About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 6, is soliciting firm-fixed-price construction services to correct fire and life safety issues at Hampton VA Medical Center in Hampton, Virginia, with proposals due October 9, 2026, at 11:00 AM Eastern Daylight Time. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, limiting competition to certified VetCert-verified SDVOSB firms.

The estimated contract value ranges from $2,000,000 to $7,000,000, with a base performance period of 365 calendar days beginning October 19, 2026, and ending October 19, 2027. The contractor must begin performance within 15 calendar days of award. Place of performance is Hampton, Virginia, encompassing multiple buildings within the medical center complex, including residential buildings (TR-2, TR-3, TR-4) and facility structures (B-15, B-28, B-35, B-36, B-83). The NAICS code is 236220, Commercial and Institutional Building Construction, with a $45.0 million size standard.

Scope includes installing fire alarm and sprinkler systems, constructing fire egress stairs with treated wood for residential buildings, installing handrails, guardrails, doors, stairwells, wall modifications, sidewalks, and performing associated demolition, site work, and electrical work. Work is coordinated across multiple buildings with phasing required to prevent operational disruption. Building 28's second floor will remain occupied during fire protection work. Building 35 (Police Station) requires heavily coordinated access with escorts and long-lead notification. Asbestos-containing materials and lead-based paint are present across 18 and 20 buildings respectively; contractors must manage hazardous materials abatement.

Contractors may work simultaneously on a maximum of two buildings. The contractor must maintain performance and payment bonds within 15 days of award and comply with Davis-Bacon prevailing wage rates effective May 18, 2026. All contractor and subcontractor personnel must be registered in SAM, verified as SDVOSB in the SBA's VetCert database, obtain PIV-I badges, complete OSHA 10-hour training (30-hour for superintendents), and comply with facility infection control protocols. The general contractor may subcontract up to 15% of contract value.

Evaluation employs Best Value Tradeoff methodology with technical capability and past performance rated significantly more important than price. Technical capability evaluation covers Management Approach, Corporate Experience (minimum three projects exceeding $1,000,000 of similar size and scope), Key Personnel Qualifications, and Quality Control Plan, weighted equally with a minimum Satisfactory rating required. Past Performance evaluation assesses Confidence Assessment Rating based on recent and relevant projects; completed CPARS evaluations are accepted in lieu of Past Performance Questionnaires.

Proposals must be submitted electronically in three volumes: Technical Capability (35 pages maximum excluding past performance), Past Performance, and Price Proposal. A mandatory site visit occurred August 31, 2026, at 10:00 AM EDT. Amendment 0004 (effective October 5, 2026) provides government responses to all Requests for Information, including clarifications on scope elements, phasing coordination, building-specific access requirements, utility availability, and structural details for Building 36 canopy support.
