About this file

This document is an Amendment (0003) to a Request for Quote (RFQ) for the Portland VAHCS Clinics Panic and Intrusion Alarm Replacement and Monitoring project. The solicitation is for replacing and monitoring intrusion detection and panic alarm systems across multiple Veterans Affairs Community-Based Outpatient Clinics (CBOCs) in Oregon, including locations in Bend, The Dalles, Fairview, Hillsboro, Salem, and West Linn. The RFQ includes a comprehensive Questions and Answers (Q&A) section that provides detailed insights into the current alarm systems, with key details including existing system manufacturers (Vista by Honeywell, DSC by Tyco/JCI), current monitoring by Secure Pacific Corporation, and the VA's preference for a standardized system across all locations.

The amendment extends the RFQ response deadline to 11/19/2025 at 5:00 PM PT and provides critical information for potential contractors. Notably, the VA seeks a 5-year monitoring agreement following system installation, wants touchscreen keypads to replace existing keypads, and is open to reusing existing components if they are compatible and covered under warranty. The current systems have experienced multiple false alarms and minor maintenance issues, and the VA will require VA Police to escort contractors during work. The contract allows flexibility in system manufacturers, though the VA prefers a uniform system for ease of testing and user access, and emphasizes that any monitoring center must meet the performance work statement requirements.

Questions & Answers

Portland VAHCS Clinics Panic and Intrusion Alarm Replacement and Monitoring

RFQ #36C26026Q0040

Q1. Whether there is an existing intrusion or panic alarm system installed at the sites.

A1. All sites currently have an alarm system in place. Each site has different capabilities depending on age and need at the time.

Q2. If so, whether the new system will be installed in the same location(s).

A2. Most sensors should be going up in the same locations. Some locations we are adding some sensors, panic alarms, and panels. Some we are reducing some items as well.

Q3. Whether existing wiring and conduit can be reused, or if new wiring is required.

A3. This would be preferable to limit the impact on the facility. Want to make sure that if they want to use previous wiring that it would be included in the warranty.

Q4. Whether a site visit has been scheduled, or if details will be provided at a later date.

A4. Site visits were previously announced and scheduled via information submitted in Amendment 0001. No other site visits are scheduled or authorized.

Q5. Is any data available on the number of service calls, repairs, or maintenance events per site in the past 12–24 months?

A5. Bend CBOC-

2024: Work orders: 2 (system trouble, replaced faulty ceiling sensor), Service calls: 1 (low battery)

2025: Service calls: 1 (replaced faulty wireless duress buttons)

The Dalles CBOC-

2024: Work orders: 2 (system and phoneline trouble)

2025: Work orders: 1 (system trouble)

Fairview CBOC-

2024 – 2025: Unable to put panel in Test Mode (ongoing issue)

Hillsboro CBOC-

2024: No issues

2025: Service calls: 1 (system faults not showing on keypad display)

Salem CBOC-

2024: No issues

2025: Service calls: 1 (replaced backup battery)

West Linn CBOC-

2024 – 2025: No issues

Q6. How frequently are alarm activations or emergency responses triggered at each site?

A6. Bend CBOC-

2024: False alarms resulting in local police dispatch: 5+

2025: False alarms resulting in local police dispatch: 4

The Dalles CBOC-

2024: False alarms resulting in local police dispatch: 1

2025: None

Fairview CBOC-

2024: False alarms resulting in local police dispatch: 2

2025: False alarms resulting in local police dispatch: 2

Hillsboro CBOC-

2024: False alarms resulting in local police dispatch: 2

2025: False alarms resulting in local police dispatch: 3

Salem CBOC-

2024: False alarms resulting in local police dispatch: 1

2025: False alarms resulting in local police dispatch: 4

West Linn CBOC-

2024: False alarms resulting in local police dispatch: 2

2025: False alarms resulting in local police dispatch: 2

Note: the above false alarms were caused by contractors and employees accessing the clinics after hours and activating the intrusion detection system. A faulty motion sensor at the Bend CBOC was also responsible for several false alarms before it was replaced. Actual incidents of emergency response to CBOCs during business hours have been rare and were due to medical emergencies of patients and/or staff. There have been no active threats or break-ins at these facilities.

Q7. Who is the current or most recent contractor providing alarm monitoring and maintenance services? Is this solicitation a recompete?

A7. SECURE PACIFIC CORPORATION via 36C26021P0079. The recent contract only provided alarm monitoring and maintenance. This requirement includes replacement and installation of a new system, as well as yearly monitoring and maintenance.

Q8. Are local alarm permits currently active for each site, or must the contractor obtain and maintain them?

A8. At this time the VA cannot find any historical data on the sites having alarm permits issued. It is requested the alarm company obtain and maintain for the sites if possible.

Q9. Will contractor technicians require badging for unescorted access to clinic sites, or will VA personnel escort them at all times?

A9. There will be no need for badging. VA Police will escort contractors when work is required to be completed.

Q10. Is there a scheduled site visit for this project?

A10. See A4.

Q11. I was wondering if there was a site visit happening for this project. If so could I get a sign up sheet ?

A11. Site visits have already occurred and sign up sheets are not available. To see interested vendors, please refer to the Contract Opportunities posting for this requirement (solicitation).

Q12. Is this a 1 for 1 replacement of the existing devices in existing locations?

A12. Some sites had a one for one replacement. Some sites we added sensors and others were reduced numbers. We will provide updated drawings for future state (Amendment 0004 is expected soon, please check back.)

