About this opportunity
The Department of the Air Force Materiel Command Nuclear Weapons Center is seeking a contractor to install three 4.5-Ton Trane BCHE054 Blower Coils in Building 402 at Kirtland Air Force Base to provide air conditioning for three specific office rooms. The procurement will utilize a two-step sealed bidding process where contractors must first submit technical proposals including a Contractor Statement of Work, Gantt Chart, and Bill of Materials, which will be evaluated on a pass/fail basis. Only contractors with acceptable technical proposals will advance to the second step, where bids will be opened and the contract awarded to the lowest responsive bidder. The mandatory site visit is scheduled for 17 April 2025 at the Truman Visitors Center, with technical proposals due by 5 May 2025 at 11:00 AM Mountain Daylight Time. Evaluation criteria will strictly assess the comprehensiveness and technical accuracy of submitted documentation, with any deficiencies resulting in proposal rejection.
The contract is set aside for total small business participation and is classified under NAICS category 238220 for Plumbing, Heating, and Air-Conditioning Contractors. The estimated contract value ranges between $500,000 and $1,000,000, with a firm fixed-price structure and a performance period from 16 May 2025 to 14 August 2025. The project involves installing blower coils, associated piping from main chilled water lines, and ductwork to three rooms (104, 105, and 106) that currently experience temperatures exceeding 80 degrees Fahrenheit during summer months. The place of performance is Albuquerque, New Mexico, specifically at Kirtland Air Force Base, with work to be conducted in an occupied facility requiring careful coordination with Space Systems Command operations personnel. Contractors must navigate complex operational constraints, including working in a 24/7 operational Sensitive Compartmented Information Facility (SCIF) environment and potential system shutdowns.
