About this file

This file is a Request for Information (RFI) log documenting 24 questions and responses related to a VA construction project for correcting Fire and Life Safety Issues at multiple buildings. The solicitation (36C24626R0078) covers repairs and replacements at facilities within the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 6, with work locations in Norfolk and Hampton, Virginia, including residential buildings (TR-2, TR-3, TR-4) and VA medical center buildings (B-28, B-35, B-36, B-83, and B-15).

Key scope elements include installing fire alarm and sprinkler systems, replacing egress stairs with treated wood (TR-2, TR-3, TR-4), installing handrails, guardrails, doors, stairwells, and wall modifications, as well as structural repairs to steel columns and canopy supports. Critical clarifications include: contractors may demonstrate past performance through projects involving one or more Fire and Life Safety scope elements rather than all elements in a single contract; an unforeseen roof condition at Building 28 will be triggered only when visible damage to sheathing and support members is confirmed; Building 35 (Police Station) requires heavily coordinated access with escorts and long-lead notification due to proximity to the armory; Building 28's second floor will remain occupied during fire protection work; multiple building starts require coordination with VA Engineering Services; treated wood is required for new residential stairs; and phasing must be coordinated to avoid disruption to building operations. The contractor will have access to designated parking, laydown areas with Conex boxes, and available electrical outlets but no utilities at the laydown area. Amendments 0001 and 0002 contain additional project details. The RFI period closed on September 16, 2026, with one amendment (0002) pending regarding corrected structural drawings for Building 36 canopy support.
