STATEMENT OF WORK
RICHARD L. ROUDEBUSH VA MEDICAL CENTER
MOTOR CONTROL CENTER AND PANEL BOARD REPLACEMENT
1.0 General
1.1 Requirement/Summary
The Richard L Roudebush VA Medical Center has a requirement to replace two existing motor control centers (MCCs) in the NW electrical equipment room with free standing panelboards and circuit breakers. The project also includes the replacement of two existing panel boards and cabinets with one consolidated panelboard in room C-B019. The work includes the removal of the old cabinets and circuit breakers from both locations and the provision and installation of new Eaton cabinets and Eaton circuit breakers. The contractor shall be responsible for providing a complete and operational system consistent with the existing electrical distribution. Replacement shall match or exceed the existing system in voltage rating, ampacity, interrupting capacity and the number of operable circuits. The completed installation shall not reduce system capacity, reliability or operational functionality. Full details for both installation locations are presented elsewhere in this document.
1.2 Place of Performance
All work will occur at the Richard L Roudebush VA Medical Center (RLRVAMC), 1481 W 10th Street, Indianapolis, IN 46202. All work will occur in the interior of Building 1 on campus.
1.3 Background
RLRVAMC is a one million+ square foot medical facility consisting of several buildings that provide both inpatient and outpatient care and services. This is a fully functioning hospital that provides medical care 24 hours per day, every day of the year. Interruption of electrical services would significantly impair the ability of the hospital to continue to provide services to veterans. Utmost care is required during all work on electrical systems to minimize any disruptions to care. All work must be planned and executed to avoid unplanned outages.
2.0 Contract Administration

2.2 Contract Administration Requirements
2.2.1 All scheduling of site visits shall be coordinated with the Site POC.
2.2.2 Administrative concerns shall be addressed with the Admin POC first, then followed up with the Site POC if needed.
2.2.3 All written communication shall be sent to both the Admin and Site POCs.
2.2.4 The contractor shall coordinate all work activities, outages, and sequencing with the Site POC. No work impacting electrical service shall proceed without prior approval.
2.3 Hours of Work
2.3.1 Routine Work: 8:00am to 4:30 pm, Monday through Friday.
2.3.2 Off hours work: Any hours not within the routine work hours as defined above.
2.3.3 Disruptive testing or power curtailment work shall be completed during off hours. All work outside of routine business hours shall be coordinated with and approved by the Site POC.
2.3.4 Federal Holidays: No work shall be completed during the below listed days except by approval of the Site POC:

3.0 Access, Security and Site Requirements
3.1 Identification/Badging
3.1.1 Contractor’s employees shall always wear visible identification while on the premises of the VAMC. Identification shall include, at a minimum, the employee’s name, position, and the contractor’s trade name.
3.2 Parking and Site Access
3.2.1 It is the responsibility of the contractor to park in the appropriate and designated parking areas. Parking at the RLRVAMC shall be limited to only one contractor vehicle. Unlimited additional parking is available at the Cold Springs site, 2669 Cold Springs Rd, Indianapolis, IN 46222. This site is approximately two miles from the RLRVAMC. The contractor shall make arrangements to shuttle his workers back and forth between the Cold Springs Road site and the RLRVAMC site. Information on parking will be available from the Admin POC. VA will not invalidate tickets or provide reimbursement for parking violations of the contractor under any conditions.
3.3 Smoking Policy
3.3.1 Smoking is prohibited inside all VA buildings and grounds. Smoking is permitted off-site only.
3.4 VA Regulations and Conduct Requirements
3.4.1 Possession of weapons is prohibited. Enclosed containers, including tool kits, are subject to search.
3.4.2 Contractor’s employees must treat veterans, their families, and colleagues with respect and courtesy always.
3.4.3 Contractor’s employees must protect the privacy of veterans by ensuring that all Personal Health information (PHI), Personally Identifiable Information (PII) and other sensitive data are handled in compliance with HIPAA and VA policies.
3.4.4 Contractor’s employees shall familiarize themselves with and follow all RLRVAMC emergency and evacuation procedures.
3.4.5 Work collaboratively with all VA departments and employees to provide the best service to veterans.
3.5 Infection Control
3.5.1 An infection control risk assessment (ICRA) has been prepared for this work. The contractor shall be familiar with the plan and ensure that all workers abide by the plan and ensure that the plan’s requirements are fully implemented during the project. This plan is available from the Admin POC.

