QUESTIONS & ANSWERS

This solicitation is being amended to address the questions asked during the question period.

1. QUESTION: In option six the bid items for backfill include 3101-06 Lock Soil Backfill -Tuscaloosa Material for 217,000 CY and 3102-06 Lock Rock Backfill – 8 inch Minus Material for 115,000 CY, this material and quantity is also included in option seven. Is the bidder to assume that the 217,000 CY and 115,000 CY will be placed in option six and then an additional 217,000 CY and 115,000 CY will be placed again in option 7?

GOVERNMENT RESPONSE: Reference Amendment 0001 for the revised Schedule.

2. QUESTION: Waterstop details for all monoliths are provided in drawing 61N305-10 ~ 61N35-13. No details are included for monolith M6 through M8. Please provide details.

GOVERNMENT RESPONSE: Reference Amendment 0003. Additional information providing Waterstop details for M6 thru M8.

3. QUESTION: Based on rebar detail drawings, all rebar are continuing through checkerboard joints. Per sequence plan on 61N651-19C, there is a 5' gap from checkerboard rock to concrete face. The horizontal bars at these joints are #9 ~ #11 which will be required more than 5' for staggered lap splices. Please clarify if horizontal bar lap splices are required to be staggered bars at the checkerboard joints.

GOVERNMENT RESPONSE: Horizontal bar lap splices at the checkerboard joints will be required and details. Reference Amendment 3 for revised drawing 61N651-19C.

4. QUESTION: Is waterstop required at checkboard joint? If it is, please provide detail.

GOVERNMENT RESPONSE: Waterstop is not required at the checkerboard joint.

5. QUESTION: Section A-A on drawing 61N301-148 and 61N301-149 calls out “see note 4”. Please provide note 4 for these drawings.

GOVERNMENT RESPONSE: Reference Amendment 0003. The sheets 61N301-148 & 61N301-149 have been updated to represent the applicable note.

6. QUESTION: Per the Contract Small Business Subcontracting Plan, we have a 15% goal of the total contract value, however we are to submit subcontractor break downs for each option. How does the USACE plan to determine percentages if certain options are not chosen?

GOVERNMENT RESPONSE: The percentage referenced is for the Small Business Participation Plan, which will be evaluated as part of the Best Value Tradeoff process. The Small Business Subcontracting Plan is utilized as a best, good faith, and effort by the contractor to meet that plan. If an option is not exercised, the contractor will not be held to the subcontracting plan associated with that unexercised option.

7. QUESTION: Can we extend the question deadline to May 21, 2120 to allow us to completely understand the project?

GOVERNMENT RESPONSE: Reference Amendment 0002. The due date for questions was extended to 17 May 2021. No additional extensions will be provided.

8. QUESTION: Due to the complex nature of this project, we would like to see a 3 week extension to the bid date.

GOVERNMENT RESPONSE: Reference Amendment 0003. The due date for proposals was extended to 23 June 2021. No additional extensions will be provided.

9. QUESTION: Bid item “Second stage and Miscellaneous Concrete (4ksi)" and "Congested second stage/repair concrete (4ksi)" are listed in base bid, option 1, option 2, option 3, option 4 and option 5. Please provide clarification for what work should be included in these two bid items at each bid option.

GOVERNMENT RESPONSE: Second Stage and Congested Second Stage are the same as Second Pour and Congested Second Pour in the drawings. Base 1 - anywhere miscellaneous concrete is required for the installation of contractor equipment. Options 1-5 anywhere a 3/4" or 3/8" NMSA concrete is required as per the drawings. The congested 2nd stage in second stage blockouts with abundant reinforcement that 3/4" aggregate cannot clear or in repairs in the mass and structural concretes.

10. QUESTION: Can the electronic files (*.dwg or *.dgn) of the contract drawings be provided?

GOVERNMENT RESPONSE: Electronic files will not be provided during solicitation period.

