(a) Submission of offers: The paragraph is tailored as follows: (6) By responding to this RFQ, the offeror accepts all terms and conditions contained herein.
(b) Period for Acceptance of Offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation
(c) Late submissions, modifications, revisions, and withdrawals of offers. The paragraph is tailored as follows:
(1) Late Quotes/Responses: In accordance with RFO 52.212-1(c).
(d) Contract award. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
B. RFO 52.212-2— EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES ADDENDUM
1. 502d CONS/PKAB will issue a purchase order to the responsible contractor whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: the technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in this RFQ.
2. The following process will be followed: The Government will rank all quotes based on an initial assessment of the offeror’s total evaluated price (TEP). If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest ranked quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in terms of price. The award will be given to the vendor responsible whose quote is the lowest evaluated price among technically acceptable quotes.
The technical evaluation team will evaluate the factors identified below. For the quote to be technically acceptable, the technical factor must be rated as acceptable. The failure of an Offeror to meet any or all technical criteria will result in a technically unacceptable rating and be ineligible for an award. The technical factors will receive one of the ratings listed below:
ACCEPTABLE: Quote clearly meets the minimum requirements of the solicitation.
UNACCEPTABLE: Quote does not meet the minimum requirements of solicitation.

3. EVALUATION CRITERIA:
a) TECHNICAL. The Government will evaluate the quotes for technical acceptability, assigning ratings as described above. The failure of a quote to provide and meet the technical criteria below will result in a technically unacceptable rating and be precluded for the award.
TECHNICAL FACTOR 1 – CONFORMANCE WITH SALIENT CHARACTERISTICS. The quoter must submit product data sheets, manufacturer literature, and specifications sheets for all proposed HVAC systems. The quote must clearly demonstrate that the offered equipment meets or exceeds the capacity, energy efficiency, footprint, and technical requirements outlined in Attachment 2 Salient Characteristics_15-Ton Commercial DX Split System.
For the proposed equipment, the contractor must include the following for evaluation:
(a) Manufacturer (MFG) name
(b) Product/Part Number
(c) Detailed manufacturer's technical specifications, illustrations, and descriptive literature demonstrating point-by-point compliance with each required salient characteristic.
The standard has been met when: The Quoter provides all required documentation (Manufacturer name, part number, and descriptive literature) which independently verifies that the proposed equipment meets or exceeds the salient characteristics specified in Attachment 2.
TECHNICAL FACTOR 2 – PROJECT SCHEDULE. The quoter must provide a comprehensive milestone schedule from award start date to final testing and completion. This must include lead times for equipment procurement, a phased installation plan, and specific timelines for any required utility/HVAC outages to ensure mission continuity.
The standard has been met when: The schedule is realistic and accounts for current supply chain lead times for HVAC equipment. It must map all key milestones from award start date to final completion. Furthermore, the standard requires that any planned facility outages comply with the SOW and must be pre-coordinated with
GPOC.
b) Price Evaluation. The Government will then conduct a price evaluation of the lowest-priced technically acceptable quote to determine that the quoted price is fair and reasonable.
c) BASIS OF AWARD. 502d CONS/PKAB will award a purchase order resulting from this RFQ to the responsible vendor whose quote is compliant with all RFQ requirements and determined to be most advantageous to the Government.
d) MANDATORY REGISTRATIONS. To be eligible for award, registration with the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/ and provide mandatory information.
e) SITE VISIT: This visit is scheduled for Tuesday, 02 June 2026 at 10:00 AM CDT. Please meet at the Luke East Gate Visitor Control Center, located at B1196, 2602 Luke Blvd, JBSA Lackland, TX 78236. Departure to the site will be promptly at 10:00 am CDT.