4.3 VA Specification Sections
4.3.1 The VA Specification Sections are included as an attachment to the solicitation.
Where conflicts exist between the code references and the VA Specifications, the more stringent requirement will apply.
5.0 Contractor & Personnel Qualifications
5.1 Contractor Qualifications
5.1.1 The contractor must be a firm regularly engaged in the installation, modification, and replacement of electrical distribution equipment of similar size, complexity and voltage class, and
5.1.2 Have a minimum of five years documented experience performing MCC, switchgear or panelboard replacements in occupied facilities, and
5.1.3 Can show at least three completed projects within the last five years involving MCC or switchgear replacement with voltages ≥ 480 VAC, and
5.1.4 Can demonstrate previous work in healthcare, laboratory or mission-critical facilities, and
5.1.5 Possess demonstrated experience performing phased replacements and maintaining partial system operation with planned outages and tie-ins with minimal interruption, and
5.1.6 Have no record of OSHA serious/repeat violations within the last three years related to electrical safety, and
5.1.7 The contractor must hold a valid electrical contractor license in the state of Indiana, and
5.1.8 The contractor must demonstrate experience working in occupied healthcare facilities requiring strict outage coordination and operational continuity.
5.2 Key Personnel Requirements
5.2.1 Project Supervisor must have a minimum of 10 years’ experience in electrical construction, and
5.2.2 A minimum of five years’ experience in MCC or switchgear installation, and
5.2.3 Must have completed at least three comparable projects, and
5.2.4 Must possess an OSHA 30-hour construction safety certification.
5.3 Qualified Electricians
5.3.1 Must be “qualified persons” as defined by NFPA 70E, and
5.3.2 Must be state licensed journeyman or equivalent documented experience, and
5.3.3 Possess a minimum of five years’ experience with power distribution systems, and
5.3.4 Can demonstrate experience working on 480 VAC systems, MCCs and/or switchgear assemblies.
5.4 All Employees Performing Electrical Work
5.4.1 NFPA 70E Electrical Safety Training within the last three years, and
5.4.2 Arc flash hazard awareness, and
5.4.3 Lockout/Tag out procedures per OSHA, and
5.5.4 CPR/AED certification (at least one person so trained on site at all times work is being performed.)
6.0 Performance Requirements
6.1 General Information
6.1.1 The work generally involves the removal and disposal of two motor control centers and two panelboards and the provision, delivery, installation, testing, and commissioning of three new panelboards to replace the equipment listed above. The contractor is responsible for the proper configuration and coordination of all replacement equipment to provide a complete and operational system consistent with the existing electrical distribution. The two existing MCCs are located in the NW electrical equipment room and the two existing panelboards are located in C-B019, electrical equipment room.
The MCCs once contained motor starters but these functions have been supplanted by variable frequency drives located elsewhere so these MCCs have been relegated to containing circuit breakers only and have no indirect control over the connected equipment.
All equipment has documented maintenance issues and requires consolidation and replacement.
All new equipment, including panelboards and circuit breakers, must be manufactured by Eaton, must be of current manufacture, and must be fully supported by the manufacturer and must not be obsolete. No mixed equipment will be permitted, only Eaton products will be utilized for this project. All equipment is 480V, 3 phase, 3 wire. The contractor must field verify all existing conditions prior to submittal, including conductor sizes, routing, terminations, physical constraints, and available full current.
The contractor is responsible for providing a complete and functional electrical system. Any components, materials, or work required to achieve a complete installation, whether explicitly identified in the contract documents, is included in the contractor’s scope. The Contractor must submit a detailed, step by step sequencing plan identifying all outages, affected loads, and restoration steps. Work must not proceed without both POC’s approval.
The contractor must make every effort to reuse existing conductors without splicing. The contractor may install new circuit breakers in any location within the new panelboards to minimize any need for splicing. If splicing is required due to insufficient length, insulation damage, etc. then the contractor shall remove and replace conductors to the nearest pull point (junction box, pull box or equipment termination) and provide new conductors of equal or greater ampacity and insulation rating. Contractor’s, at their option, may install a new pull box adjacent to the new equipment to facilitate connection.
The preferred approach is replacement as outlined above. Splicing shall be permitted under exceptional circumstances and only with the Site POCs written approval.
The contractor is responsible for identifying and resolving all field conditions necessary to complete the work, whether explicitly shown in the contract documents.
The contractor is responsible for the proper configuration, coordination, and installation of all replacement panelboards and circuit breakers to provide a complete and operational system consistent with the existing electrical distribution. Replacement equipment must match or exceed the existing system in voltage rating, ampacity, interrupting capacity, and number of circuits. The completed installation must not reduce system capacity, reliability, or operational functionality. The contractor must field verify all existing conditions prior to submittal, including conductor sizes, routing, terminations and available fault current. The contractor must certify the proposed equipment and configuration are suitable for the intended application and comply with all applicable codes and standards.
Work on energized electrical systems is not permitted unless specifically approved by the Admin and Site POCs. Where energized work is required, contractor will comply with NFPA 70E requirements, including:

6.1.2 MCC Replacement: Both MCCs sit atop a trench that brings feeders into the equipment from the bottom. Load conductors exit from the top and bottom of the MCC although most exit from a blank upper section out the back. (The MCCs have an obstruction at the top so no direct exit out the top is possible.) Since the replacement equipment will differ in size and configuration, the contractor will provide detailed plans for equipment anchorage and trench closure. The contractor will develop and submit a detailed phasing and outage plan including step by step sequencing; identification of all affected loads; duration of outages, and restoration procedures. No work will commence until the phasing plan is reviewed and approved by both POCs. The contractor will identify any temporary power requirements necessary to maintain critical operations and include provisions in the phasing plan.
Equipment must be sized to allow for four spare locations for 100-amp sized circuit breakers. The extra breakers shall not be provided. New panelboards must have a main disconnect.
6.1.2.1 MCC-DBEMCC1: Approximately 90” tall x 40” wide. Currently the unit contains 15 circuit breakers (no main breaker in this existing unit, however a main breaker of the size indicated is required in the new panelboard) as shown in Table below:

6.1.2.2 MCC-DBNMCC1: Approximately 90” tall x 100” wide. Currently the unit contains 13 circuit breakers (no main breaker in this existing unit, however a main breaker of the size indicated is required in the new panelboard) as shown in Table below:

6.1.3 C-B019 Panelboard Replacement: The contractor will remove the two existing panelboards and circuit breakers and replace with one new Eaton panelboard electrically divided into two halves: The upper half will duplicate one existing board and the bottom half will duplicate the other. Each of the halves shall contain a 400A main breaker with additional circuit breakers as shown below. The contractor must: Maintain existing circuit functionality; verify all circuit terminations and labeling; provide new panel directories reflecting as-built conditions and ensure proper working clearances per code. Any discrepancies between the existing conditions and the contract documents must be reported to the Site POC.

7.0 SUBMITTALS & OTHER DELIVERABLES
7.1 Submittals
7.1.1 Contractor & Personnel: All as listed under 5.0 above. Submit two copies of each document to Admin COR
7.1.2 Equipment:
7.1.2.1 General: The contractor must submit complete product data for all panelboards and circuit breakers for review and approval prior to fabrication and installation. Submittals must comply with NFPA 70 and VA Specification Section 26 24 16 Panelboards. Eaton products must be used. Alternates will not be considered. The contractor must certify that the proposed equipment and configuration are suitable for the intended application and comply with all applicable codes and standards. Approval of submittals does not relieve the contractor of responsibility for compliance with contract requirements. Equipment that is improperly rated, incompatible or unsuitable for the application will be rejected.
7.1.2.2 Panelboards: Must be UL listed under listing 67, labelled. Type (lighting, power, distribution); Identify Eaton product lines, voltage rating; bus material (copper preferred); short circuit current rating (SCCR); Enclosure type; Mounting methods. Contractor must field verify available fault current and system conditions prior to final equipment submittal. Discrepancies between the contract documents and field conditions must be reported to the Admin and Site POCs prior to fabrication. Provide detailed shop drawings indicating bus configuration and ampacity; tentative circuit breaker layout (numbered, sized and located); available fault current available at panel location; panelboard short-circuit rating dimensions, weights, circuit entry locations, wire bending space, any accessory cabinets required to satisfy space constraints in addition to the information required under Specification Section 26 24 16.
7.1.2.3 Circuit Breakers: Frame type and trip unit type (thermal-magnetic or electronic); Continuous current rating; voltage rating; interrupting rating (AIC); trip characteristics (instantaneous, long time, short time as applicable); number of poles; mounting type; breakers shall have an interrupting rating not less than the available fault current; any accessories recommended; undervoltage releases; auxiliary contacts, ground fault protection; available fault current; clearing time; breakers must be listed and approved for use in the panelboard proposed for this project. Cross listed breakers are not acceptable.
7.2 Format Requirements
7.2.1 All written materials must be submitted in pdf format. Digital photographs may be submitted in any native format such as jpeg, png, or tiff.
7.3 Review Schedule
7.3.1 Contractor will allow VA personnel 14 days to review any submittals.
8.0 Government Furnished Property/Information
8.1 Government Furnished Information
8.1.1 VA will furnish electrical drawings if available. Contractor must protect the information contained therein and return any information provided at the conclusion of the project.