11. QUESTION: 61N301-166, Section A state’s option six begins at elevation 339.50, this elevation appears to be wrong, and also contradicts the scope of work outlined in spec section 01 00 00. Can you please clarify?

GOVERNMENT RESPONSE: Reference Amendment 0003. See revised 61N301-166, which addresses the fact Option 6 was incorrectly labeled on the plans.

12. QUESTION: Section 9.7 in the price proposal evaluation, no mention of criteria or a combination of specific options will determine the evaluation scale.

GOVERNMENT RESPONSE: In accordance with the price proposal will be evaluated by a cost engineer for fairness, reasonableness and material unbalancing, in accordance with paragraph 9.7.

No specific criteria or ratings will be provided. The price will be utilized in the best value decision, in accordance with Section 3.2.4.

13. QUESTION: Page 61N301-116 shows monolith L-25 section A-A shows lift lines that not in line with the top of the steps of the monolith please clarify that the lift lines are to be placed where shown on the drawing.

GOVERNMENT RESPONSE: The offeror should develop their proposal based on the contract drawings and specifications. No requested variances will be considered during the solicitation process. The Government may consider a variance request after award, but additional detail would be required to determine acceptability.

14. QUESTION: Per structure drawings, the top of culvert is at EL 297. Detail on drawing 61N240-36 indicates that the limit of 4000 Psi structure concrete is 5 ft. above culvert roof (EL 302). Based on specification 01-00-000 page 17-18, option 1, 2, 5 & 7 concrete works are above EL 310, and should only have 3000 Psi mass mix concrete.

Please clarify the bid items 1.) “Structure concrete (4ksi)” in option 1, 2, 5 & 7.

GOVERNMENT RESPONSE: Structural concrete (4ksi), second pour concrete (5ksi), congested second pour concrete (4ksi) are part of Options 1, 2, 3, 4, 5, and 7. Mass concrete is not the only mix to be placed in these options.

15. QUESTION: A feature is shown on the elevation view of drawing 61N 301-125. No details or notations are provided for the feature located at roughly from EL 321.5 to EL 347 over mooring bitt recess area. Similar details are also shown on drawing.

GOVERNMENT RESPONSE: Reference Amendment 0003. The “feature" is a floating mooring bitt. Drawing 61N301-125 was updated to remove the feature from the contract.

16. QUESTION: SECTION 01 31 00, DATA MANAGEMENT, Section 1.2.7 (5). What are the requirements for Interactive reports of data? Section 1.2.7 (5) states “Maintain accessibility to COR through the use of a secure web interface as described in Section 2.6 “Interactive and Static Reports of Data”.

GOVERNMENT RESPONSE: No requirements exist within the data management specification for any web viewer or interactive reports of construction data. The reference is incorrect and should refer to the instrumentation specification 13 50 00 - section 3.8. All web viewer requirements for a viewer that displays geospatial and numerical data are outlined within the 13 50 00 specification.

17. QUESTION: Section 2.6 is titled “BORING DATABASE AND DRILL LOGS”. There is no section titled “Interactive and Static reports of data”.

GOVERNMENT RESPONSE: Reference the Government’s Response to Question No. 16.

18. QUESTION: SECTION 13 50 00, INSTRUMENTATION, Section 2.1.5. Web Interface for Data Reporting and Spatial Viewing states, “For additional details see Section 01 31 00 DATA MANAGEMENT, paragraph 2.6 “INTERACTIVE AND STATIC REPORTS OF DATA”. This paragraph refers to boring database, not interactive reports.

19. QUESTION: Note 1 on drawing 68N201-5A states "for wall armor and corner protection locations and length, see concrete drawings". Throughout the concrete drawings, notation "embedded corner protection" are provided on 61N301-116 ~ 61N301-119 and 61N-301-121 ~ 61N301-123. There are double lines shown for most monoliths at the top of the lock walls, with the exception of the gate recess area and monolith L29 on drawing 61N301-120.

Please clarify the locations requiring corner protection at the top of the lock walls.