Q13. Are we to plan for the devices shown on the drawings provided to be the same locations required for the new systems?

A13. See A12.

Q14. Are any of the existing devices acceptable to be reused if locations are not changing, devices operate correctly, and are compatible with the new system?

a. If so, who manufactures the existing door contacts (Magnasphere DPDT?)

motion sensors, and keypads?

A14. As a cost saving method to the government that would be preferred to use.

However, any components (sensors, buttons, batteries, sirens, wiring, etc) remaining must be covered under the warranty.

Q15. Can existing cable/wiring be utilized or are we required to completely demo and install all new cable/wiring?

A15. See answer A14

Q16. Are we required to provide a design and layout these devices prior to installation, or just field coordinate the installation?

a. If drawings are required, is there an approval process we need to be aware of?

A16. VA will provide a map on where we would like to have the devices installed.

Q17. Is there a preferred/approved system manufacturer the VA would like (i.e., Bosch, DMP, etc) based on current familiarity of the personnel maintaining the systems?

A17. See A18.

Q18. Are you requesting standardization of manufacturers at each location, or can we use different manufacturers?

A18. Although not required but for ease of use, we would prefer the same manufacturer due to the requirement of testing and only needing to be trained on one system. Staff from other services have the chance to move between clinics and one standard system is preferred.

Q19. The quantity of devices shown on the drawings provided do not align with the quantity of devices shown in the deliverables section items “f” through “k” which list each site and number of devices. Is this the list of the current devices, or is this the number of devices requested from the contractor for the installation of the new systems?

A19.See A12

Q20. The solicitation states the VA Physical Security Specialist is to determine the locations of installed devices. Will a contract modification be provided if the Specialist requires more devices than what we quote based on the number of devices requested in the scope of work (assuming items “f” through “k” are the number of requested devices)?

a. Without a specific drawing of quantities and locations to know where the Specialist will want the devices, there could be substantial added cost for additional wire runs to new devices where wire runs are not existing, plus the cost for the additional devices. To ensure the government receives comparable quotes, it is highly recommended some type of a drawing is provided with proposed locations of devices for us to bid from. Can this please be provided to avoid potential contract modifications later?

A20. See A12.

Q21. Are the existing IDS systems (door contacts and motion sensors) hardwired or wireless and should this be the same for the new systems?

A21. I believe most devices are hardwired. We are not requiring hard wired. We will go with industry standard or best practice. Should devices be wireless the cost of battery replacement should be covered under the warranty of the system.

Q22. Do you have as-built drawings of the existing IDS system, alarm points, and zone list that need to be replaced?

A22 We have previously shared our current state. VA Police have not been able to find the as-built drawings.

Q23. Are phone lines currently installed for network/monitoring communication?

a. If so, would you prefer these be upgraded to cellular communication or remain existing?

A23. Bend, Fairview, Hillsboro, and Salem have already been upgraded to cell.

The other sites should have a phonelines in place. Cell would be preferred. VA will confirm with our IT on the status of phone lines at each location.

Q24. Can you please confirm the manufacturer of the existing systems at each location?

A24. See attached document that should answer this question.

Q25. Are the existing panels first alert and are the passcodes available to get into the programming?

A25. Does not appear to be any first alert. See attached for further details.

Q26. Not all existing intrusion control panels were accessible during the walks at Fairview or Hillsboro; can we get access to these or additional information/photos?

A26. VA will attempt to provide photographs, if possible, in an upcoming Amendment.

Q27. For the Hillsboro location:

a. Which Honeywell system is currently installed as the main control panel for the building?

b. How does the panel communicate with the monitoring or control network? If it uses a cellular connection, do you know the type of cellular device and whether it operates on 4G or 5G?

A27. See attached document.

Q28. We understand this contract will involve a 5-year monitoring agreement following the installation. Can you please confirm the VA will use our proposed monitoring solution as part of the award, or will we be required to utilize the existing off-site monitoring station?

a. If we need to utilize the existing monitoring station, can you please provide additional information so we can obtain price quotes from them to absorb the monitoring costs into our fee?

A28. We have no preferred monitoring center. As long as the monitoring center can meet the performance work statement contractor solution will be allowable.

Q29. SOW. I have a document covering an overview, but it doesn’t itemize the devices at each location. In talking with Gregory, Erik and Peter, there seems to be an itemized list of readers for the card access along with Burglar devices.

A29. Itemized lists are in the Statement of Work we will also provide a map of future stated.

Q30. Existing main controller information for both the Burglar and Access Control.

A30. Access control is provided by Schneider but it is operated separately from the burglar system. Attached document should answer for the burglar system.

Q31. Is there an existing manufacturer that the VA would like to specify for all the projects? Currently I have noticed three that are existing. Burglar – Vista by Honeywell and DSC by Tyco/JCI. For the Access Control I’ve only noticed one. Schneider. Is there a direction the VA is looking on going? I would recommend any product line be

Nonproprietary. This will give the VA more options and a guaranteed competitive advantage over Proprietary systems.

A31. We do not have a preference. We would prefer that all sites be the same for ease of work for our team to test monthly and user access across all sites.

Q32. Are the numbers of devices on the lists current or desired?

A32. See A12.

Q33. Are they wanting to replace all keypads with touchscreen?

A33. Yes, we are wanting to replace all keypads with touchscreens.
