About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 10 seeks replacement of two Motor Control Centers (MCCs) with free-standing panelboards and circuit breakers, and consolidation of two existing panelboards into one consolidated unit at the Richard L. Roudebush VA Medical Center in Indianapolis, with proposals due September 2, 2026. This is a Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that category.

Place of performance is 1481 West 10th Street, Indianapolis, Indiana 46202, Building 1. The work must comply with a rigorous Statement of Work requiring Eaton equipment matching or exceeding existing electrical specifications (480V, 3-phase, 3-wire), voltage rating, ampacity, interrupting capacity, and circuit count. Contractors must hold an Indiana electrical contractor license and document a minimum of five years' experience with MCC or switchgear replacements at 480 VAC in occupied facilities. The project supervisor requires 10 years of electrical construction experience with OSHA 30-hour certification; all qualified electricians must hold state licensure, five years of power distribution experience, and NFPA 70E electrical safety training.

Work occurs during routine business hours (8:00 AM–4:30 PM, Monday–Friday) with coordination required to minimize disruption to 24-hour hospital operations. Contractors must submit one-line drawings, a detailed phasing and outage plan identifying all affected loads and restoration procedures, and complete Eaton product data and shop drawings for 14-day VA review prior to fabrication.

NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors); PSC is J059. The Contracting Officer is Jeffrey Rozema (jeffrey.rozema@va.gov). A mandatory site visit occurred July 22, 2026, at Building 5. Contractors must complete VA Form 852.219-75 (Notice of Limitations on Subcontracting) and maintain annual representations and certifications in SAM.gov. Evaluation is based on price and contractor qualifications and past performance. Service Contract Act wage determinations apply (Wage Determination No. 2015-4787, Rev. 32, effective May 13, 2026, covering Marion County, Indiana and adjacent counties).