GOVERNMENT RESPONSE: Reference Amendment 003. The sheets were updated to state that corner protection is required at every corner that will be permanently exposed to the elements.

20. QUESTION: 5 ft. minimum of structure concrete is required to be placed around culvert. Concrete drawings 61N301-100 ~ 61N301-12 has the lift joint at EL 300.5 or EL 300 for lift above culvert ceiling. Contractor would like to purpose the following change based on these conditions:

a- Adjust the lift line from EL 300.5 or EL 300 to EL 302 for monolith L7- L29. A full 5 ft. structure concrete cover can be placed without joint above the culver ceiling.

b- Adjust the lowest step at land side of monolith L7-29 from EL 303 to 302 to line with proposed lift joint elevation.

c- Adjust base bid and option 4 bid limit from EL 303 to EL 302. Current bid limit at EL 303 does not line up with lift lines and makes it more difficult to estimate the quantities for each bid and options.

GOVERNMENT RESPONSE: See the Government’s Response to Question No. 13.

21. QUESTION: For monolith M7 ~ M21 (drawing 61N301-125 ~61N301-139) , would it be acceptable to adjust the top of lift 5 from EL 300.5 to EL 302 in order to place 5 ft. of structure mix above culvert in a single placement?

GOVERNMENT RESPONSE: Reference the Government’s Response to Question No. 20.

22. QUESTION: 031-31, Data Management. What are the requirements for Interactive reports of data? Section

1.2.7 (5) states “Maintain accessibility to COR through the use of a secure web interface as described in Section 2.6 “Interactive and Static Reports of Data”. Section 2.6 is titled “BORING DATABASE AND DRILL LOGS”. There is no section titled “Interactive and Static reports of data”.

23. QUESTION: Section 01-21-00. What are the requirements for Interactive reports of data? SECTION 13 50 00 INSTRUMENTATION. Section 2.1.5 Web Interface for Data Reporting and Spatial Viewing states “For additional details see Section 01 31 00 DATA MANAGEMENT, paragraph 2.6 “INTERACTIVE AND STATIC REPORTS OF DATA” This paragraph refers to boring database, not interactive reports.

24. QUESTION: What are the requirements of a GIS viewer? Section 13 50 00 2.1.5 states, “Transfer to the Government all file geodatabases and feature classes and layers produced to populate the GIS viewer according to the data requirements in section 01 31 00 DATA MANAGEMENT” There are no GIS viewer requirement details under the 01 31 00 MANAGEMENT section. Please clarify.

25. QUESTION: Specifications Section 31 32 23, Part SD-06 states, “provide monthly calibration reports for equipment associated with Automated Grouting Monitoring and Data Collection System and the grout plant.” Please provide clarification on this statement since typical calibration reports require the equipment to be sent to a testing facility. This will hinder the normal course of production. Is the contractor expected to send equipment off-site?

GOVERNMENT RESPONSE: Any equipment components of the AGMDCS which require calibration in accordance with manufacturers specifications must be calibrated at that frequency. If it requires sending off site, calibrate it prior to start of work. The Contracting Officer Representative will consider schedule in the performance of this requirement during production if other methods can be performed to ensure accuracy. When calibrated, submit this in the monthly report. For gage checks performed on the site to substitute for off-site calibration, include these checks and the results in the monthly report. Coordinate any equipment calibration such that no work stoppage will occur.

26. QUESTION: Specifications Section 31 32 23, Part 3.2.4.a states, “In no case will the pump be separated by more than 100 feet of grout line from the header of a hole being grouted.” Please clarify the purpose of this statement. If a contractor provides a pump/plant with a line greater than 100 ft. and is capable of pumping pressures up to 200 psi at 20 gpm without creating surges in the stream of grout, why would another pump be required?

GOVERNMENT RESPONSE: Length of grout line restrictions are in place to prevent issues such as extreme temperatures and clogs in the lines. The offeror should develop their proposal based on the contract drawings and specifications.

