About this file

This document is an Industry Day Questions and Answers (Q&A) document for a Barge Overhaul project involving two specific barges, IX527 and IX528. The Q&A covers multiple technical details about the upcoming preservation, inspection, repair, and maintenance (PIRM) services, including key project specifications such as task order timing, equipment removal plans, and scope of work. Specific details include:

Key project parameters include separate task order awards for each barge (Task Order One for IX527 estimated January 2026, Task Order Two for IX528 estimated January 2027), plans to remove suspension winches and electronics prior to towing, and potential optional work such as window replacement and shack redesign. The government anticipates removing 113.22 LT of pea gravel, conducting full inspection and blasting of underlying spaces, and performing minimal preservation work on structures like the tower over the moon pool. The document indicates drawings will be made available and that tow harness connection methods are still being assessed, with a commitment to clarify connection points before the Request for Proposal (RFP) is posted.

Industry Day Q&A - Barge Overhaul

1) Will drawings be made available?

a. Yes.

2) Will the awards for Task Order One (Barge IX527) and Task Order Two (Barge IX528) be made at the same time?

a. No, the government intends to award Task Order One first (estimated January 2026). The second Task Order award is estimated for January 2027.

3) How much Pea Gravel is there?

a. Total pea gravel ballast per 2005 installation drawing = 113.22 LT

4) Can the static site cable connections be used as tow harness connections or is there another acceptable method for attaching a tow harness?

a. We believe that the cable connection or other connection point is available for a tow harness attachment. We do not believe that attachment points will need to be installed prior to the tow. We do not have a definitive answer at the moment but will assess the potential connection prior to RFP posting so that the method for tow connection is known at that time.

5) Will the crane require a manufacturer rep for recertification should repair work be required.

a. No. We do not expect that work on the crane will be needed other than spot paint and preservation. We will perform recertification through our internal processes upon return of the barge.

6) Where are the access openings?

a. Need more clarification on this question. Otherwise, drawings will be provided that show the various openings.

7) Where is the rake room?

a. The Rake Room refers to Void 1 (2-0-0-0-V) as shown on drawing 53711-801- 8853547.

8) Are the windows being replaced?

a. Possibly as an option.

9) What equipment will be removed?

a. We intend to remove as much equipment as possible prior to the tow, including the suspension winches and electronics.

10) Are all railings being replaced?

a. TBD

11) Is a new shack being built on Barge IX528?

a. There will likely be an optional item that includes a relocated and redesigned enclosure on the 01 deck to replace the current one located there.

12) Suspension winches. How many per Barge?

a. There are two suspension winches per barge. One at each end. These will be removed prior to the tow.

13) Is the power unit covered?

a. If this is referring to the tower over the moon pool and its associated equipment, the intent is spot paint/preservation of the frame structure, and all other portions are protected from other shipyard activities.

14) Is the area under the Pea Gravel being blasted/inspected?

a. We anticipate removal of all pea gravel, inspection, reporting, and blast and preservation for these spaces.

15) Do you have an updated attendee list?

a. The Government does not intend to provide an updated attendee list.
