited to concrete production, formwork, installation of miscellaneous metals, base plates, and wall armor, finishing, consolidating, curing, joint sealants, joint materials and any miscellaneous metals and embedded parts that are not specified to be paid separately.
c. Portland cement, fly ash, and reinforcing steel is not subject to escalation.
d. No payment will be made for concrete, as such, that is placed in structures of which payment is made per linear foot or single job. No separate compensation associated with concrete testing and concrete materials testing, whether part of the Contractor's Quality Assurance or for approval of materials in order to establish the acceptable sources or mixture proportions, will be made and these costs shall be incidental to the concrete payment items.

SECOND STAGE. However, these costs shall include furnishing and delivery of all materials for the concrete, including aggregates, mineral and chemical admixtures. However, these costs will not include Portland cement and fly ash (except as otherwise noted).
b. Payment shall also included, but not be limited to, concrete production, formwork, installation of miscellaneous metals, base plates, and wall armor, finishing, consolidating, curing, joint sealants, joint materials and any miscellaneous metals and embedded parts that are not specified to be paid separately.