27. QUESTION: Specifications Section 31 32 23, Part 3.8.7. Please clarify the definitions for lugeon and modified lugeons on specifications section 31 32 23, part 3.8.7. The wording is not clear.

28. QUESTION: Specifications Section 31 32 23, Part 3.8.19. Describes two options after intermittent grouting occurs. However, both of those processes discuss an “unpaid period of time”. Please indicate how contractors should include in the bid occurrences where, at no fault of the contractor, there are no available activities to perform and all work crews and equipment have to wait for the grout to gel or harden.

GOVERNMENT RESPONSE: The project site is large enough that, with efficient work scheduling, grouting crews would be able to perform grouting, pressure testing, or pressure washing operations in other areas while grout is gelling during intermittent grouting.

29. QUESTION: Specifications Section 31 32 23, Part 3.9.4.d. Discusses the process of removing the injected grout in a partially completed hole. The paragraph states, “No additional payment will be made for redrilling required because of the Contractor's failure to clean out a hole before the grout has set.” However, totally cleaning every partially completed hole is not attainable. By the nature of stage grouting and hydrologic gradient, grout will tend to fill the borehole even if it is cleaned for several minutes. In this sense, after 8 or more hours (e.g. overnight), grout will start to gel/set in the cleaned hole. For bidding purposes, please provide a lapse of time where the contractor is considered to have spent sufficient time cleaning a “partially grouted” hole. Thus, if after such an effort grout still sets in the hole, it is clear that the contractor performed its due diligence and drilling of that grout is paid for as “redrilling”.

GOVERNMENT RESPONSE: Reference Amendment 003. The specifications section 31 32 23, para 3.9.4.d was updated.

30. QUESTION: Since this is a 5-year project with several phases and options, more than 1500 pages of specifications and a significant amount of drawings to analyze. Please consider extending the questions and answer period one more week to May 17th. Specially since questions are due two (2) business days after the in-person site visit.

33. QUESTION: Specification, Section 03 30 03. Please confirm the requirements of section 03 30 03 that an onsite concrete plant is required, and that all aggregates for the onsite batch plant must be washed and rescreened onsite prior to entering the aggregate bins of the plant.

GOVERNMENT RESPONSE: Yes, an on-site batch plant is required, and yes, all aggregate must be washed and rescreened through the on-site rescreening and washing plants before entering the weigh bins on the batch plant.

34. QUESTION: Wage Determination / Local Union Wages. Please consider reviewing the provided wage determination WD KY20210061 rates provided and bring them in line with local union wages as applicable.

Currently it does not reflect the current prevailing wages for the area. Specifically the carpenter designation is not reflective of the local union agreements.

GOVERNMENT RESPONSE: The prevailing wage determination is provided by the Department of Labor and will be updated should the prevailing wage determination be changed prior to award of a contract.

35. QUESTION: In review of the labor availability in the area versus the required labor to build the job in the allotted time frame, there are significant concerns with manning the project accordingly. Furthermore, with consideration to the total individual lifts for placement, duration required for preparation of several challenging lifts (embeds, rebar, blockouts, misc. metals, formwork, etc.), inability to access the pit until August 2022 which delays the ability to start work and establish crane support locations, exploratory drilling prior to some monolith placements, required checkerboard excavation in the M monoliths, dental excavation/concrete in areas with significant features, contractual weather days to include in the project schedule (~30% of the calendar year), preliminary schedule analysis indicate the current 59 month duration is not feasible nor attainable. Based on the noted constraints, we request an extension of the contract performance time to minimum 84 months.

GOVERNMENT RESPONSE: Reference Amendment 0003. The period of performance and weather days were updated.

36. QUESTION: Will the weight of the rebar couplings be considered/included in the payment for the rebar unit price item?

GOVERNMENT RESPONSE: Reinforcement connections are considered an incidental cost.

37. QUESTION: Specification, Section 03 30 01 2.3.3.3-a-ii. If we are using a USACE approved quarry and mine location are the 30 core samples still required for petrographic testing? If the coring is required, due to MSHA requirements and the quarry having drilling equipment available, can the quarry or a representative of the quarry perform the core drilling in lieu of the contractor?

