About this opportunity
The Department of the Air Force Air Education and Training Command seeks purchase and installation of a replacement HVAC system at Building 4983, Joint Base San Antonio Lackland, with proposals due June 9, 2026, and questions due June 3, 2026. This procurement is a 100% Total Small Business set-aside with an SBA size standard of $19 million.
Place of performance is 2330 Stanley Road, Fort Sam Houston, Texas 78234. The requirement calls for removal of an existing legacy R22 split system (Rheem condenser Model RAWE-180CAZ and Ruud air handler) and installation of a new 15-ton commercial direct expansion split system. The new system must use EPA-compliant, low-GWP refrigerant R-454B or R-407C (R-22 explicitly prohibited), operate on 208/230V three-phase 60Hz power, and meet or exceed current DOE minimum SEER/IEER energy efficiency ratings. The air-cooled condensing unit must feature a scroll-type compressor with internal thermal overload and pressure safety controls, microchannel or copper/aluminum condenser coils with corrosion resistance treatment, and louvered panels or hail guards. The air handling unit must include an insulated galvanized steel cabinet, blower motor sized to meet existing ductwork static pressure and CFM requirements, direct expansion evaporator coil with thermostatic or electronic expansion valve, and factory-installed filter rack for 2-inch MERV 8 filters. All work must comply with UFC, ASHRAE, NFPA, ICC, OSHA, and Air Force standards. The contractor shall provide safe R-22 refrigerant recovery per EPA Section 608, new copper refrigerant piping (legacy line sets prohibited), completely new sheet metal transitions and ductwork connections, testing and balancing, commissioning with formal TAB report, one-year warranty on labor and workmanship, and transfer of manufacturer warranties to the government. Work hours are 0730–1630 Monday through Friday, with written approval required for after-hours work at no additional cost. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is 4120, Air Conditioning Equipment. Amendment 0001, posted June 4, added a Questions and Answers document, revised Statement of Work, updated legacy system photos, amended RFQ accounting for two separate contract line items (removal and installation), and changed the response due date to June 9, 2026 at 10:00 AM CDT. A mandatory site visit is scheduled for June 2, 2026 at 10:00 AM CDT at Luke East Gate Visitor Control Center.
