However, market research through the SBA database identified 3,379 potential SDVOSBs and VOSBs. A Sources Sought notice (36C25026Q0576) was published on SAM.gov from May 13–22, 2026, receiving responses from multiple vendors. The contracting officer subsequently conducted email inquiries to four SDVOSB contractors with prior electrical work experience at VA medical centers, receiving positive responses from Armcorp Construction, Gerke Electric, and FOSO Construction. Because a minimum of two capable SDVOSBs were located and qualified to perform the work, the VA Rule of Two was satisfied, and the procurement was converted to an SDVOSB set-aside rather than proceeding as a single-source award. The justification was approved by Contracting Officer Jeffrey P. Rozema on June 4, 2026.

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Richard L Roudebush VA Medical Center has a requirement to replace two existing motor control centers (MCCs) in the NW electrical equipment room with free standing panelboards and circuit breakers. The project also includes the replacement of two existing panel boards and cabinets with one consolidated panelboard in room C-B019. The work includes the removal of the old cabinets and circuit breakers from both locations and the provision and installation of new Eaton cabinets and Eaton circuit breakers. The contractor shall be responsible for providing a complete and operational system consistent with the existing electrical distribution. Replacement shall match or exceed the existing system in voltage rating, ampacity, interrupting capacity and the number of operable circuits. The completed installation shall not reduce system capacity, reliability or operational functionality.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: For standardization purposes, the Indianapolis VAMC has selected Eaton as the manufacturer for panelboards and circuit breakers. Eaton is a well-established company with parts widely available for Eaton equipment. The campus has several items of equipment from Eaton and it has always performed well and local Eaton representatives are very knowledgeable and we have called upon them many times to trouble shoot various equipment issues.
4. Description of market research conducted and results or statement why it was not conducted: Searched SBA SBS database to identify certified capable SDVOSB’s and VOSB’s. Search of SBA SBS using NAICS 238210 resulted in 3,379 potential SDVOSB/VOSB’s. CO published Sources Sought notice 36C25026Q0576

BHPE, LLC: Small Business; Active SAM registration. This vendor has a history of responding to sources sought notices but not following up with qualification information.
CO then sent email inquiries to four SDVOSB contractors who have previously done electrical work for IN/OH VA medical centers - Armcorp Construction, Gerke Electric, Eagle Contractors, and Studebaker Electric. Positive responses of interest were received from Armcorp Construction, Gerke Electric, and FOSO Construction (I believe Eagle Contractors passed this opportunity to FOSO Construction). During my conversations with these contractors, they expressed ability to comply with the Limitations on Subcontracting requirements for a service contract as an SDVOSB set-aside. Because a minimum of two capable SDVOSBs have been located and appear qualified to perform this work, the VA Rule of Two has been satisfied, this procurement will be set-aside for SDVOSBs.
