About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is soliciting quotes for panic and intrusion alarm replacement and monitoring services across six Community-Based Outpatient Clinics (CBOCs) in Oregon, including locations in Bend, The Dalles, Fairview, Hillsboro, Salem, and West Linn. The scope of work requires contractors to remove existing alarm systems and install new comprehensive security systems featuring Honeywell control panels, digital keypads, motion sensors, contact sensors, and wireless panic alarms at each facility, along with five years of remote monitoring and warranty-repair services following installation. Key requirements include standardization of systems across all locations where possible, replacement of existing keypads with touchscreen versions, compatibility with and potential reuse of existing components under warranty, coordination with VA Police for site access during installation, and adherence to a Performance Work Statement for monitoring services. The evaluation will consider technical capability, past performance, and price using a comparative evaluation methodology under NAICS code 561621 (Security Systems Services) with a $25 million size standard. The solicitation has been subject to four amendments extending deadlines and providing updated information; questions were originally due October 23, 2025, with the most recent response deadline extended to November 19, 2025, at 5:00 PM Pacific Time, and Amendment 0004 posted on November 17, 2025, incorporated updated CBOC drawings and sensor locations.

This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with a limitation requiring that no more than 50 percent of the government contract amount be paid to non-certified SDVOSBs or Veteran-Owned Small Businesses (VOBs). The current alarm systems are monitored by Secure Pacific Corporation and include existing Vista by Honeywell and DSC by Tyco/JCI equipment; contractors may propose alternative manufacturers provided the systems meet Performance Work Statement requirements. The base contract period runs from December 1, 2025, through November 30, 2026, with four optional one-year renewal periods extending through November 30, 2030, creating a potential five-year contract duration. The VA clinics vary in size, ranging from approximately 3,500 gross square feet at The Dalles CBOC to over 27,000 gross square feet at the Fairview and Salem locations, with comprehensive sensor and security system specifications documented across multiple floors and facility areas. Performance of work will take place at the six VA clinic locations throughout Oregon, with all site visit and contractor expenses borne by the offeror.