GOVERNMENT RESPONSE: Specification, Section 03 30 01 2.3.3.3 is the "Non-prequalified source Alkali-Aggregate Reactivity Test Limit" so the 30 cores are not required for a pre-qualified source and are only necessary if the contractor proposes a source that has not been investigated by the government. Yes, the quarry or a representative of the quarry may perform the drilling and provide the cores in lieu of the contractor.

38. QUESTION: Contractor would like to request any available tailwater/lake water testing data and/or historical thermocline information for reference.

GOVERNMENT RESPONSE: Reference Amendment 0003. Historical water testing data has been provided for information only. The data is from 2000 and may not be representative of current conditions.

39. QUESTION: Section 52.236-4, Section 00 70 00, Addendum 1 listed the adverse weather delay work days for each month. The table is titled “… WORK DAYS FOR LAKE SUPERIOR ….”, please verify if this is the correct table to be used.

GOVERNMENT RESPONSE: Reference Amendment 00002. The reference to “Lake Superior” was corrected.

40. QUESTION: Would government consider including a Labor and Materials escalation clause (FAR 52.216-4) in the contract?

41. QUESTION: If an off-site batch plant is utilized certified by KYTC and the KY ready mix association, does this eliminate the aggregate washing, rescreening and individual weigh hopper/aggregate classification requirements?

GOVERNMENT RESPONSE: No, the aggregate must be washed and rescreened because it has been shown that transportation will both lose the gradation of the aggregate and produce fines on the aggregate exceeding the fines requirement. Because the fines contains potential reactive materials, cannot allow the fines to remain. And #67 gradation can be transported without losing much gradation but this is not true for 1.5" NMSA gradation and 3" NMSA gradation aggregate, these larger gradations easily become segregated during transportation.

42. QUESTION: Floating mooring bitt clarification:

a- Embedded guide detail on drawing 61N301-164A shows the bottom of the embedded guide starts at EL 615.

This appears to be an error. Please clarify.

b - Mooring bitt extension reinforcing details on 61 n301-164a indicates the depth of the extension is 6'-9” from the face of the lock. Section A-A on drawing 61N301-125 shows the dimension to be 7'-0". Please clarify which detail to use.

43. QUESTION: Plan view on 61N301-77 indicates the out to out dimension of the wall as 22’-9”. Section E-E on the same drawings are noting the dimension as 21’-6”. Please clarify.

52. QUESTION: Will there be onsite utility power available to the Downstream Lock Monoliths contractor? If so, what locations would the contractor tie in, and what quantity of power is available?

GOVERNMENT RESPONSE: Refer to specification section 01 50 00, part 3.2.1, for requirements related to availability of utilities. Existing site electrical utilities are provided on drawing 61N247-86.

53. QUESTION: Drawing 61N301-169, Section B. Notes “EMBEDDED METALS SEE SECTION D DRAWING 61N301-55.” Drawing 61N301-55 cannot be located in the drawing set please include this drawing as well as drawing 61N301-54 which also cannot be found.

GOVERNMENT RESPONSE: Reference Amendment 0003. SECTION D (301-55) detail can be seen on sheet 61N301-172. The section details for 301-54 can be seen on sheet 61N301-171.

54. QUESTION: Drawing 68N201-10A & 68N201011A. Please clarify the steel grade requirement for the culvert liner shown on Drawing 68N201-10A and Drawing 68N201011A.

GOVERNMENT RESPONSE: The steel grade for the culver liner shall be ASTM A36. Reference Amendment 0003 for the updates to sheet 68N201-10A.

55. QUESTION: Drawing 61N301-143 shows the lower culvert to be 19W X15 H in Monolith M-25 and drawing 61N301-144 shows it to be 15W X 15 H in M-26. How and where does this transition take place?

GOVERNMENT RESPONSE: The change in culvert width happens throughout Monolith M-25.

