The Air Force Sustainment Center at Tinker Air Force Base is conducting a two-step sealed bidding procurement for the repair of the chilled water system in Building 2280, with sealed offers due by 05:00 PM local time on June 8, 2026, and is restricted to total small business set-asides. Attendance at a mandatory initial site visit on April 10, 2026, is required for proposal eligibility; contractors failing to attend will be deemed unresponsive.

The work comprises furnishing all materials, labor, equipment, testing services, quality control, and incidentals to repair and replace the chilled water system, including demolition and installation of new chillers, pumps, cooling towers, and piping systems with 30% propylene glycol fill. The contractor is responsible for identifying necessary logistical, architectural, and structural work elements not explicitly detailed in drawings or the Statement of Work and for field verification of government-provided utility and structural data. Performance period is 440 calendar days from receipt of Notice to Proceed, with work commencement required within 10 calendar days of award. Liquidated damages are set at $227.75 per calendar day of delay.

This is a firm fixed-price contract under NAICS 236220 with a $45 million size standard. Performance and payment bonds are required within 10 calendar days of award. A 100% bid guarantee is required. A 10% contract value holdback applies pending final acceptance; warranty commences at Beneficial Occupancy Date for one year.

Key personnel include a Project Manager (minimum 10 years experience), Quality Control Manager, Site Safety and Health Officer, and Project Superintendent (minimum 5 years experience). Work during normal duty hours (0700–1600 Monday–Friday) applies except for utility outages. An airfield construction waiver from the Base Commander is required before any airfield work begins.

Step One evaluates technical proposals on Capability and Management and Schedule and Planning; proposals must receive an Acceptable rating in all subfactors to advance. Step Two evaluates pricing from only technically acceptable bidders on reasonableness, completeness, balanced pricing, and cost realism; award will be made to the responsible bidder with the lowest evaluated price.

The proposal validity period is 120 calendar days for both technical and price proposals. Proposals must be submitted electronically via DoD SAFE. The government intends to make one award. Offerors must maintain current cybersecurity assessments with Supplier Performance Risk System scores of 110 or higher or submit a Plan of Action and Milestone if deficient.
