About this opportunity
The Defense Logistics Agency seeks removal, transportation, and disposal of hazardous and industrial wastes from military installations in the Iwakuni, Japan region or within a 50-mile radius of designated pickup locations, with proposals due July 24, 2026 at 3:00 P.M. EST. This is a Full and Open competition under NAICS code 562211 with no set-aside; the small business size standard is $47 million.
Place of performance is Iwakuni, Yamaguchi, Japan and subordinate pickup locations within a 50-mile radius. Work includes removal, transportation, and disposal or recycling of RCRA hazardous wastes, non-RCRA wastes, state-regulated wastes, universal wastes, compressed gases, and Per- and Polyfluoroalkyl Substances (PFAS). PCBs are listed in the scope but are not applicable to pricing or CLINs under this contract. All work must comply with Japan Environmental Governing Standards, Government of Japan regulations, and applicable international agreements governing dangerous goods transportation. The contract excludes infectious, controlled, explosive, and radioactive wastes.
The contract structure is firm-fixed price indefinite delivery/indefinite quantity with a 30-month base period from September 2026 to March 2029 and a 30-month option period. Standard performance time for waste removal is 20 business days from task order issuance unless expedited services are ordered. The minimum task order charge is YEN 240,000.00 except for general support, expedited services, industrial cleaning, sampling, and repackaging services. Award was made to CAGE JSH78 for a total of YEN 268,019,532.
Evaluation uses best-value trade-off methodology with past performance rated as significantly more important than price. Past performance will be assessed via a Performance Confidence Assessment based on relevance, quality, scope, magnitude, and complexity of submitted past performance information, supplemented by CPARS, DLA personnel, past customers, and external sources. Offerors without identifiable past performance receive neither favorable nor unfavorable assessment. The Government reserves the right to apply an efficiency-in-competition approach by initially reviewing proposals with the most competitive pricing and declining to evaluate non-price factors for higher-priced proposals if past performance superiority would not justify the cost premium. All contractors must obtain Common Access Cards and comply with FAR 52.209-7 FAPIIS certification and FAR 52.229-11 foreign procurement tax withholding requirements. Site visits are available; contact Sakura Wrighton at Sakura.Spinosi.jp@dla.mil or (315) 243-0611.