56. QUESTION: Specification, Section 03 30 04 states, “… From the period of September 15 to May 1, the exposed vertical and horizontal concrete surfaces less than 90 days old shall be covered by a minimum 3/4 inch thick water resistant insulation blanket with an R value of 16.85 in^2-day-degree F/BTU…” Can the specification be modified to utilize average ambient air temperature to determine when to insulate the concrete rather than using hard dates on the calendar?

57. QUESTION: Specification, Section 13 50 00, Para. 2.2.2 Alignment Pins states that the Government will provide two robotic total stations, please provide a list of all equipment, if any, included with these units.

GOVERNMENT RESPONSE: The total station currently on site is a Leica Nova TM50 Monitoring Station and utilizes 1600-O 0/-30MM Mini Prism system with 25 mm prisms.

58. QUESTION: Will the permits associated with the Water Treatment facility be transferred to the Contractor after award or will we have to reapply for these permits? If we have to reapply can you provide the duration needed to obtain the initial permit?

GOVERNMENT RESPONSE: Per specification section 01 57 19, the contractor is responsible for coordinating and obtaining Section 402 of the Clean Water Act coverage from the governing state.

59. QUESTION: Can the Owner please provide the power requirements for the approved Water Treatment facility and dewatering program?

GOVERNMENT RESPONSE: The upstream dewatering pumps consist of 2- 2-inch pumps, 30 AMP; and 2- 6-inch pumps, 100 AMP.

60. QUESTION: Structural concrete within the Mass concrete is shown on drawing sheet 61N240-35. Please confirm that structural facing is not required around the Gallery and top surface of Monoliths.

GOVERNMENT RESPONSE: That is correct. Structural concrete is not required around the Gallery or the top surface of the monoliths.

61. QUESTION: Which components of the currently installed dewatering/unwatering system will remain to be maintained and operated by the Downstream Lock Monoliths contractor? Will the current electrical system, backup generators, control panels, pumps, backflow preventers remain in place?

GOVERNMENT RESPONSE: The Downstream Lock Monolith contractor will be required to operate and maintain the current dewatering system components.

62. QUESTION: Drawings 61N301-166 and 61N301-167 detail 12” ventilation pipe. A note indicates “Monoliths U2, L4, & L5 shown Monoliths U2, M4 and M5 SIM OPP HAND.” Are there similar ventilation pipe to be installed in the Downstream monoliths? Currently no drawings show this embedded pipe.

GOVERNMENT RESPONSE: Yes. Reference Amendment 0003. Ventilation pipes will be required for the downstream monoliths.

63. QUESTION: Sheet 61N301-166, Note 1 references drawings 61N240-2 thru 61N240-9 for general notes and typical details. Please provide these drawings.

Alternately, section 03 30 04 3.5 states that blasting near new concrete within 90 days old shall not be permitted. Please clarify which section governs the blasting and checkerboard excavation.

GOVERNMENT RESPONSE: Specification, Section 32 23 06 governs the blasting and checkerboard excavation. 03 30 04 3.5 is a general requirement for areas not specifically described in other sections.

67. QUESTION: The time period allocated to develop an offer for the KY Lock Downstream Monolith project is much too short. The compressed contract period combined with the delayed pit access date makes for an extremely challenging schedule that must be adequately planned and priced. We would request that the due date for submitting the offers be extended to July 14th. We would also request that the due date for submitting questions be extended to June 30th.

QUESTION: Per Specification 03 30 04 3.5.1, the contractor is to place thermal monitoring sensors during concrete pours and to monitor for 90 days or when concrete reaches design strength, whichever is longer. The specification also states that “Monitoring of the thermal differential shall start immediately after the first placement occurs between September 15 to May 1.” Please confirm whether all concrete, regardless of what time of year the pour starts, requires thermal monitoring.

GOVERNMENT RESPONSE: Yes, thermal monitoring is required for all placements, including between May 1 and September 15.

