About this file
This is a Questions and Answers document for solicitation SP450026R0009, which addresses clarifications on the Performance Work Statement (PWS), Price Schedule, and Instructions to Offerors for the Iwakuni Hazardous Waste Removal contract.
The Q&A document contains 40 questions from contractors regarding contract scope, requirements, and documentation. Key clarifications include: PCB waste is not applicable to this contract despite being mentioned in the synopsis; the 1,500-gallon minimum load requirement for certain CLINs has been removed; repackaging services fall under Special Services CLINs (1202SV-1207SV) and same-day requests cannot be supported; the 10-day storage limitation at transfer facilities may be waived if approved by the Contracting Officer based on host nation practices; electronic manifest submission is acceptable provided all signatures are legible and valid; all documentation must be submitted through the Contracting Officer's Representative (COR); and preparation of Hazardous Waste Profile Sheets (HWPS) is the generator's responsibility, though the contractor is responsible for HWPS pertaining to waste acceptance at disposal facilities. The document also addresses PWS language updates regarding pickup locations within a 50-mile radius, corrections to section references (removing references to non-existent sections 3.19 and 3.20), correction of the Autumnal Equinox Day to September 23, and clarification that confined space permit requirements are host nation responsibilities. Amendment 2 incorporates these answers and updates to the PWS, Price Schedule, and Instructions to Offerors accordingly.

| Page | Section | Para. | |||||||
| 1 | 6 | PWS | k | The solicitation states that “New pickup locations may be unilaterally added to the contract by the USG at any time during the life of the contract at no additional charges to the USG.” Please provide the farthest possible location anticipated. If unknown, would the Government be willing to discuss adjustments as new locations are added. | Kazunori Hayashi |
kazunori-e-hayashi@jt-kankyo.co.jp
| 2 | 6 | PWS | m | The solicitation states “Publications and attachments applicable to this contract will be made available upon request.” What specific documents does this refer to. | Updated DLAM, DoD Publications, Etc. |
| 3 | 7 | PWS | .1.0 | The solicitation states “The Contractor shall ensure that its agents, employees, and subcontractors involved in handling and packaging…” Does “packaging” in this context apply only to SP Service CLINs (1202SV–1207SV). | This statement applies to all CLINs on the price list. |
Packaging is a generator responsibility (minus LabPacks) but the contractor should be trained for handling and packaging when on-site.
4 8 PWS 1.1 The solicitation states “Any discrepancies associated with the marking and/or labeling of containers…” What specifically constitutes a discrepancy. Please clearly define the conditions. Mis-labeled drums, Incorrect containers, etc. Any issues that would preclude the waste from being transported or accepted into the disposal facility .
5 10 PWS (9) Reactive (RX) PCB waste is outside the scope of this contract. To avoid confusion, can all PCB‑related references be removed. 1.1.1 (A) 1. States "Not applicable to this Contract" and no PCB CLINs are offered in the Price Schedule.
| 6 | 12 | PWS | CLIN Suffix B5 (GL) | Regarding “Minimum Load Ordered: 1,500 gallons,” if the actual volume is less than 1,500 gallons, may the contractor invoice for 1,500 gallons. | 1500 gallons minimum requirement removed |
| 7 | 15 | PWS | 1.1.3 | The solicitation states that the contractor must prepare the Hazardous Waste Profile Sheet (HWPS) and other transportation documents. However, isn’t preparation of the HWPS the responsibility of the Government. | Yes, the generator is responsible for proper identification of their waste. |
This statement covers HWPS as it pertains to the waste acceptance epacket due at the disposal facility/
| 8 | 17 | PWS | d | Is submission of the manifest in electronic data format acceptable once transportation is completed. | Yes as long as all signatures are legible and valid |
| 9 | 20 | PWS | Autumnal Equinox Day | The Autumnal Equinox Day is September 23. Please correct the date. | Updated in PWS |
| 10 | 23 | PWS | 1.1.8 h | Should USAG‑J Form 1529 be submitted through the COR. | All documentation should be submitted through the COR. If USAG-J Form 1529 can |
be submitted electronical for access then it should be done in this manner with a copy provided to the COR.
11 24 PWS 1.1.12 b Repackaging falls under SP Services. Requests to the contractor should be issued under CLINs 1202SV–1207SV. Will the Government provide several days’ advance notice. Same‑day requests cannot be supported. What is the minimum advance notice the Government can provide. Repackaging falls under SV Services. This will be worked through the COR but typically the USG would not request an expedite ( same day) service unless CLIN 1095SV-1098SV is ordered. If not possible the contractor can discuss this with the COR for a removal timeframe.
| 12 | 27 | PWS | 1.2.3 a | To ensure safety and prevent expansion‑related damage, can containers be filled to approximately 80% of capacity during packaging. | This is up to the generator but can be addressed through the COR. |
| 13 | 30 | PWS | 1.3.1 b | The solicitation states that storage at any transfer facility must not exceed 10 days. In practice, transfer facilities often exceed 10 days, and this is not prohibited under Japanese Waste Management Law. Please remove the 10‑day limitation. | If this is a common practice in the host nation then the KO can approve. |
| 14 | 30 | PWS | 1.3.1 c | PCB waste is outside the scope of this contract. To avoid confusion, can all PCB‑related references be removed. | It states "Not applicable to this Contract" and no PC CLINs are offered in the Price Schedule. |
| 15 | 30 | PWS | 2.0 | PCB waste is outside the scope of this contract. To avoid confusion, can all PCB‑related references be removed. | It states "Not applicable to this Contract" and no PC CLINs are offered in the Price Schedule. |
| 16 | 41 | PWS | 2.2.3 | The solicitation states “only contractors approved by Disposition Services.” Which contractors are approved. Also, analysis and sampling work should be ordered under SP Service CLIN 1001SA. Please confirm. | Removed "and approved by Disposition Services" in PWS |

| 20 | 45 | PWS | 2.5 f | Are these tasks not the responsibility of the generator. | 2.5-This requirement is if the contractor releases gas |
while removing (spill) or post removal

| 22 | 46 | PWS | 2.5 i | Are these tasks not the responsibility of the generator. | The generator is responsible for ensuring their waste is properly packaged. |
If a waste cylinder is turned in and shipped, the contractor is then responsible to ensure DoW markings are removed. The contractor should work through the COR for removing DoW markings.
23 47 PWS 2.6.1d CLIN RE08C7 states “unused,” while PWS 2.6.1(d) states “used.” Please correct PWS 2.6.1(d). Changed in PS and IGE CLIN RE08: Mercury, High, Dental Amalgams, Debris & Residues, Hg >260 mg/Kg.

Additionally, the solicitation states that these spaces do not involve hazards that could cause death or serious physical harm. Please provide the regulatory basis for this definition. | This is a question that should be routed through the generators/COR |
| 25 | 3.1 | What materials are stored in the tanks referenced in the solicitation, and what are the origins of each waste stream. Please provide detailed information. | This is a generator identified requirement | ||
| 26 | Regarding high‑pressure washing and blast cleaning under the cleaning CLINs, are there any special regulatory requirements. | As required by Host Nation | |||

| 28 | PWS | 1.2.8.1e | TX06 and TX07 are not in the price schedule. Should we wait for a modified price schedule, or will the section be removed? | If TX06 is not on the Price Schedule then it was not used in the current 60 month contract and |
most likely will not be ordered on this renewal. If ordered a MOD will be necessary
