About this file

This document is a compilation of Federal Acquisition Regulation (FAR) clauses and provisions that establish compliance requirements for federal contractors.

FAR 52.225-25 prohibits contracting with entities engaging in activities related to Iran. Offerors must represent that they do not export sensitive technology (hardware, software, telecommunications equipment, or related technology designed to restrict information flow or monitor speech in Iran) to the Iranian government or entities controlled by it. Offerors must also certify that they do not engage in sanctioned activities including petroleum resource development, refined petroleum product production or sales to Iran, or contribution to Iran's weapons or technology acquisition. Additionally, offerors must certify they do not knowingly engage in transactions exceeding specified thresholds with Iran's Revolutionary Guard Corps or its officials, agents, or affiliates. These requirements do not apply if the solicitation includes a trade agreements notice and the offeror certifies all offered products are designated country end products or construction materials. Questions regarding sensitive technology should be directed to the Department of State at CISADA106@state.gov.

FAR 52.236-28 establishes requirements for construction proposal submission, requiring proposals be submitted on government-furnished forms and manually signed, with the signatory initialing any erasures or changes. Proposals may request pricing on various bases including lump sum, alternate prices, or units of construction. Failure to submit proposals on all required items may result in rejection without further consideration. FAR 52.240-1 prohibits contractors from delivering, operating (as of December 22, 2025), or using federal funds for unmanned aircraft systems manufactured or assembled by American Security Drone Act-covered foreign entities identified on the FASC-maintained list in the System for Award Management (SAM). Contractors must search SAM prior to proposing or using any unmanned aircraft system and ensure compliance with any stated exemptions, exceptions, or waivers. FAR 52.214-31 permits facsimile bids that arrive by the solicitation deadline and contain required signatures, though the Government assumes no responsibility for transmission or receipt failures.