71. QUESTION: Per Specification 03 30 04 3.5.1, the contractor is to place thermal monitoring sensors during concrete pours. The specification provides for “cold weather requirements” when the temperature gradation exceeds 25 degrees, but does not state what methods are to be taken during “hot weather” where post pour temperature gradients could reach or exceed 25 degrees. Please provide directions for this time of year.

GOVERNMENT RESPONSE: The contractor is required to perform normal hot weather protection and curing as described in the specification.

72. QUESTION: We respectfully ask for the bid date of Monday June 14th to be pushed at least to the end of the week.

73. QUESTION: The detail drawings for the drilled shafts, pages 61N301-150,151,152, and spec section 31 63 26 state that the concrete is to be 5,000 PSI, however spec section 03 30 02 for concrete mixes state that the concrete is to be 4,000 PSI. Please confirm which is correct.

GOVERNMENT RESPONSE: Reference Amendment 0003. Specification 03 30 02 was updated to state the concrete strength for the drilled shaft concrete shall be 5,000 psi.

74. QUESTION: Spec section 31 63 26 2.6.1 states that CSL tubes shall be of the size shown on the contract drawings. However, the detail drawings for the drilled shafts, pages 61N301-150, 151, 152, do not state a diameter of the CSL tubes. Please confirm.

GOVERNMENT RESPONSE: The CSL Tubes shall be of the size required to perform adequate Crosshole Sonic Logging tests as described in the specifications.

75. QUESTION: Drawing 68N101-18A shows access hatch for U1L and U1M. Since U1L and U1M are not in the contract scope, please clarify what items on this drawing are included in the scope.

GOVERNMENT RESPONSE: Reference Amendment 0003. Sheet 68N101-18A has been updated to represent the appropriate monoliths.

76. QUESTION: Drawing 61N301-135A lists placements 1-12 for the cutoff wall. Is the cutoff wall required to be placed separately after monolith 17? There is no rebar detail provided for the cutoff wall. Please provide rebar detail if they are required for cutoff wall.

GOVERNMENT RESPONSE: The reinforcement details for the cutoff wall can be seen on sheet 61N302-135. The cutoff wall is to be poured concurrently with monolith M-17.

77. QUESTION: Please provide following clarifications regarding to stop log recess:

a. Per drawing 68N201-50 ~ 68201-53, the embedded metal plates are roughly 50 vertical feet for U/S and 63 vertical feet for D/S. No horizontal splice details are provided in the drawings. Would the field splice be allowed?

b. Does U/S stop log concrete placement (drawing 68N201-64) pay under bid item 0308-00 or 0309-00 in Base bid?

c. What bid item should D/S stop log concrete placement be priced under?

d. As shown on drawing 68N201-64, U/S stop log concrete placement requires setting embedded metal plate at the form face and only has approximately (2) feet behind the plate. The access for anchoring the plate and setting forms is limited. Would government allow adding temporary openings at the metal plate for access? e.

Could D/S stop log (shown on drawing 68N201-65) be cast with the monolith concrete instead of being placed as 2nd stage concrete? If it is acceptable, can the rebar at joint be eliminated?

GOVERNMENT RESPONSE: a.) Field welding will be considered after the contract has been awarded.

b.) The second pour concrete as seen in sheet 68N201-64 is to be paid under the 0309-00 "Second Pour and Miscellaneous Concrete" pay item.

c.) The second pour concrete for the D/S stop log slot is to be paid under the 0309 "Second Pour and

Miscellaneous Concrete" pay item with the appropriate sub category per the option elevation required.

d.) Adjustments may be considered after the contract has been awarded.

78. QUESTION: Specification 03 30 04 paragraph 3.5.1 states " The thermal sensors shall be placed with one (1) thermal sensor on the concrete surface under the insulation/curing materials, one (1) thermal sensors per vertical wall face including the culvert walls embedded two (2) inches inside the concrete, top surface of the lift, , and occasional bottom of the lift (bottom of first lift on mud mat/bedrock and in roof of culvert), and two (2) thermal sensors at the centroids of the lift on both sides of the culvert.....". Based on this statement, a placement including culvert would have (4) outside vertical form faces and (2) culvert form faces. It would require in total (9) thermal sensors; (8) cast in with the concrete and (1) at concrete surface. Please verify if this interpretation is correct. Also, considering the number of the placements, the material and labor of the task would add up to a significant cost.

