About this file

This file contains Requests for Information (RFIs) and corresponding government responses related to solicitation 36C24626R0078 for correcting Fire and Life Safety Issues at a Department of Veterans Affairs (VA) facility. The RFIs were submitted by The Dayton Superior Company (TDSC) between August 31 and September 29, 2026, with response dates concentrated around September 4, 2026, and final responses issued in Amendment 0004.

Key clarifications addressed in the RFI responses include: Fire and Life Safety Issues encompass egress stairs, handrails, guardrails, doors, stairwells, sidewalks, wall modifications, fire alarm systems, and sprinkler systems; offerors may demonstrate past performance through projects involving one or more scope elements rather than requiring all elements in a single contract; unforeseen roof conditions at Building 28 will be recognized upon visible confirmation of damaged sheathing or support members requiring replacement; new stairs for residential buildings TR-2, TR-3, and TR-4 shall use treated wood; the contractor may work on a maximum of two buildings simultaneously; phasing is required and subject to VA coordination to prevent operational disruption; the VA will not provide stone or bricks for Building 83; the general contractor will not require escorts unless long-lead notification is needed; parking spaces and laydown areas are available but without electrical or gas services; electrical power for tools will be provided if outlet sources are available; no liquidated damages apply; and completed CPARS evaluations are preferred and accepted in lieu of Past Performance Questionnaires (PPQs). Additionally, the government provided hazardous materials reports addressing asbestos and lead paint concerns, and hydrant flow test reports for fire protection calculations.

The manager of the Credit Union stated that the roof top was declared unsafe by someone from the VA and that nobody should walk on it. The contractors mentioned that they will have to pull the roof off to see what is underneath it. Based on what they heard, they may have an unforeseen condition (damaged sheathing, damaged joists, etc.…).9/4/26CORAn unforeseen condition will occur when the Contractor has visible seen and confirmed that the roof sheathing and its support members requires replacement.8/31/260002

The area surrounding the area of work is a secured area and adjacent to the armory. He announced it to the contractors, so they are aware of the issues with work in that building.9/4/26CORUpon awarding the contract, Engineering Services will request from the Contractor if there are construction issues relating to work required at B-3 and if so how will this issue be addressed.8/31/260002
4SITE VISIT on 8/31/20268/31/26Bldg. 36, there is a column in the drawings that state to weld to an existing column, but there is no column to weld to. The drawing needs to be corrected for this. Contracting needs a corrected drawing.9/4/26AEB-36 Structural Drawing, Detail1/36S501 shows two new 4x4 steel column bearing on two existing 4x4 steel column but in reality, there is only one existing 4x4 steel column. See ATTACHED A/E structural DRAWING re-design of B-35 canopy support (36-S501_BLDG 36 STAIR ELEVATION PLAN AND SECTIONS and S502_TYPICAL DETAILS).10/5/260004

25TDSC9/4/26There is an absolute ton of repairs and alterations to be made to existing steel railing and stairs over various buildings. Without a Lead Paint survey report and an Asbestos survey report, how are the contractors to determine the quantity of lead paint removal to be done in order to perform the steel work. The absence of this information will have a profound effect on the project cost. Thereby, we repeat our request for a Lead-paint and asbestos survey report, else, provide us with an alternate means to quantify abatement to be performed.9/29/26CORSee the attached Harzadous Materials Report (ASBESTOS AND HAMZAT MATERIALS SUMMARY) relating to Asbestos and Lead Base.0004
26TDSC9/4/26Water flow information is needed in order for us to provide a cost for this portion of the work. 116-FP101 states that the water flow information is included in the specifications are we are not able to locate it. Further, it states that the contractor is responsible to perform hydraulic calculations, Without the waterflow information, we are not able to perform the hydraulic calcs in order to determine the sizes of the fire sprinkler lines, thus estimate the cost for this portion of the work. If the government will not provide us with the water flow data, how are we to quantify the piping needed?9/29/26CORSee the attached Hydrants Flow Test Reports for the VA Campus.0004
27TDSC9/4/26Without a hazardous lead / asbestos study know do we proceed. Can you tell us if there are any hazardous materials on this project or not?9/29/26CORSee the attached Harzadous Materials Report (ASBESTOS AND HAMZAT MATERIALS SUMMARY) relating to Asbestos and Lead Base.0004
28TDSC9/4/26A determination of the number for buildings the contractor is allowed to commence work at one time needs to be determined by the government for pre–proposal. This information will determine the number of supervisory staff to place on the project. The staffing levels cannot be determined during the estimate phase by the contractors without the input from the government Thereby, we repeat our request for the government to clarify if the Contractor can commence the work in multiple buildings simultaneously.9/29/26CORThe TOTAL number of buildings that the contractor may work on simulaneously is 2 (TWO).0004
29TDSC9/4/26We would just ask that our request to utilize completed CPARS evaluations in lieu of PPQs be considered even if the PPQ form is provided via addendum. Given the timing at the end of the fiscal year, we recognize that schedules may be especially busy, and allowing CPARS would help avoid potential delays associated with obtaining newly completed PPQs from our references.9/29/26CORCompleted CPARS evaluation may be used in lieu of PPQs. (CPARS is preferred)0004
