About this opportunity
The Department of the Air Force's 374th Contracting Squadron issued a Commercial Solutions Opening (CSO) solicitation for innovative refuse disposal and incinerator operation services at Yokota Air Base, Japan, with a Step 1 white-paper deadline of 4pm JST on November 30, 2026. This is a two-step closed CSO with full and open competition; no set-asides apply. The 374th CONS is procuring under FAR Part 12 for anticipated contract award in October 2027, with funding expected in Fiscal Year 2028 or later.
The solicitation pursues two Areas of Interest: on-base refuse disposal and incinerator operation (addressing an aging Takuma-manufactured incinerator operational since 1984, processing approximately 4,300 tons annually, and requiring detailed condition assessment and 10+-year operational solutions including possible waste-to-energy technologies), and off-base refuse disposal services (requiring collection, transportation, and disposal of approximately 5,000 tons annually with demonstrated compliance to Japanese environmental law and U.S. standards, plus local Japanese partnerships). Yokota AB generates approximately 7,500 tons of non-hazardous waste annually. Individual contract values are estimated upwards of $150,000 over the full performance period, though higher-cost proposals demonstrating capable, innovative solutions with cost savings or efficiency improvements will be considered.
Step 1 requires submission of a white paper (maximum 10 pages, single-spaced, Times New Roman 12-point) addressing the problem statement, proposed solution with unique technical approach, period of performance, and rough order of magnitude cost plus brief company viability overview. White papers are evaluated on technical relevance, importance to agency program, feasibility, and cost realism, all equally weighted. Selected offerors will be invited to submit full proposals by anticipated May 31, 2027, evaluated on technical merit, cost/price reasonableness, schedule realism, and past performance, also equally weighted. A site visit and Q&A session is scheduled for November 9, 2026. Contracting officer: Ben Warren; contract specialist: 2d Lt Marilynne Wilkins.