Would government consider reducing the number of senses, or relaxing the requirement over time as the concrete thermal profile develops?

80. QUESTION: Specification, Section 03 30 03 – 3.6.1 indicates a Max Concrete temperature at placement of 70 Degrees when freezing temperatures are anticipated and between September 15 to May 1. Spec Section 03 70 00 –

3.3.3 indicates a Max Concrete temperature at placement of 55 degrees between November – March. Please clarify which temperature at placement governs?

GOVERNMENT RESPONSE: Reference Amendment 0003. Specification, Section 03 30 04 3.6.1 with maximum 70 degrees F placement temperature governs. The above-cited the "November to March - 55 degrees F" in 03 70 00, 3.3.3 was deleted

81. QUESTION: RTA 3.6.1 Cold-Weather Placement Temperatures, 3.6.2 Cold Weather Protection, 3.3.3 Concrete Temperature (attachment).

GOVERNMENT RESPONSE: Reference Amendment 0003. There is no conflict between 3.6.1 and 3.6.2, placement temperature of concrete shall be between 50 to 70 deg. F. Then during the first 7 days the concrete lift shall be protected sufficiently, it is kept above 40 deg F, as read by the thermal sensors. Meanwhile, from placement to end of monitoring period, the concrete shall remain within the 25 deg F gradient determined by all sensors of the lift, including the external sensor.

82. QUESTION: Specification, Section 05 50 15 2.2.2 provides the requirements for the grating shown on drawing pages 68N201-19A. However there is no pay item that relates to the grating, please advise if this is incidental to the monolith construction or should have a pay item added.

a. Please provide dimensions (and/or station) for gate recess shown on plan view.

b. Plan view shows dash lines at the upstream of bulkhead recess and labeled 3'-0", 7'-0", 10'-6" and 5'-0". The detail is not shown on the elevation or section and no notes are provided, Please clarify the detail.

c. Vertical dash lines are shown at the elevation views between EL 280 to EL 308.5, please clarify what the details are indicating.

d. Section A-A notes “see note 4 " at joint between M-27C and M27, please provide note 4.

e. Comparing drawing 61N301-118; a gate latch is in monolith L27. Is there a gate latch required for M27?

GOVERNMENT RESPONSE: a.) The gate recess seen in sheet 61N301-145 Plan view begins at Station 13+17.28 b.) The dashed lines referenced correspond to the gallery that leads to the Control Stand as seen in sheet 61N301-144.

c.) The vertical dashed lines have been removed as seen in updated sheets in amendment 0003.

d.) Note 4 has been updated accordingly as seen in the updated Amendment 0003 sheet.

e.) A gate latch recess will be required as seen in L27. Sheet 61N301-145 has been updated to verify this required detail. The updated sheet has been provided in Amendment 0003.

84. QUESTION: Please clarify the following questions on drawing 61N301-165:

a. Note 1 refers to drawing 61N301-47 for blockout. Please provide the drawing.

b. Section A shows top elevation at EL 373.00. Structure drawing 61N301-119 shows EL 375 at this location.

Please clarify.

c. Is the lower gate anchorage to be paid under 3501-00 in the base bid and 3509-03 in option 3, or should a pay item be added for the this?

GOVERNMENT RESPONSE: a.) The blockout detail has been added to sheet 61N301-165.

b.) The elevation of the miter gate recess is to be EL 373.00 this can now be seen in the updated Amendment 0003 sheets.

c.) The lower gate anchorage will be initially paid for under item 3501-00 in the base bid for fabrication of the anchorage. The installation of the anchorage would then be paid for under item 3509-03 in Option 3.
